What is the status of Urban Fires in India?<\/strong><\/span><\/h2>\n<p><span style=\"color: #000000;\"><strong>Urban Fire-<\/strong><\/span> Urban fire refer to fires occurring in urban areas, such as cities and towns, which are densely populated and have a high concentration of buildings, infrastructure, and human activity.<\/p>\n<p>India has witnessed many tragic urban fire incidents in the recent past. <strong>For ex-<\/strong> <span style=\"color: #ff0000;\">Uphar cinema<\/span>, <span style=\"color: #ff0000;\">New Delhi<\/span> (1997); <span style=\"color: #ff0000;\">Kamala Mills<\/span>, <span style=\"color: #ff0000;\">Mumbai<\/span> (2017) and <span style=\"color: #ff0000;\">Taxila Coaching Centre<\/span>, <span style=\"color: #ff0000;\">Surat<\/span> (2019).<\/p>\n<p><span style=\"color: #000000;\"><strong>Status of Urban Fires in India<\/strong><\/span><\/p>\n<p>1. According to National Crime Records Bureau (NCRB) data 2019, India witnessed<span style=\"color: #ff0000;\"> 330 deaths in commercial building fires<\/span> and <span style=\"color: #ff0000;\">6,329 fatalities in residential or dwelling building fires<\/span>.<\/p>\n<p>2. In 2015, NCRB reported <span style=\"color: #ff0000;\">death of 17,700 Indians<\/span> died due to fire accidents. <span style=\"color: #ff0000;\">Maharashtra <span style=\"color: #333333;\">and<\/span> Gujarat<\/span> accounted for a significant portion (about 30%) of the country&#8217;s fire-related deaths.<\/p>\n<p>3. The India Risk Surveys 2018 has placed <span style=\"color: #ff0000;\">India at 3rd position in fire incidents<\/span>. This signifies the <span style=\"color: #ff0000;\">grave risks of fire incidents<\/span> to urban habitats.<\/p>\n<p><span style=\"color: #000000;\"><strong><a id=\"toc7\"><\/a>Common causes of Fires in India<\/strong><\/span><\/p>\n<p>1.<strong> Fault in electrical equipment-<\/strong> <span style=\"color: #ff0000;\">Loose wires<\/span>, <span style=\"color: #ff0000;\">overloaded plugs<\/span>, <span style=\"color: #ff0000;\">old equipment<\/span> and <span style=\"color: #ff0000;\">highly inflammable Polyurethane foam<\/span> (<span style=\"color: #ff0000;\">PUF<\/span>) used for plastic insulation have <span style=\"color: #333333;\">contributed to the increase in urban fire accidents in the country.\u00a0<\/span><\/p>\n<p>2.<strong> Human errors-<\/strong> Human errors such as <span style=\"color: #ff0000;\">placing liquid near electrical equipment<\/span>, <span style=\"color: #ff0000;\">burning food in the kitchen<\/span> or <span style=\"color: #ff0000;\">spilling flammable liquids<\/span> have also led to urban fires in India.<\/p>\n<p>3.<strong> Lack of awareness among people- <\/strong>The lack of knowledge training for the persons to <span style=\"color: #ff0000;\">operate the installed firefighting equipments<\/span> in the building premises.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc2\"><\/a>What are the provisions regulating Urban Fires in India?<\/strong><\/span><\/h2>\n<table style=\"width: 100%; border-collapse: collapse; border-style: solid; height: 410px;\">\n<tbody>\n<tr style=\"height: 150px;\">\n<td style=\"width: 26.0002%; height: 150px;\"><strong>Fire service Regulation<\/strong><\/td>\n<td style=\"width: 73.9998%; height: 150px;\">Fire service falls under the <span style=\"color: #ff0000;\">12th schedule<\/span> of the Indian Constitution dealing with <span style=\"color: #ff0000;\">Municipal functions<\/span>. At present, <span style=\"color: #ff0000;\">fire prevention and fire fighting services<\/span> are organized by the <span style=\"color: #ff0000;\">concerned States and Union Territories<\/span> (<span style=\"color: #ff0000;\">UTs<\/span>), and <span style=\"color: #ff0000;\">Urban Local Bodies<\/span> (<span style=\"color: #ff0000;\">ULBs<\/span>)<\/td>\n<\/tr>\n<tr style=\"height: 200px;\">\n<td style=\"width: 26.0002%; height: 200px;\"><strong>National Building Code (NBC) of India, 2016<\/strong><\/td>\n<td style=\"width: 73.9998%; height: 200px;\">NBC is a <span style=\"color: #ff0000;\">recommendatory document<\/span> published by the <span style=\"color: #ff0000;\">Bureau of<\/span> <span style=\"color: #ff0000;\">Indian Standards<\/span>. It mainly contains <span style=\"color: #ff0000;\">administrative regulations<\/span>, <span style=\"color: #ff0000;\">general building requirements<\/span> such as <span style=\"color: #ff0000;\">fire safety requirements<\/span>, <span style=\"color: #ff0000;\">structural design<\/span> and <span style=\"color: #ff0000;\">construction<\/span> (including safety) provisions.<br \/>\nState governments are expected to incorporate the provisions of the code into their local building by laws.<\/td>\n<\/tr>\n<tr style=\"height: 30px;\">\n<td style=\"width: 26.0002%; height: 30px;\"><strong>Model Building Bye Laws, 2003<\/strong><\/td>\n<td style=\"width: 73.9998%; height: 30px;\">Under Modern Building Bye Laws 2003, <span style=\"color: #ff0000;\">fire clearance<\/span> is the responsibility of the <span style=\"color: #ff0000;\">Chief Fire Officer<\/span> at each point. The <span style=\"color: #ff0000;\">concerned Development Authority<\/span> must provide the building plans to the Chief Fire Officer for clearance purposes.