In such backdrop, recently the <span style=\"color: #ff0000;\">Council of Europe<\/span> (COE) <span style=\"color: #ff0000;\">made a significant advancement<\/span> by adopting the AI convention.<\/p>\n<p><span style=\"color: #ff0000;\">Council of Europe (COE<\/span> is an<span style=\"color: #ff0000;\"> intergovernmental organization<\/span> <span style=\"color: #ff0000;\">founded in 1949<\/span> with 46 members.<\/p>\n<h2>About Framework Convention on Artificial Intelligence and Human Rights, Democracy, and the Rule of Law<\/h2>\n<figure style=\"width: 455px\" class=\"wp-caption aligncenter\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/epaper.thehindu.com\/ccidist-ws\/th\/th_delhi\/issues\/84591\/OPS\/Public\/G1ECRLFRB.1%2BG08CRNLGN.1.jpg?resize=455%2C398&#038;ssl=1\" alt=\"AI Convention\" width=\"455\" height=\"398\" \/><figcaption class=\"wp-caption-text\">Source: The Hindu<\/figcaption><\/figure>\n<p>1. The <span style=\"color: #ff0000;\">Framework Convention on Artificial Intelligence and Human Rights, Democracy, and the Rule of Law<\/span> was adopted by the<span style=\"color: #ff0000;\"> Council of Europe (COE)<\/span> on<span style=\"color: #ff0000;\"> 17 May 2024<\/span> and will be<span style=\"color: #ff0000;\"> available for signature<\/span> from 5 September 2024.<\/p>\n<p>2. This framework convention is a<span style=\"color: #ff0000;\"> legally binding treaty<\/span> that sets out broad commitments and mechanisms for achieving them.<\/p>\n<p><strong>3. Core Principles:<\/strong> It<span style=\"color: #ff0000;\"> ensures AI activities<\/span> throughout their lifecycle comply with human rights, democracy, and the rule of law.<\/p>\n<p><strong>4. Application:<\/strong> It covers <span style=\"color: #ff0000;\">AI operations by both public authorities and private actors,<\/span> emphasizing conformity with the convention&#8217;s objectives.<\/p>\n<p><strong>5. Exemptions:<\/strong> Articles provide <span style=\"color: #ff0000;\">broad exemptions for national security, research, development, testing, and defense.\u00a0<\/span>The convention does not specifically regulate military applications of AI, reflecting the complexities and lack of global consensus on such regulation.<\/p>\n<p><strong>6.
