Vajpayee) to now \u2018<span style=\"color: #ff0000;\">Jai Jawan<\/span>, <span style=\"color: #ff0000;\">Jai Kisan<\/span>, <span style=\"color: #ff0000;\">Jai Vigyan<\/span>, <span style=\"color: #ff0000;\">Jai Anusandhan<\/span>\u2019 (by the Prime Minister) is intended to reinforce the foundation of research and innovation for development. Significant Growth in R&amp;D expenditure-<\/strong> India\u2019s R&amp;D is witnessing significant growth, with a notable increase in Gross Expenditure on Research and Development (<span style=\"color: #ff0000;\">GERD<\/span>) from <span style=\"color: #ff0000;\">\u20b96,01,968 million in 2010-11<\/span> to<span style=\"color: #ff0000;\"> \u20b912,73,810 million in 2020-21<\/span>.<\/p>\n<p><strong>2. Powerhouse in producing academic talent-<\/strong> India generates an impressive <span style=\"color: #ff0000;\">40,813 PhDs<\/span> and is in <span style=\"color: #ff0000;\">third place after the United States and China<\/span>. This achievement reflects India\u2019s commitment to fostering intellectual capital and contributing significantly to global research endeavours.<\/p>\n<p><strong>3. Substantial research output as part of R&amp;D investment-<\/strong> India ranks <span style=\"color: #ff0000;\">third position globally<\/span> in terms of scientific and research publication, with over <span style=\"color: #ff0000;\">3,00,000 publications in 2022<\/span>.<\/p>\n<p><strong>4. High number of Patent Grants-<\/strong> India has also demonstrated commendable performance in patent grants compared to the R&amp;D Funding. India has secured the <span style=\"color: #ff0000;\">sixth position globally<\/span> with <span style=\"color: #ff0000;\">30,490 patents granted in 2022<\/span>.<\/p>\n<p><strong>5. Emphasis on Autonomous R&amp;D Laboratories and Institutions- <\/strong>These autonomous laboratories serve a <span style=\"color: #ff0000;\">pivotal role in driving research and technology<\/span> development with strategic implications. According to the R&amp;D statistics (2022-23) of the Department of Science and Technology, India\u2019s total investment in R&amp;D reached <span style=\"color: #ff0000;\">$17.2 billion in 2020-21<\/span>. Within this sum, <span style=\"color: #ff0000;\">54% ($9.4 billion)<\/span> is allocated to the government sector and predominantly utilised by <span style=\"color: #ff0000;\">four key scientific agencies<\/span> \u2014 the DRDO (30.7%), the DoS (18.4%), ICAR (12.4%), and DEA (11.4%). Rest 46% has been used by the autonomous R&amp;D laboratories and Institutions.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc2\"><\/a>What is the Negative status of India&#8217;s R&amp;D Funding?<\/strong><\/span><\/h2>\n<p><strong>1. Low R&amp;D investment as percentage of GDP-<\/strong> India&#8217;s R&amp;D investment as percentage of GDP stands at <span style=\"color: #ff0000;\">0.64%<\/span>. India falls behind major developed and emerging economies in R&amp;D investment as % of GDP, such as <span style=\"color: #ff0000;\">China<\/span> (<span style=\"color: #ff0000;\">2.4%<\/span>), <span style=\"color: #ff0000;\">Germany<\/span> (<span style=\"color: #ff0000;\">3.1%<\/span>), <span style=\"color: #ff0000;\">South Korea<\/span> (<span style=\"color: #ff0000;\">4.8%<\/span>) and the <span style=\"color: #ff0000;\">United States<\/span> (<span style=\"color: #ff0000;\">3.5%<\/span>).<\/p>\n<p><strong>2. Less Contribution by Private Sector-<\/strong> In India, the private sector industry contributes only <span style=\"color: #ff0000;\">36.4%<\/span> of Gross Expenditure on Research and Development (<span style=\"color: #ff0000;\">GERD<\/span>) during 2020\u201321. In India, <span style=\"color: #ff0000;\">GERD is primarily driven by the government sector<\/span> (central government (43.7%), State governments (6.7%), Higher Education Institutions (HEIs) (8.8%), and the public sector industry (4.4%)). In leading innovative economies such as China, Japan, South Korea, and the U.S., <span style=\"color: #ff0000;\">a significant portion (&gt;70%) of R&amp;D funding is from private industries<span style=\"color: #333333;\">.<\/span><\/span><\/p>\n<p><strong>3. Under-Utilisation of Allocated Funds-<\/strong> In 2022-2023, the Department of Biotechnology (<span style=\"color: #ff0000;\">DBT<\/span>), used only <span style=\"color: #ff0000;\">72% of its estimated budget allocation<\/span> on Centrally Sponsored Schemes (CSSs)\/Projects while the <span style=\"color: #ff0000;\">DST used only 61% of its allocated budget<\/span>. This points to massive under-utilisation of allocated funds.