This account is primarily used to facilitate foreign exchange and international trade transactions.<\/p>\n<h2>About Primary Dealers<\/h2>\n<figure id=\"attachment_294377\" aria-describedby=\"caption-attachment-294377\" style=\"width: 300px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-294377\" src=\"https:\/\/forumias.com\/blog\/wp-content\/uploads\/2024\/05\/deccanherald_2024-05_b0db447f-f183-4116-a548-27e655d7e679_file7v9l9ka1obb1201pp1ye.avif\" alt=\"About Standalone Primary Dealer\" width=\"300\" height=\"169\" \/><figcaption id=\"caption-attachment-294377\" class=\"wp-caption-text\">Source-Deccan Herald<\/figcaption><\/figure>\n<p><strong>Introduction<\/strong>&#8211;<span style=\"color: #ff0000;\">In 1995<\/span>, the Reserve Bank of India (<span style=\"color: #ff0000;\">RBI<\/span>) <span style=\"color: #ff0000;\">introduced the Primary Dealers (PDs) system<\/span> in the Government Securities Market. This system includes independent entities specifically involved in Primary Dealer activity.<\/p>\n<p><strong>Definition<\/strong>&#8211; A primary dealer is an RBI-registered entity that is authorized to buy and sell government securities. There are <span style=\"color: #ff0000;\">2 types of primary dealers in India<\/span> \u2013 standalone primary dealers and bank primary dealers.<\/p>\n<h2>About Standalone Primary Dealer<\/h2>\n<p><strong>Description<\/strong>-They are either <span style=\"color: #ff0000;\">subsidiaries of scheduled commercial banks<\/span> or entities incorporated abroad or those incorporated under the Companies Act.<\/p>\n<p><strong>Status<\/strong>-They are registered as<span style=\"color: #ff0000;\"> non-banking financial companies.<\/span> As of March 31, 2023, there were 7 SPDs registered as non-banking financial companies (NBFCs) with the RBI.<\/p>\n<h2>What are the regulatory guidelines released by the RBI regarding SPDs?<\/h2>\n<p>1) Borrowings by SPDs must adhere to prescribed limits for <span style=\"color: #ff0000;\">foreign currency<\/span>.<\/p>\n<p>2) If withdrawals go over the limit and aren&#8217;t fixed within 5 days, they need to be reported to the RBI within 15 days from the end of the month when the limits were exceeded.<\/p>\n<p>3) The RBI has included SPDs within the scope of norms for <span style=\"color: #ff0000;\">risk management<\/span> and <span style=\"color: #ff0000;\">interbank dealings.\u00a0<\/span><\/p>\n<p>4) <strong>Capital Requirements and Reporting<\/strong>-The\u00a0board of authorized dealers can set the net overnight open position limit (NOOPL) to calculate the capital charge on forex risk.
