Why in News?<\/h2>\n

India is hosting the 46th session of the Antarctic Treaty Consultative Meeting<\/span> (ATCM 46), also referred to as the Antarctic Parliament, from May 20-30 in Kochi.<\/p>\n

1.\u00a0 About:<\/strong> 46th Antarctic Treaty Consultative Meeting (ATCM 46)<\/a> is also referred to as the Antarctic Parliament. It is to be hosted from May 20-30 at Kochi, India.<\/span><\/p>\n

2. Organizer: <\/span><\/strong>The National Centre for Polar and Ocean Research, Goa ha<\/span><\/span>s organised the meeting under the auspices of the Ministry of Earth Sciences (MoES). India last hosted the ATCM in New Delhi in 2007.<\/span><\/p>\n

3. Participation:<\/strong> Representatives from all 56 member countries<\/span> of the Antarctic Treaty.<\/p>\n

About Antarctic Treaty<\/h2>\n

1. About Antarctic Treaty:<\/strong> It is an international agreement that governs activities in Antarctica. It was signed on December 1, 1959, and entered into force on June 23, 1961.<\/p>\n

2. Purpose:<\/strong> The treaty designates Antarctica as a scientific preserve<\/span> and ensures that it remains exclusively for peaceful purposes.<\/p>\n

3. Principles:<\/strong> The Antarctic Treaty designates Antarctica as a neutral, demilitarized zone to be used solely for peaceful purposes.<\/p>\n

4. Signatories: <\/strong>It was initially signed by 12 countries. It now includes 56 countries, with India joining in 1983.<\/span><\/p>\n

5. <\/strong>Key Provisions:<\/strong><\/p>\n

i) Antarctica is strictly for peaceful activities; military activities, including fortification and weapon testing, are prohibited.<\/p>\n

ii) All activities, especially scientific research, are to be conducted freely with cooperation and data sharing among signatory nations.<\/p>\n

iii) Nuclear explosions and the disposal of radioactive waste are forbidden.<\/p>\n

India in Antarctica<\/h2>\n

1. Consultative Status:<\/strong> Since 1983, India has been a consultative party to the Antarctic Treaty, participating in decision-making processes about Antarctic governance.
\nResearch Stations:<\/p>\n

Dakshin Gangotri:<\/strong> India’s first research station, established in 1983<\/span> and was operational until 1990.
\nMaitri: <\/strong>It was established in 1989<\/span> in the Schirmacher Oasis,<\/span> is still active, and supports summer and winter crews.
\nBharati:<\/strong> It was opened in 2012<\/span> and is located on the Prydz Bay coast. It <\/span><\/span>focuses on oceanographic and geological studies.<\/span><\/p>\n

2. Future Plans:<\/strong> India intends to establish Maitri II by 2029<\/span> to replace the ageing Maitri station.<\/p>\n

3. Legislative Action:<\/strong> In 2022<\/span>, India enacted the Antarctic Act<\/span> to reaffirm its commitment to the treaty\u2019s principles.<\/p>\n

About ATCM (Antarctic Treaty Consultative Meeting)<\/h2>\n

1. The Antarctic Treaty Consultative Meeting (ATCM) is an annual gathering of the Parties to the 1959 Antarctic Treaty.<\/p>\n

2. The ATCM consists of the original twelve signatories of the Antarctic Treaty and other nations that conduct significant research in Antarctica.<\/p>\n

Agenda at ATCM (Antarctic Treaty Consultative Meeting)<\/h2>\n

1. Tourism Regulation: <\/strong>India will introduce a new working group<\/span> aimed at formulating regulations<\/span> to monitor tourism and protect the continent\u2019s fragile ecosystem.<\/p>\n

2. Sustainability and Environmental Protection:<\/strong> The conference will address sustainable management<\/span> of Antarctic resources, biodiversity prospecting, and the impacts of climate change on the continent.<\/p>\n
