These unclassed forests were at risk of losing their legal protection, making them susceptible to diversion for other uses. 3. **State Expert Committee (SEC) Reports**: The SECs were tasked with identifying unclassed forests across India. These reports were crucial for determining the status of these forests. However, there was a **27-year delay** in filing these reports, leaving the status of unclassed forests uncertain. 4. **MoEFCC's Assurances**: The Ministry of Environment, Forests, and Climate Change (MoEFCC) assured that the amended FCAA would apply to SEC-identified unclassed forests, aligning with the Godavarman judgment. However, an RTI application revealed that the MoEFCC **lacked the requisite reports**. 5. **Lost Opportunity**: The failure to identify and protect unclassed forests is a missed opportunity to achieve the goals set by the Indian Forest Policy.
