A study by International Baby Food Action Network (IBFAN) and the Switzerland-based investigating agency, Public Eye, has alleged that the <span style=\"color: #ff0000;\">company added 2.7 g of sugar per serving to its baby food brand<\/span>,<span style=\"color: #ff0000;\"> Cerelac<\/span>, destined for developing countries, including India. It <span style=\"color: #ff0000;\">encompasses all measures<\/span> taken to <span style=\"color: #ff0000;\">prevent foodborne illnesses<\/span>, <span style=\"color: #ff0000;\">contamination<\/span>, and <span style=\"color: #ff0000;\">other hazards<\/span> that may arise during the <span style=\"color: #ff0000;\">production<\/span>, <span style=\"color: #ff0000;\">processing<\/span>, <span style=\"color: #ff0000;\">storage<\/span>, <span style=\"color: #ff0000;\">distribution<\/span>, and <span style=\"color: #ff0000;\">preparation of food<\/span>.<\/p>\n<p><strong>Food Safety Regulator in India-\u00a0<\/strong>Food Safety and Standards Authority of India (FSSAI) is the food safety regulator in India. Food Safety and Standards Authority of India (FSSAI) is an <span style=\"color: #ff0000;\">autonomous statutory body<\/span> established under the <span style=\"color: #ff0000;\">Food Safety and Standards Act, 2006<\/span> (FSS Act). <span style=\"color: #ff0000;\">Ministry of Health &amp; Family Welfare, Government of India<\/span> is the administrative Ministry of FSSAI. Its headquarter is in Delhi.<\/p>\n<p><strong>Role of FSSAI-<\/strong> The main role of the authority is to <span style=\"color: #ff0000;\">regulate and monitor <span style=\"color: #333333;\">the <\/span>manufacturing<\/span>, <span style=\"color: #ff0000;\">processing<\/span>, <span style=\"color: #ff0000;\">distribution<\/span>, <span style=\"color: #ff0000;\">sale and import of food<\/span> while ensuring <span style=\"color: #ff0000;\">safe and wholesome food to the consumers<\/span>.<\/p>\n<p><strong>Food Safety Regulations in India<br \/>\n<\/strong><\/p>\n<table style=\"width: 100%; border-collapse: collapse; border-style: solid;\">\n<tbody>\n<tr>\n<td style=\"width: 28.5455%;\"><strong>Food Safety and Standard Act, 2006<\/strong><\/td>\n<td style=\"width: 71.4545%;\">The act aims to establish a <span style=\"color: #ff0000;\">single reference point<\/span> for all matters relating to <span style=\"color: #ff0000;\">food safety and standards<\/span>, by moving from multi- level, multi-departmental control to a single line of command. The Act <span style=\"color: #ff0000;\">established FSSAI and the State Food Safety Authorities<\/span> for each State.<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 28.5455%;\"><strong>Food Safety and Standards Rule, 2011<\/strong><\/td>\n<td style=\"width: 71.4545%;\">The act provides for <span style=\"color: #ff0000;\">Food Safety Appellate Tribunal<\/span> and the <span style=\"color: #ff0000;\">Registrar of the Appellate Tribunal<\/span>, <span style=\"color: #ff0000;\">food safety and standards on Organic Food<\/span> and <span style=\"color: #ff0000;\">regulates Food Advertising in India<\/span>.<br \/>\nThe rule prohibits and <span style=\"color: #ff0000;\">restrict sales or approval for Non- Specified Food and Food Ingredients<span style=\"color: #333333;\">.<br \/>\n<\/span><\/span>It also covers <span style=\"color: #ff0000;\">Licensing and Registration<\/span>, <span style=\"color: #ff0000;\">Packaging and Labelling of Food Businesses<\/span>, <span style=\"color: #ff0000;\">Food Product Standards and Food Additives Regulation<\/span>.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc2\"><\/a>What are the challenges to food Safety in India?<\/strong><\/span><\/h2>\n<p><strong>1. Rampant Adulteration-<\/strong> Widespread and rampant adulteration of food products which includes milk, spices, and edible oils, remains a grave challenge to food safety in India. <strong>For ex-<\/strong> <span style=\"color: #ff0000;\">A 2012 study conducted by the FSSAI across 33 states<\/span> found that<span style=\"color: #ff0000;\"> milk in India<\/span> was <span style=\"color: #ff0000;\">adulterated with diluted water<\/span>, <span style=\"color: #ff0000;\">detergent<\/span>,<span style=\"color: #ff0000;\"> fat<\/span> and <span style=\"color: #ff0000;\">even urea<\/span>.