<\/p>\n<p><strong>4. Lack of Adequate Funding Support from state governments-<\/strong> As per the RBI\u2019s report, <span style=\"color: #ff0000;\">State Finances: A Study of Budgets of 2023-24<\/span>, the R&amp;D expenditure of state governments was 0.09% of the GSDP on average.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc3\"><\/a>What are the Other Challenges Facing R&amp;D Sector in India?<\/strong><\/span><\/h2>\n<p><strong>1. Lack of Skilled R&amp;D Personnel-<\/strong> The best talent of India in R&amp;D migrates to foreign countries, resulting in <span style=\"color: #ff0000;\">brain drain<\/span>.<\/p>\n<p><strong>2. <a href=\"https:\/\/forumias.com\/blog\/upsc-current-affairs-news\/patent-regime-in-india-provisions-challenges-and-solutions\/#gsc.tab=0\" target=\"_blank\" rel=\"noopener\">IPR violation<\/a>&#8211;<\/strong> Poor IPR compliance discourages foreign investment flow into the field of R&amp;D in India.<\/p>\n<p><strong>3. Outdated Curriculum and Pedagogy-<\/strong> The curriculum in many <span style=\"color: #ff0000;\">eminent universities<\/span> is still <span style=\"color: #ff0000;\">focused on rote learning<\/span> and oriented to getting jobs. Many eminent universities are unable to duly utilise the research grant provided to them.<\/p>\n<p><strong>4. Lack of focus on application-<\/strong> Indian university system has been <span style=\"color: #ff0000;\">focussing on basic research rather than application research<\/span>. That has limited its value to industry, and hence diminished the industry support.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc4\"><\/a>What are the Government Initiatives to boost R&amp;D in India?<\/strong><\/span><\/h2>\n<table style=\"width: 100%; border-collapse: collapse; border-style: solid;\">\n<tbody>\n<tr>\n<td style=\"width: 34.3636%;\"><strong>National Deep Tech Startup Policy (NDTSP)<\/strong><\/td>\n<td style=\"width: 65.6364%;\">This Policy aims to <span style=\"color: #ff0000;\">promote technological progress and innovation<\/span>, especially in private sector engagement.<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 34.3636%;\"><strong>Anusandhan National Research Foundation (ANRF) Act<\/strong><\/td>\n<td style=\"width: 65.6364%;\">This Act has been enacted to catalyse research and innovation, focusing on development. The Act is designed to bridge India\u2019s R&amp;D investment gap and<span style=\"color: #ff0000;\"> nurture a robust research culture<\/span> within Higher Education Institutions (HEIs).<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 34.3636%;\"><strong>Atal Innovation Mission<\/strong><\/td>\n<td style=\"width: 65.6364%;\">It aims to promote innovation and entrepreneurship across the length and breadth of the country. AlM&#8217;s objectives are to<span style=\"color: #ff0000;\"> create and promote an ecosystem of innovation and entrepreneurship<\/span> across the country at school, university, research institutions, MSME and industry levels.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc5\"><\/a>What Should be the way Forward?<\/strong><\/span><\/h2>\n<p><strong>1. Encouraging Private Sector Collaboration in R&amp;D-<\/strong> Incentives for private investment, including <span style=\"color: #ff0000;\">relaxation of foreign direct investments<\/span> (FDIs), <span style=\"color: #ff0000;\">tax rebates<\/span>, and <span style=\"color: #ff0000;\">clear regulatory roadmaps for products<\/span> will encourage private sector collaboration in R&amp;D.<\/p>\n<p><strong>2. Increasing R&amp;D Expenditure as Percentage of GDP-<\/strong> India must spend <span style=\"color: #ff0000;\">3% of its GDP every year until 2047<\/span> on R&amp;D for science to have a meaningful impact on development.<\/p>\n<p><strong>3. Ensuring the Increased Role for HEIs in India-<\/strong> Government should <span style=\"color: #ff0000;\">promote Government-Industry-Academia partnership<\/span> to support the R&amp;D Ecosystem in India. HEIs would play an integral role in the partnership.<\/p>\n<p><strong>4. Strong IPR protection-<\/strong> <span style=\"color: #ff0000;\">National IPR policy of 2016<\/span> should be duly adhered in order to gain investor confidence and attract more investment in R&amp;D.<\/p>\n<p><strong>5.
