According to the Building and Other Construction Workers\u2019 Welfare Cess Act, 1996, a 1% cess has to be levied and collected on all types of construction activities.<\/p>\n<p>3. This cess can be collected by government, PSUs or private players.<\/p>\n<p>4. The cess collected from construction companies is meant for the welfare of construction workers.<\/p>\n<p><strong><em>5. According to NCC-CL calculations<\/em><\/strong>\u00a0(based on data from National Sample Survey Office)-<\/p>\n<p><u>Cess collection:<\/u><\/p>\n<ul>\n<li>Average cess collected per worker\/ year is only Rs.477.1<\/li>\n<li>More than 20 States have collected less than Rs. 1,000.<\/li>\n<li>Only 4 states have collected cess Rs. 2000\/ worker\/ year<\/li>\n<li>Worst performers: Manipur (Rs. 113.86), Jharkhand and Tamil Nadu<\/li>\n<li>Among major states, only 3 states (Karnataka, Maharashtra and Haryana) collected cess more than Rs. 1000\/ worker\/ year<\/li>\n<\/ul>\n<p><u>Worker registration:<\/u><\/p>\n<ul>\n<li>States with the largest number of construction workers- Uttar Pradesh, Rajasthan and Tamil Nadu<\/li>\n<li>States with high levels of worker registration: Chhattisgarh and West Bengal<\/li>\n<li>Large states with low levels of worker registration: Himachal Pradesh, Assam and Maharashtra<\/li>\n<\/ul>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-21633 size-full\" src=\"https:\/\/i0.wp.com\/blog.forumias.com\/wp-content\/uploads\/2018\/06\/un.png?resize=489%2C332\" alt=\"\" width=\"489\" height=\"332\" srcset=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/06\/un.png?w=489&amp;ssl=1 489w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/06\/un.png?resize=150%2C102&amp;ssl=1 150w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2018\/06\/un.png?resize=300%2C204&amp;ssl=1 300w\" sizes=\"auto, (max-width: 489px) 100vw, 489px\" \/><\/p>\n<p><strong>6.
