This person can be anyone, a politician or even a film star. However, as per the<span style=\"color: #ff0000;\"> RP Act,1951<\/span>, these star campaigners have to be members of the political parties that appoint them.<\/p>\n<p><strong>Legal provisions-<\/strong><\/p>\n<p>1) Section 77 of the Representation of the People Act, 1951 (RP Act) provides for law relating to expenditure incurred by \u2018leaders of a political party.<\/p>\n<p>2) As per the Act, a recognised political party (national or State) can appoint a maximum of <span style=\"color: #ff0000;\">40-star campaigners<\/span>, whereas a<span style=\"color: #ff0000;\"> registered unrecognised political party<\/span> can appoint up to 20.<\/p>\n<p><span class=\"TextRun SCXW186494494 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW186494494 BCX0\">3) These names must be shared with the Election Commission (EC) and Chief Electoral Officer (CEO) of the States <span style=\"color: #ff0000;\">within 7 days<\/span> from the announcement of election dates.<\/span><\/span><span class=\"EOP SCXW186494494 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><strong>Benefits enjoyed by the political parties-<\/strong><\/p>\n<p>1) The RP Act states that money spent by &#8220;leaders of a political party or star campaigner&#8221; for travelling, whether by air or other means, to campaign for their party, doesn&#8217;t get included as part of a candidate&#8217;s election expenses for that party.<br \/>\nHowever, this is applicable only if the star campaigners limit themselves to general campaigning for the party.<\/p>\n<h2>What are the issues with the star campaigners?<\/h2>\n<p>1) The star campaigners of all parties have been guilty of using<span style=\"color: #ff0000;\"> inappropriate<\/span> and <span style=\"color: #ff0000;\">abusive<\/span> words against leaders of other political parties.<\/p>\n<p>2) They have appealed to <span style=\"color: #ff0000;\">caste\/communal feelings<\/span> of electors and made allegations without evidences.<\/p>\n<p>3) The <span style=\"color: #ff0000;\">Election Commission of India<\/span> does not have power to revoke the status of star campaigners.<\/p>\n<p>4) The reported expenses of star campaigners are often<span style=\"color: #ff0000;\"> much lower<\/span> than what was actually spent because of<span style=\"color: #ff0000;\"> inaccurate assessment <\/span>of\u00a0the expenses for the rallies or meetings of these star campaigners.<\/p>\n<h2>What should be the way forward?<\/h2>\n<p>1) The EC must be empowered to<span style=\"color: #ff0000;\"> revoke<\/span> the \u2018star campaigner\u2019 status of a leader, in case of any serious violation of the <span style=\"color: #ff0000;\">Model Code of Conduct<\/span>.<\/p>\n<p>2) The<span style=\"color: #ff0000;\"> evaluation<\/span> and <span style=\"color: #ff0000;\">division of expenses<\/span> for rallies or meetings where star campaigners campaign for specific candidates should be made more robust.<\/p>\n<p>Read more<a href=\"https:\/\/forumias.com\/blog\/model-code-of-conduct-explained-pointwise\/#:~:text=Model%20Code%20of%20Conduct%2D%20The,and%20parties%20ahead%20of%20elections.\" target=\"_blank\" rel=\"noopener\">-Model Code of Conduct<\/a><\/p>\n<p><strong>UPSC Syllabus-Polity &amp; Nation<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source-This post on Rules regarding star campaigner has been created based on the article &#8220;What are rules around star campaigners?&#8221; published in &#8220;The Hindu&#8221; on 23 April 2024.