<\/p>\n<p><strong>2. Feeding of &#8217;empty calories&#8217;-<\/strong> Major packed food brand products <span style=\"color: #ff0000;\">contain items that have no nutritive value<\/span> like <span style=\"color: #ff0000;\">added sugar<\/span>. These are major causes of diabetes, cardio vascular diseases and obesity in India.<\/p>\n<p><strong>3. Weak Enforcement and Accountability-<\/strong> The enforcement of food safety regulations is often lax in India. <span style=\"color: #ff0000;\">Many food businesses operate without proper licenses<\/span> and <span style=\"color: #ff0000;\">continue to compromise on safety standards<\/span>.<\/p>\n<p><strong>4. Corrupt practices on part of FMCG players-<\/strong> The Fast Moving Consumer Goods industry players are often <span style=\"color: #ff0000;\">found to indulge in violation of the labelling requirements<\/span> about the ingredients in their products.<strong> For ex-<\/strong> <span style=\"color: #ff0000;\">Maggi noodles ban due to high levels of lead and MSG<\/span>.<\/p>\n<p><strong>5. Lack of Infrastructure and Resources-<\/strong> The food safety standards domain in India suffers from the <span style=\"color: #ff0000;\">challenge of shortage of laboratories<\/span>, <span style=\"color: #ff0000;\">trained personnel<\/span>, and <span style=\"color: #ff0000;\">funds necessary for regular and stringent food inspections<\/span>. <strong>For ex-<\/strong> <span style=\"color: #ff0000;\">Use of synthetic sweetener in cake<\/span> leading to death of teenage girl in Punjab.<\/p>\n<p><strong>6. Limited Public Awareness-<\/strong> A significant proportion of the Indian population remains unaware of food safety practices, including proper food handling, storage, and hygiene. <strong>For ex-<\/strong> <span style=\"color: #ff0000;\">Over use of pesticides and fruit ripening agents in agriculture cause cancer<\/span>.<\/p>\n<p><strong>7. Complex Regulatory Framework-<\/strong> The complex regulatory framework for food safety makes it <span style=\"color: #ff0000;\">difficult for small and medium enterprises businesses<\/span>, <span style=\"color: #ff0000;\">to adhere to the necessary standards<\/span>. These also lead to <span style=\"color: #ff0000;\">regulatory gaps and inconsistencies in enforcement<\/span>.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc3\"><\/a>What are the consequences of the Decline in Food Safety Standards in India?<\/strong><\/span><\/h2>\n<p>The deteriorating state of food safety and the violation of food safety standards in India have far reaching consequences, which are mentioned below-<\/p>\n<p><strong>1. Deterioration of Public Health-<\/strong>\u00a0 Consumption of contaminated or adulterated food leads to a range of public health issues like<span style=\"color: #ff0000;\"> foodborne illnesses<\/span>, <span style=\"color: #ff0000;\">gastrointestinal disorders<\/span>, <span style=\"color: #ff0000;\">cardiovascular diseases<\/span>, <span style=\"color: #ff0000;\">obesity<\/span> and <span style=\"color: #ff0000;\">diabetes<span style=\"color: #333333;\">.<\/span><\/span><span style=\"color: #333333;\">\u00a0<\/span>The impact is particularly severe on vulnerable populations like children and the elderly.<\/p>\n<p><strong>2. Safety concerns deter both domestic and international consumers from embracing Indian products. <strong>For ex-<\/strong> <span style=\"color: #ff0000;\">Rejection of Indian agricultural and food products from EU markets on account of violation of food standards. Simplification of Regulations-<\/strong> The regulatory framework for food safety should be<span style=\"color: #ff0000;\"> made more accessible and business-friendly<\/span>.
