{"id":28586,"date":"2018-10-24T13:18:58","date_gmt":"2018-10-24T07:48:58","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=28586"},"modified":"2018-10-24T13:18:58","modified_gmt":"2018-10-24T07:48:58","slug":"the-deepening-disconnect","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/the-deepening-disconnect\/","title":{"rendered":"The deepening disconnect"},"content":{"rendered":"<p><a href=\"https:\/\/www.thehindu.com\/opinion\/lead\/the-deepening-disconnect\/article24281893.ece\">The deepening disconnect<\/a><\/p>\n<p><strong><u>Article:<\/u><\/strong><\/p>\n<ol>\n<li>SuhasiniHaider, author, analyze the postponement of the 2+2 Dialogue has come amid growing India-U.S. estrangement in South Asia.<\/li>\n<\/ol>\n<table>\n<tbody>\n<tr>\n<td width=\"638\"><strong><u>2+2 Dialogue:<\/u><\/strong><\/p>\n<ul>\n<li>\u00a0India and the U.S. have decided to set up a new dialogue mechanism that would include defence and foreign ministers of the two countries.<\/li>\n<li>\u00a0 The dialogue format would be likely called \u201c2 by 2\u201d.<\/li>\n<li>\u00a0The India-U.S.\u00a0<strong>\u201c2 by 2\u201ddialogue\u00a0<\/strong>will be on the lines of India-Japan 2+2 dialogue format.<\/li>\n<li>\u00a0The India-U.S.\u00a0<strong>\u201c2 by 2\u201ddialogue<\/strong>\u00a0would replace the existing India-U.S. Strategic and Commercial Dialogue for trade and commercial issues.<\/li>\n<li>\u00a0India and the U.S. will now have a separate dialogue on commercial issues, which will not include the foreign ministers.<\/li>\n<\/ul>\n<p><strong><u>Significance of \u201c2 by 2\u201d Dialogue\u00a0<\/u><\/strong><\/p>\n<ul>\n<li>The objective of this dialogue is to raise defence and security issues.<\/li>\n<li>It is aimed at enhancing peace and stability across the Indo-Pacific region by elevating strategic consultations in the dialogue.<\/li>\n<li>The shared priorities include job creation, improving the business and investment climate and sustaining a rules-based global order.<\/li>\n<li>The U.S. has strategic consultations in this format with key partners and allies including Australia, Japan and the Philippines.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><strong><u>Important Analysis:<\/u><\/strong><\/p>\n<ol start=\"2\">\n<li>The 2+2 Dialogue between the defence and foreign ministers of India and the United States schedule for July, has been postponed.<\/li>\n<li>The dialogue, as the enhanced engagement between the ministers of foreign affairs and defence, was an outcome of Prime Minister Narendra Modi and the U.S. President Donald Trump\u2019s meeting last June in Washington.<\/li>\n<li>In the past two decades, the two sides differed on many aspects such as:<\/li>\n<\/ol>\n<p>a. Since January, the U. S\u2019s Countering America\u2019s Adversaries through Sanctions Act against those conducting business with Russia and Iran.<\/p>\n<p>b. The U.S. decision to walk out of the Iran nuclear deal have come right up against India\u2019s interest.<\/p>\n<p>c. As a result, India tightened its engagement with Russia, China and Iran.<\/p>\n<p>d. Recently, the two governments have failed to make progress on signing foundational agreements:<\/p>\n<p>e. Four foundational agreement includes:<\/p>\n<ul>\n<li>The Basic Exchange and Cooperation Agreement (BECA) agreement.<\/li>\n<li>The Logistics Supply Agreement (LSA).<\/li>\n<li>The Communication and Information Security Memorandum of Agreement (CISMOA)<\/li>\n<\/ul>\n<ol start=\"5\">\n<li>The U.S\u2019s South Asia policy, also appears to be in trouble.<\/li>\n<li>According to the policy accounted 10 months ago, India was to be central to the U.S.\u2019s efforts in Afghanistan while Pakistan would be \u2018put on notice\u2019 for its support to terror groups, including those that target India.<\/li>\n<li>The U.
