{"id":29814,"date":"2018-10-26T12:35:24","date_gmt":"2018-10-26T07:05:24","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=29814"},"modified":"2018-10-26T12:35:24","modified_gmt":"2018-10-26T07:05:24","slug":"finance-ministers-to-discuss-wider-range-of-issues","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/finance-ministers-to-discuss-wider-range-of-issues\/","title":{"rendered":"Finance Ministers to discuss wider range of issues"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/news\/national\/andhra-pradesh\/finance-ministers-to-discuss-wider-range-of-issues\/article23651429.ece\"><b>Finance Ministers to discuss wider range of issues<\/b><\/a><\/p>\n<p><b>Context:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Andhra Pradesh will be soon hosting a second round of Finance Ministers\u2019 conclave on May, 7<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> in Vijayawada.<\/span><\/li>\n<\/ul>\n<p><b>Salient features of the second edition of the Finance Ministers conclave:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The horizons of the second edition of the Finance Ministers conclave are being widened to pave way for the participation of other States such as Mizoram, Odisha, Punjab and Delhi.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Tamil Nadu and Telangana, which skipped the first meeting at Thiruvananthapuram, are also expected to take part in the meeting.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The meeting will also decide the course of action such as submitting a representation to Union Finance Minister Arun Jaitley or President Ramnath Kovind.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The meeting is aimed at discussing the adverse terms of reference in the 15th Finance Commission.<\/span><\/li>\n<\/ul>\n<p><b>Consequences of implementing terms of reference (ToR) in the 15th Finance Commission :<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Every State would be at the receiving end if the ToR were to be considered.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The ToR is considered as a deliberate attempt to forcibly impose conditions on and cut down tax devolutions.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It was expected that States would lose about Rs 80,000 crore per annum.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Tamil Nadu would be the worst affected by the ToR\u2019s recommendation to use the 2011 census.<\/span><\/li>\n<\/ul>\n<p><b>Way ahead:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Centre has plans to do away with the revenue deficit grant, a constitutional right of the States.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Mere appeals to the States to reduce the tax would not suffice, the Centre should also bring down duties on petroleum products.<\/span><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Finance Ministers to discuss wider range of issues Context: Andhra Pradesh will be soon hosting a second round of Finance Ministers\u2019 conclave on May, 7th in Vijayawada.
