{"id":29233,"date":"2018-10-24T17:40:49","date_gmt":"2018-10-24T12:10:49","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=29233"},"modified":"2018-10-24T17:40:49","modified_gmt":"2018-10-24T12:10:49","slug":"the-meghalaya-example","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/the-meghalaya-example\/","title":{"rendered":"The Meghalaya example"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/opinion\/op-ed\/the-meghalaya-example\/article23953492.ece\">The Meghalaya example<\/a><\/p>\n<p>Social audit<\/p>\n<p><strong>Article:<\/strong><\/p>\n<ol>\n<li>The authors, Sampath Kumar, Commissioner and Secretary, Government of Meghalaya and RakshitaSwamy describes about the importance of social audits, which acts as a strong tool for community participation and grievance redress.<\/li>\n<\/ol>\n<p><strong>Analysis:<\/strong><\/p>\n<ol start=\"2\">\n<li>Background:<\/li>\n<li>In April, 2017, Meghalaya became the first State India\u00a0to pass social audit legislation.<\/li>\n<li>The legislation is known as <strong>the Meghalaya Community Participation and Public Services Social Audit Act.<\/strong><\/li>\n<li>Later, the Meghalaya government decided to pilot social audits in a <strong>campaign mode. <\/strong><\/li>\n<li>Eighteeen villages representing Garo, Khasi and Jaintia Hills were selected for the pilot.<\/li>\n<li>The purpose of social audits are:<\/li>\n<li>Citizen participation in the planning, implementation and monitoring of programmes;<\/li>\n<li>Detecting beneficiaries who were eligible, but had been left out;<\/li>\n<li>Sharing information about schemes, and enhancing awareness amongst people about their entitlements;<\/li>\n<li>Recording people\u2019s testimonies;<\/li>\n<li>Identifying priorities for inputs for planning;<\/li>\n<li>registering of grievances;<\/li>\n<li>Identifying systemic shortcomings; and<\/li>\n<li>Recording financial and procedural irregularities and deviations between fact and record.<\/li>\n<li>Audits helped identify and bring about evidence-based policy changes.<\/li>\n<li>In India, there is a growing acknowledgement of social audits as a credible means of institutionalising citizen oversight. There is an urgent need to come up with a working protocol for facilitating social audits across a range of interventions.<\/li>\n<li>The Meghalaya pilots would have help to formulate a practical framework through which that can be done.<\/li>\n<li>Civil society needs to shape the social audit campaign, be a watchdog, and staunchly protect the independence of the process.
