According to 2011 Census, India has around <span style=\"color: #ff0000;\">1.7 million homeless people<\/span> who are in <span style=\"color: #ff0000;\">dire need of affordable housing<\/span>. What is the extent of requirement of affordable Housing in India?<\/strong><\/span><\/h2>\n<p><span style=\"color: #000000;\"><strong>Affordable Housing-<\/strong><\/span> According to the definition of government, affordable housing properties are those properties with an area <span style=\"color: #ff0000;\">not more than 60 sq.m<\/span> and their <span style=\"color: #ff0000;\">price capped at \u20b945 lakh<\/span>. The<span style=\"color: #ff0000;\">\u00a0right to housing<\/span> has been held to be a <span style=\"color: #ff0000;\">part of the fundamental right to life<\/span> under <span style=\"color: #ff0000;\">Article 21<\/span> of the Constitution by the Supreme Court.<\/p>\n<p><span style=\"color: #000000;\"><strong>Requirement of Affordable Housing in India<\/strong><\/span><\/p>\n<p>a. According to a Government of India report in 2012, an estimated <span style=\"color: #ff0000;\">18.78 million more houses were required<\/span> to cater to the housing demand in the country.<\/p>\n<p>b. A study done by the Indian Council for Research on International Economic Relations (ICRIER) in 2020 has found that <span style=\"color: #ff0000;\">India\u2019s urban housing shortage rose by 54% from 2012 to become 29 million in 2018<\/span>. (This included homeless populations, inadequate houses that could not be upgraded, obsolete houses and congested households).<\/p>\n<p>c. According to the 2011 census, about <span style=\"color: #ff0000;\">5% of India\u2019s total population<\/span> (over 65 million people), lived in slums.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc3\"><\/a>What are the government interventions for the development of affordable housing sector?<\/strong><\/span><\/h2>\n<table style=\"width: 100%; border-collapse: collapse; border-style: solid;\">\n<tbody>\n<tr>\n<td style=\"width: 26.606%;\"><strong>Indira Awaas Yojana<\/strong><\/td>\n<td style=\"width: 73.394%;\">Indira Awaas Yojana was the first policy intervention, which came from the Government in 1985. It <span style=\"color: #ff0000;\">focused on<\/span> <span style=\"color: #ff0000;\">rural housing<\/span><\/td>\n<\/tr>\n<tr>\n<td style=\"width: 26.606%;\"><strong>JNNURM<\/strong><\/td>\n<td style=\"width: 73.394%;\">Jawaharlal Nehru National Urban Renewal Mission (JNNURM), was launched in 2005, with<span style=\"color: #ff0000;\"> focus on urban housing<\/span>.<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 26.606%;\"><strong>Rajiv Awas Yojana and Rajiv Rinn Yojna<\/strong><\/td>\n<td style=\"width: 73.394%;\">These urban housing interventions were launched in 2008, based on the <span style=\"color: #ff0000;\">Parekh Committee report<\/span>.<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 26.606%;\"><strong>Housing for All schemes (2015-22)<\/strong><\/td>\n<td style=\"width: 73.394%;\"><span style=\"color: #ff0000;\">Pradhan Mantri Awas Yojana<\/span> (<span style=\"color: #ff0000;\">Gramin<\/span>) and <span style=\"color: #ff0000;\">Pradhan Mantri Awas Yojana<\/span> (<span style=\"color: #ff0000;\">Urban<\/span>) are the two wings under the Housing for All schemes (2015-22).<br \/>\n<strong>The Pradhan Mantri Awas Yojana (Urban)-<\/strong> It was launched in June 2015 to tackle urban homelessness. <span style=\"color: #ff0000;\">PMAY-U promised houses for 1.18 crore families by December 2024<\/span>. However, as of March 2024, it has only achieved around 67% of its target-around 80 lakh.<br \/>\n<strong>Pradhan Mantri Awas Yojana (Gramin)-<\/strong> It was launched in 2016 with the <span style=\"color: #ff0000;\">aim of constructing 2.95 crore houses<\/span>. The scheme offers <span style=\"color: #ff0000;\">\u20b91.3 lakh for each unit constructed under the scheme<\/span>, with a 60:40 funding split between the Centre and State. As of April 30, 2024, a total of 2.6 crore houses have been completed.