Back then, both nations were British colonies.<\/p>\n<p><strong>Historical Timeline of Katchatheevu Island Controversy<\/strong><\/p>\n<table style=\"width: 100%; border-collapse: collapse; border-style: solid;\">\n<tbody>\n<tr>\n<td style=\"width: 25.1515%;\"><strong>Oct 21, 1921<\/strong><\/td>\n<td style=\"width: 74.8485%;\">During the talks of delimitation of Palk Strait and the Gulf of Mannar, between the governments of Madras and Ceylon, both the governments claimed the island.<br \/>\n<strong>Ceylon&#8217;s (Sri Lanka) claim-<\/strong> It claimed sovereignty on the ground that the <span style=\"color: #ff0000;\">Portuguese<\/span> <span style=\"color: #ff0000;\">who had occupied the island<\/span> during <span style=\"color: #ff0000;\">1505-1658 CE<\/span> had exercised jurisdiction over the islet.<br \/>\n<strong>Madras (India&#8217;s) Claim-<\/strong> India\u2019s contention was that the<span style=\"color: #ff0000;\"> erstwhile Raja of Ramnad [Ramanathapuram]<\/span> had possession of it as part of his zamin.<br \/>\nThe British, citing the traditional claims of the Ramnad zamindari of Ramanathapuram, attached it to the Madras Presidency.<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 25.1515%;\"><strong>Till Independence<\/strong><\/td>\n<td style=\"width: 74.8485%;\">The zamin of Ramanathapuram collected taxes till 1947. It was <span style=\"color: #ff0000;\">aimed to settle the discord and strengthen ties with Sri Lanka<\/span>.<br \/>\nHowever, most of the Opposition including the DMK, AIADMK, Jan Sangh, Swatantara and the Socialist Party, opposed the agreement and staged walk outs in the two Houses.<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 25.1515%;\"><strong>August 15,1991<\/strong><\/td>\n<td style=\"width: 74.8485%;\">In her Independence Day address, Tamil Nadu Chief Minister, Jayalalitha, <span style=\"color: #ff0000;\">urged the centre to retrieve Katchatheevu<\/span> and restore the fishing rights for Tamil Fishermen.<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 25.1515%;\"><strong>Oct 31, 1991<\/strong><\/td>\n<td style=\"width: 74.8485%;\">Tamil Nadu Assembly <span style=\"color: #ff0000;\">adopted a resolution demanding retrieval of Katchatheevu<\/span><\/td>\n<\/tr>\n<tr>\n<td style=\"width: 25.1515%;\"><strong>2001<\/strong><\/td>\n<td style=\"width: 74.8485%;\">CM Jayalalitha met the Indian PM A.B. Vajpayee and urged India to obtain the island on lease-in-perpetuity.<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 25.1515%;\"><strong>2008, 2013<\/strong><\/td>\n<td style=\"width: 74.8485%;\">Both the major political parties,<span style=\"color: #ff0000;\"> AIADMK and DMK<\/span>, <span style=\"color: #ff0000;\">approached the SC<\/span> to declare the Katchatheevu agreements of 1974 and 1976, as null and void.<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 25.1515%;\"><strong>July 2014<\/strong><\/td>\n<td style=\"width: 74.8485%;\">Central Government informed the SC that the<span style=\"color: #ff0000;\"> Katchatheevu islet is a sovereign property of Sri Lanka<\/span>. Detaining of Indian fishermen-<\/strong> Indian fishermen from Tamil Nadu often face punitive action from the Sri Lankan authorities. At least <span style=\"color: #ff0000;\">6,184 Indian fishermen have been detained<\/span> and <span style=\"color: #ff0000;\">1,175 Indian fishing vessels have been seized<\/span> in the last 20 years.<\/p>\n<p><strong>2. Livelihoods of traditional fishing community affected-<\/strong> The Katchatheevu Island controversy has restricted the mobility of traditional fishing communities in coastal waters. This has made it difficult for these fishing communities to sustain their livelihood,<span style=\"color: #ff0000;\"> impacting the economic stability of these communities<\/span>.<\/p>\n<p><strong>3. Threat to the socio-cultural fabric of the region-<\/strong> This dispute has threatened the cultural and social fabric of the Indo-Srilankan region. <strong>For ex-<\/strong> <span style=\"color: #ff0000;\">Fishermen associations in Ramanathapuram district boycotting the annual two-day festival at St. Anthony\u2019s Church<\/span>, which draws pilgrims from both countries.<\/p>\n<p><strong>4. Geostrategic significance-<\/strong> The island has assumed significant geostrategic significance in light of growing Chinese influence in the Indian Ocean region. India&#8217;s sovereignty over the island would have countered the <span style=\"color: #ff0000;\">Chinese String of Pearls in the Indian Ocean region<\/span>.<\/p>\n<p><strong>5. Undermining of co-operative federalism-<\/strong> The transfer of Katchatheevu has <span style=\"color: #ff0000;\">sparked protests and opposition<\/span>,<span style=\"color: #ff0000;\"> particularly from Tamil Nadu<\/span>, which claims that the opinion of the state government was not taken before ceding the territory to Sri Lanka.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc5\"><\/a>What are the implications of the Katchatheevu Island Controversy?<\/strong><\/span><\/h2>\n<p><strong>1. Deleterious Impact on the improving India- Sri Lanka ties-<\/strong> Raking up the Katchatheevu Island Controversy would deleteriously impact the <span style=\"color: #ff0000;\">improving India- Sri Lanka ties, after the Sri Lankan economic crisis<\/span>.<\/p>\n<p><strong>2. Demonstrate India&#8217;s big brother attitude-<\/strong> The controversy will damage India&#8217;s credibility in the neighbourhood and reinforce India&#8217;s big brother attitude perceived by its neighbours. <span style=\"color: #ff0000;\">Reopening of old agreements, would set a bad precedent<\/span>.<\/p>\n<p><strong>3. Damage the &#8216;whole architecture&#8217; of agreements with neighbouring countries-<\/strong> The controversy will damage India&#8217;s architecture of boundary agreements, if there is a change in the original understanding. <strong>For ex-<\/strong> <span style=\"color: #ff0000;\">Raises concerns for countries like Bangladesh which have finalised land boundary agreements with India<\/span>.<\/p>\n<p><strong>4. Growth of Chinese Influence-<\/strong> Any antagonistic actions taken by India on the finalised and operational agreements, would only propel the growth of Chinese influence<span style=\"color: #ff0000;\"> in India&#8217;s neighbourhood<\/span>.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc6\"><\/a>What Should be the Way Forward?<\/strong><\/span><\/h2>\n<p><strong>1. Refrain from Political rhetoric-<\/strong> We must ensure that the national political rhetoric is not in <span style=\"color: #ff0000;\">confrontation with India&#8217;s stance on sovereignty and territorial integrity<\/span>.<\/p>\n<p><strong>2. No backtracking on the finalised agreements-<\/strong> We must not rake up issues of the finalised and operational agreements, as it <span style=\"color: #ff0000;\">would hurt India&#8217;s credibility<\/span>.<\/p>\n<p><strong>3. Look to improve India&#8217;s relations with its neighbours-<\/strong> India must look to improve and not deteriorate its relations in the neighbourhood.