<\/td>\n<\/tr>\n<tr style=\"height: 30px;\">\n<td style=\"width: 26.0002%; height: 30px;\"><strong>National Disaster Management Authority (NDMA) Guidelines<\/strong><\/td>\n<td style=\"width: 73.9998%; height: 30px;\">These guidelines stipulate fire safety requirements for public buildings. These include hospitals along with design guidelines relating to maintaining a minimum level of open space, exit mechanisms, stairs and evacuation drills.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc3\"><\/a>What are the issues with Urban Fire management in India?<\/strong><\/span><\/h2>\n<p><strong>1. Non-adherence to NBC code-<\/strong> The <span style=\"color: #ff0000;\">National Building Code<\/span> (<span style=\"color: #ff0000;\">NBC<\/span>) has set out elaborate guidelines including those for fire safety. However, the adherence to these codes have been lacklustre in India. <strong>For ex-<\/strong> <span style=\"color: #ff0000;\">Lack of separate fire escape staircases in Old Buildings <span style=\"color: #333333;\">and <\/span>lack of fire safety audits<span style=\"color: #333333;\">.<\/span><\/span><\/p>\n<p><strong>2. Poor adoption of Model Fire Safety Bill-<\/strong> <span style=\"color: #ff0000;\">Many states have failed to adopt the provisions<\/span> <span style=\"color: #ff0000;\">of the Model Fire Safety Bill 2019<\/span>, drafted by the Central Govt for maintenance of fire and emergency services of a state.<\/p>\n<p><strong>3. Resource crunch in fire fighting operations-<\/strong> Fire safety operations in urban India are generally under the jurisdiction of the municipal corporations in the big cities. The fire fighting operations are financially, infrastructurally and technologically starved of resources. <strong>For ex-<\/strong> <span style=\"color: #ff0000;\">India had only 39% of the 8,559 fire stations needed in 2018<\/span>.<\/p>\n<p><strong>4. Laxity on part of the regulatory bodies-<\/strong> The <span style=\"color: #ff0000;\">municipal corporation<\/span>, <span style=\"color: #ff0000;\">civic development authorities<\/span> and <span style=\"color: #ff0000;\">planning control commissions<\/span> have been lax in the effective implementation of fire safety regulations.<\/p>\n<p><strong>5. Lack of robust fire mitigation technologies-<\/strong> Most of the modern Buildings in major cities lack sufficient in-built fire safety services such as <span style=\"color: #ff0000;\">smoke alarms<\/span> and <span style=\"color: #ff0000;\">sprinkler systems<\/span>. These systems operate as early warning systems and fire control measures.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc4\"><\/a>What is the Way Forward?<\/strong><\/span><\/h2>\n<p><strong>1. Enactment of a Fire Act in every state-<\/strong> The states which <span style=\"color: #ff0000;\">have not enacted their own Fire Act<\/span> should immediately enact a <span style=\"color: #ff0000;\">suitable Fire Act<\/span> based on the 2019 model bill.<\/p>\n<p><strong>2. Following Fire Safety Standards-<\/strong> The Home Ministry must make sure that National Disaster Management Guidelines on Scaling, Type of Equipment and Training of Fire Services are duly followed by the States.<\/p>\n<p><strong>3. Regular Auditing-<\/strong> There should be <span style=\"color: #ff0000;\">time-bound fire and electric audits<\/span> of all hospitals within the municipal area. Moreover, the government has to conduct third-party fire safety audits throughout the urban areas.<\/p>\n<p><strong>4. Mock Drills-<\/strong> The fire services must <span style=\"color: #ff0000;\">conduct regular fire safety drills<\/span> so that people are aware of what to do in the event of such a tragedy.<\/p>\n<p><strong>5. Awareness Generation-<\/strong> A significant emphasis needs to be placed on creating awareness among <span style=\"color: #ff0000;\">different stakeholders<\/span> like citizens, administrators, politicians, builders, engineers, regarding the importance of fire safety management.<\/p>\n<p><strong>6. Infrastructure and Technology-<\/strong> Adoption of modern technology such as <span style=\"color: #ff0000;\">water mist<\/span> and <span style=\"color: #ff0000;\">drones<\/span> and simple interventions like <span style=\"color: #ff0000;\">constructing water storage tanks<\/span> at suitable locations can help in effective fire fighting.<\/p>\n<p><strong>7. Financial support to the fire safety department-<\/strong> The government should provide financial support and assistance in augmenting and modernizing the fire departments. <strong>For ex-<\/strong> Urban govt can <span style=\"color: #ff0000;\">impose a fire tax\/levy<\/span> and <span style=\"color: #ff0000;\">incorporate PPP partnership<\/span> in fire management.<\/p>\n<p><strong>8.
