The inheritance tax is fulfilled by the beneficiary. The tax is implemented in 6 states of US- <span style=\"color: #ff0000;\">Lowa<\/span>, <span style=\"color: #ff0000;\">Kentucky<\/span>, <span style=\"color: #ff0000;\">Maryland<\/span>, <span style=\"color: #ff0000;\">Nebraska<\/span>, <span style=\"color: #ff0000;\">New Jersey<\/span>, and <span style=\"color: #ff0000;\">Pennsylvania<\/span>.<\/p>\n<p>Calls to tax billionaires to build more equitable societies have been growing louder globally.<\/p>\n<p>a. Levying a global minimum corporate tax rate<br \/>\nb. Proposal in the US to levy a minimum 25% tax on taxpayers with wealth over $100 million.<br \/>\nc. France and Brazil have been pushing for a G20 declaration on taxing the super rich<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc2\"><\/a>Why has there been growing demands for the implementation of Inheritance Tax in India?<\/strong><\/span><\/h2>\n<p><strong>1. Rising wealth and income inequality in India-<\/strong> In the post-liberalisation period of the Indian economy, the wealth and income inequality has been rising in India. According to <span style=\"color: #ff0000;\">Credit Suisse 2018 Global Wealth Report<\/span>, the <span style=\"color: #ff0000;\">richest 1% own 51.5%<\/span> and the <span style=\"color: #ff0000;\">richest 10% account<\/span> for <span style=\"color: #ff0000;\">77.4% of the nation\u2019s wealth<\/span>. Bottom 60% of the population own only a meagre 4.7% nation&#8217;s wealth.<\/p>\n<p><strong>2. Lack of Inclusive Growth-<\/strong> The Gini wealth coefficient in India has gone up from 81.3% in 2013 to 85.4% in 2017 (100% represents maximal inequality). The growth in India has not been inclusive.<\/p>\n<p><strong>3. Hence, additional sources of direct taxes like inheritance tax need to be explored to contain the fiscal deficit as <span style=\"color: #ff0000;\">mandated by the FRBM Act<\/span>.<\/p>\n<p><strong>5. Creation of meritocratic society-<\/strong> It will help in creation of a meritocratic society by <span style=\"color: #ff0000;\">chipping away the advantages the children of the wealthiest families<\/span> enjoy by accident of birth. The redistribution of initial endowments can help in the establishment of optimal social state.<\/p>\n<p><strong>5. Difficulty in evaluation-<\/strong> The government will have to incur <span style=\"color: #ff0000;\">large levels of expense and expertise<\/span> in the valuation of property and collection of the revenues accruing from inheritance tax.<\/p>\n<p><strong>2. Risk of closure of businesses-<\/strong> Inheritance tax will create extra pressure on less profitable businesses and small businesses, as the recipient of the property may not have the money available to pay tax. This could also lead to <span style=\"color: #ff0000;\">situations of distress sale<\/span>.<\/p>\n<p><strong>3. Flight of Capitals and Entrepreneurs-\u00a0<\/strong>Inheritance tax can result in the <span style=\"color: #ff0000;\">outflow of entrepreneurial human capital and financial resources<\/span>.<\/p>\n<p><strong>4.