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><strong> State Govt schemes for Affordable Housing-<\/strong> Andhra Pradesh government has undertaken schemes such as the <span style=\"color: #ff0000;\">Navaratnalu-Pedalandariki Illu<\/span>.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc2\"><\/a>What are the Challenges in Affordable Housing Sector in India?<\/strong><\/span><\/h2>\n<p>Despite government&#8217;s intervention for affordable Housing sector in India, there multiple challenges associated with them:<\/p>\n<p><strong>1. Non achievement of targets of PMAY(U) and PMAY(G)-<\/strong> \u00a0PMAY(U) promised houses for <span style=\"color: #ff0000;\">1.18 crore families by December 2024<\/span>. However, as of <span style=\"color: #ff0000;\">March 2024<\/span>, it has only <span style=\"color: #ff0000;\">achieved around 67% of its target-around 80 lakh<\/span>. There are several constraints attached to these schemes, such as PMAY(U) is applicable only for families having access to capital and land, and not for urban landless poor.<\/p>\n<p><strong>2. Higher cost of affordable housing units-<\/strong> The <span style=\"color: #ff0000;\">high cost of land<\/span> and <span style=\"color: #ff0000;\">construction materials<\/span> make the affordable homes economically unviable for low-income people. The low-income class cannot afford the house without subsidy.<\/p>\n<p><strong>3. Unaffordability of Vacant units-<\/strong> According to an analysis done by the Centre for Social and Economic Progress of the 2011 Census data, despite the urban housing shortage of 19 million units, there are <span style=\"color: #ff0000;\">11 million vacant units<\/span>. However, these vacant units are unaffordable for the lower middle class.<\/p>\n<p><strong>4. Limited Availability of Low-Cost Land-<\/strong> Scarcity of suitable low-cost land within city limits poses a signifiant challenge for the development of affordable housing projects.<\/p>\n<p><strong>5. Lack of easy access to Finance-<\/strong> The affordable housing developers lack the access to institutional finance for affordable housing development.<\/p>\n<p><strong>6. Delays on the part of affordable Real estate Developers-<\/strong> The real estate developers operating in the affordable housing sector <span style=\"color: #ff0000;\">suffer from the challenges of lengthy approval procedures<\/span>, <span style=\"color: #ff0000;\">multiple clearances<\/span> and <span style=\"color: #ff0000;\">thin profit margins<\/span>. Addressing Demand side constraints-<\/strong> The <span style=\"color: #ff0000;\">provision of subsidies<\/span>, <span style=\"color: #ff0000;\">funds for affordable infrastructure development<\/span> and <span style=\"color: #ff0000;\">provision of basic services\/amenities<\/span> around these housing projects, will help in rejuvenating the affordable housing sector in India.<\/p>\n<p><strong>2. Matured rental market for affordable housing-<\/strong> <span style=\"color: #ff0000;\">Development of a matured rental market<\/span> that specifically enhances the robustness of affordable rental housing will enable the holistic development of the affordable housing sector.<\/p>\n<p><strong>3. Promotion of Rental Vouchers-<\/strong> The <span style=\"color: #ff0000;\">National Urban Rental Housing Policy<\/span>\u2019s rental voucher scheme must be implemented more broadly to help urban poor and migrants afford private rentals in suitable locations.<\/p>\n<p><strong>4. Administrative efficiency-<\/strong> The regulatory authorities must <span style=\"color: #ff0000;\">proactively speed up the process of regulatory clearances for the affordable housing projects<\/span>, to spur growth in this sector.<\/p>\n<p><strong>5. Increase focus on Urban Housing Needs-<\/strong> We must also aim to <span style=\"color: #ff0000;\">redirect some resources from rural to urban housing projects<\/span>. This will support the workforce in <span style=\"color: #ff0000;\">urban and semi-urban settings<\/span>, and would in turn <span style=\"color: #ff0000;\">enhance labour mobility and economic productivity<\/span>.<\/p>\n<p>Policy reforms for the affordable housing sector should be participatory.
