Why in the News?<\/h2>\n

The Ministry of Information and Broadcasting has introduced new Cinematograph (Certification) Rules for 2024. These rules will replace the old rules from 1983.<\/p>\n

These rules are based on the Cinematograph (Amendment) Act, 2023<\/span>, which modified the Cinematograph Act, 1952.<\/p>\n

Aim<\/strong>– These rules aim to address film certification concerns<\/span>. They have been updated to fit online certification processes, improving transparency and efficiency.<\/p>\n

Key aspects of the new rules:<\/strong><\/p>\n

1. Age-based certification:<\/strong>
\na.<\/strong> The UA category now offers sub-categories like UA 7+, UA 13+,<\/span> and UA 16+<\/span> to aid parents in determining a film’s suitability for their children.
\nb.<\/strong> The older certification categories<\/span>\u2014U (Universal), A (Adult Only), and S (for specific groups)\u2014will remain unchanged<\/span>.
\nc.<\/strong> These updates align with the recommendations of the Shyam Benegal committee<\/span> from 2017.<\/p>\n

2. Reduced certification time<\/strong>-The new rules streamline film certification by going fully digital, with a provision for “priority screening” for urgent cases<\/span>. This would enhance transparency and impartiality.<\/p>\n

3. Increased representation for Women<\/strong>– The new rules mandate increased representation of women in the Central Board of Film Certification (CBFC) <\/a><\/span><\/span>and Advisory Panels<\/span>. It is specified that one-third of the Board members must be women<\/span>.<\/p>\n

4. Accessibility for disabled<\/strong>– Movies\/feature films must incorporate accessibility features<\/span> for certification to ensure inclusivity for disabled individuals.<\/p>\n

5. Perpetual validity of CBFC certificates<\/strong>– CBFC certificates will have Perpetual validity, removing the previous 10-year limit. Recertification will only be needed for edited films aired on television<\/span>.<\/p>\n

6. Compliance Timeline<\/strong>– Films in more than one language must adhere to the rules within six months, while others have two years<\/span>. From January 1, 2025, films submitted to events like the National Film Awards and International Film Festival must also follow the guidelines.<\/p>\n\n\n\n
About Cinematograph (Amendment) Act, 2023<\/strong><\/p>\n

1.<\/strong> The Cinematograph (Amendment) Act of 2023, which amended the Cinematograph Act of 1952, was passed in 2023.<\/p>\n

2. <\/strong>It introduces stricter penalties for piracy<\/span>. These include imprisonment ranging from three months to<\/span> three years<\/span>, as well as fines ranging from three lakh rupees<\/span> to 5% of the audited gross production cost<\/span>.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n
