{"id":28779,"date":"2018-10-24T14:48:37","date_gmt":"2018-10-24T09:18:37","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=28779"},"modified":"2018-10-24T14:48:37","modified_gmt":"2018-10-24T09:18:37","slug":"parched-or-polluted","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/parched-or-polluted\/","title":{"rendered":"Parched or polluted"},"content":{"rendered":"<p><a class=\"external\" href=\"http:\/\/www.thehindu.com\/opinion\/editorial\/parched-or-polluted\/article24187567.ece\" rel=\"nofollow\">Parched or polluted<\/a><\/p>\n<p><strong><u>News:<\/u><\/strong><\/p>\n<ol>\n<li>Acute water stress prevails in most of India according to the <strong>Composite Water Management Index<\/strong> developed by NITI Aayog.<\/li>\n<\/ol>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-1274 size-full\" src=\"https:\/\/i0.wp.com\/currentaffairs.forumias.com\/wp-content\/uploads\/2018\/06\/mixed.png?resize=365%2C317\" alt=\"\" width=\"365\" height=\"317\" \/><\/p>\n<p><strong><u>Important facts:<\/u><\/strong><\/p>\n<ol start=\"2\">\n<li><strong><u>Key highlights of the index:<\/u><\/strong><\/li>\n<\/ol>\n<ul>\n<li>70% of the water resources are identified as polluted.<\/li>\n<li>Nearly 600 million Indians faced high-to-extreme water stress and about 2,00,000 people died every year because of inadequate access to safe water.<\/li>\n<\/ul>\n<ol start=\"3\">\n<li><strong><u>Criteria for ratings:<\/u><\/strong><\/li>\n<\/ol>\n<ul>\n<li>Based on performance of states in augmenting water resources and watershed.<\/li>\n<li>Investment in infrastructure.<\/li>\n<li>Providing rural and urban drinking water.<\/li>\n<li>Encouraging efficient agriculture use.<\/li>\n<\/ul>\n<ol start=\"4\">\n<li>This approach will foster \u2018competitive and cooperative federalism\u2019.<\/li>\n<li><strong><u>State-wise assessment:<\/u><\/strong><\/li>\n<\/ol>\n<ul>\n<li><u>Best states:<\/u> Gujarat, MP, Andhra Pradesh, Karnataka and Maharashtra.<\/li>\n<li><u>Worst state:<\/u> Jharkhand, Haryana, UP and Bihar.<\/li>\n<li>Tamil Nadu, although perform well on augmentation of water resources, but not able to perform upto mark in ensuring sustainable use of farming.<\/li>\n<li>Among North Eastern and Himalayan states, Tripura has been adjudged number one in 2016-17 followed by Himachal Pradesh, Sikkim and Assam.<\/li>\n<\/ul>\n<ol start=\"6\">\n<li><strong><u>Measures:<\/u><\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Augmentation of watersheds,<\/strong> which led to store more water for use in agriculture.<\/li>\n<li>The <strong>Committee on Restructuring the Central Water Commission<\/strong> and the central ground water board, chaired by <strong>Mihir Shah<\/strong> called for user-centric approach to water management. The committee advocates:-<\/li>\n<\/ul>\n<ol>\n<li>Decentralisation of irrigation commands.<\/li>\n<li>Offering higher financial flows to best performing states through <strong>National Irrigation Management Fund.<\/strong><\/li>\n<\/ol>\n<ul>\n<li>Ground water extraction patterns need to be better understood through robust data collection.<\/li>\n<li>New Management paradigm due to steady urbanization.<\/li>\n<li>Augmenting source of clean drinking water supply.<\/li>\n<li>Pollution can be curbed by levying suitable cost.<\/li>\n<li>Need revamped national and state institutions and updated laws.<\/li>\n<li>However, such approaches will not solve inter-state river disputes like Cauvery issue.<\/li>\n<\/ul>\n<table>\n<tbody>\n<tr>\n<td width=\"566\"><strong>About CWMI:<\/strong><\/p>\n<ul>\n<li>\u00a0 Its objective to create awareness among people and governments about the realities of water crisis in the country.<\/li>\n<li>\u00a0The index provide useful information for the states and concerned central ministries and departments enabling them to formulate and implement suitable strategies for better management of water resources.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n","protected":false},"excerpt":{"rendered":"<p>Parched or polluted News: Acute water stress prevails in most of India according to the Composite Water Management Index developed by NITI Aayog.
