{"id":28603,"date":"2018-10-24T13:57:15","date_gmt":"2018-10-24T08:27:15","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=28603"},"modified":"2018-10-24T13:57:15","modified_gmt":"2018-10-24T08:27:15","slug":"centre-may-scrap-ugc-proposes-new-regulator","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/centre-may-scrap-ugc-proposes-new-regulator\/","title":{"rendered":"Centre may scrap UGC, proposes new regulator"},"content":{"rendered":"<p><a href=\"https:\/\/www.thehindu.com\/todays-paper\/new-body-to-replace-ugc-proposed\/article24274970.ece\">Centre may scrap UGC, proposes new regulator<\/a><\/p>\n<p><strong><u>News:<\/u><\/strong><\/p>\n<ol>\n<li>The Centre places draft Bill for a Higher Education Commission of India in public domain for suggestions.<\/li>\n<\/ol>\n<p><strong><u>Important facts:<\/u><\/strong><\/p>\n<ol start=\"2\">\n<li>The draft Higher Education Commission of India (Repeal of University Grants Commission Act) Act, 2018 placed in the public domain.<\/li>\n<li><strong><u> Purpose of introducing draft bill are given below:<\/u><\/strong><\/li>\n<\/ol>\n<ul>\n<li>Major reforms in higher education.<\/li>\n<li>Aimed at replacing the University Grant Commission (UGC) for eliciting suggestions from educationists.<\/li>\n<li>Once UGC is replaced, the technical education regulator AICTE and the teacher\u2019s education regulator NCTE will also be reformed on similar lines.<\/li>\n<\/ul>\n<ol start=\"4\">\n<li><strong><u> Key components of draft Bill are given below:<\/u><\/strong><\/li>\n<\/ol>\n<ul>\n<li>Separates the academic and funding aspects of higher education.<\/li>\n<li>It takes away funding powers from the proposed regulator and gives it powers to ensure academic quality and even close down bogus institutions.<\/li>\n<li>However, there is no plan to merge all higher education regulators, as was proposed through a planned agency called HEERA.<\/li>\n<li>HECI will be in charge of ensuring academic quality in universities and colleges.<\/li>\n<li>The Ministry of Human Resource Development will be responsible for funding universities and colleges.<\/li>\n<li>The Regulator will have powers to enforce compliance to the academic quality standards.<\/li>\n<li>The regulators are also authorized to have the power to order closure of sub-standard and bogus institutions.<\/li>\n<li>Non-compliance could result in fines or even a jail sentence.<\/li>\n<li>Presently UGC had no such powers. It can only release a list of bogus institutions and not recognise their degrees.<\/li>\n<\/ul>\n<ol start=\"5\">\n<li><strong><u> Functions of HECI:<\/u><\/strong><\/li>\n<\/ol>\n<ul>\n<li>Improving academic standards with specific focus on learning outcomes.<\/li>\n<li>Evaluation of academic performance by institutions.<\/li>\n<li>Mentoring of institutions, training of teachers, promote use of educational technology, etc.<\/li>\n<li>It will develop norms for setting standards for opening and closure of institutions.<\/li>\n<li>Provide for greater flexibility and autonomy to institutions.<\/li>\n<li>Lay standards for appointments to critical leadership positions at the institutional level irrespective of university started under any law (including state list)<\/li>\n<\/ul>\n<table>\n<tbody>\n<tr>\n<td width=\"638\"><strong><u>UGC vs HCEI:<\/u><\/strong><\/p>\n<p>1.\u00a0\u00a0\u00a0\u00a0 The UGC\u2019s regulatory power included quality assessment and giving grants.The HECI will just ensure academic quality while MHRD will give grants to institutions.<\/p>\n<p>2.\u00a0\u00a0\u00a0\u00a0 The UGC conducted inspections to assess institutions. The HECI will practically do away with these and shift to a regime of \u201ctransparent disclosures\u201d instead.<\/p>\n<p>3.\u00a0\u00a0\u00a0\u00a0 The UGC published lists of\u00a0 bogus institutions once in a while. The HECI will be empowered to shutdown sub-standard and bogus institutions.
