What is the history of Special Category status and the factors considered while awarding it?<\/strong><\/span><\/h2>\n<p>A Special Category Status(SCS) is a classification <span style=\"color: #ff0000;\">given by Centre<\/span> to <span style=\"color: #ff0000;\">assist in the development of those states that face geographical <span style=\"color: #333333;\">and<\/span> socio-economic disadvantage<\/span>.<\/p>\n<p><strong>History of Introduction and Aim-<\/strong> SCS mechanism was introduced in 1969, on the recommendation of the Fifth Finance Commission of India. It was based on the <span style=\"color: #ff0000;\">Gadgil formula<\/span>. The mechanism of SCS was developed to <span style=\"color: #ff0000;\">assist certain states in their development and fast-tracking growth<span style=\"color: #333333;\">, <\/span><\/span>if they faced historical economic or geographical disadvantages.<\/p>\n<p><strong>Factors considered for according SCS (According to Gadgil Formula)<\/strong><br \/>\na. Difficult and hilly terrain<br \/>\nb. Low population density and\/ or a sizable tribal population<br \/>\nc. Strategic location along borders<br \/>\nd. Economic and infrastructural backwardness<br \/>\ne. Non-viable nature of state finances<\/p>\n<p>The 14th Finance Commission has done away with the &#8216;<span style=\"color: #ff0000;\">special category status<\/span>&#8216; for states, except for the Northeastern and three hill states. According to the <span style=\"color: #ff0000;\">14th Finance Commission<\/span>, the resource gap of the states should be filled by <span style=\"color: #ff0000;\">increasing the devolution of tax to 42%<\/span> from the <span style=\"color: #ff0000;\">existing 32%<\/span>.<\/p>\n<p>This includes the <span style=\"color: #ff0000;\">Assam<\/span>, <span style=\"color: #ff0000;\">Nagaland<\/span>, <span style=\"color: #ff0000;\">Himachal Pradesh<\/span>, <span style=\"color: #ff0000;\">Manipur<\/span>, <span style=\"color: #ff0000;\">Meghalaya<\/span>, <span style=\"color: #ff0000;\">Sikkim<\/span>, <span style=\"color: #ff0000;\">Tripura<\/span>, <span style=\"color: #ff0000;\">Arunachal Pradesh<\/span>, <span style=\"color: #ff0000;\">Mizoram<\/span>, <span style=\"color: #ff0000;\">Uttarakhand<\/span> and <span style=\"color: #ff0000;\">Telangana<\/span>.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc2\"><\/a>What are the reasons behind Andhra Pradesh&#8217;s and Bihar&#8217;s Demand for Special Category Status?<\/strong><\/span><\/h2>\n<p><strong>Andhra Pradesh Special Category Status Demand<\/strong><\/p>\n<p><strong>1. Bifurcation of Andhra Pradesh to create Telangana-<\/strong> Andhra Pradesh had to suffer a loss of revenue and the loss of developed capital around Hyderabad due to <span style=\"color: #ff0000;\">AP Reorganisation Act, 2014<\/span>.<\/p>\n<p><strong>2. Increased debt level of Andhra Pradesh-<\/strong> The debt of the residuary state of Andhra Pradesh, which was Rs 97,000 crore at the time of bifurcation, has reached <span style=\"color: #ff0000;\">Rs 2,58,928 crore by 2018-19<\/span>.<\/p>\n<p><strong>3. Reduced Post-devolution revenue deficit-<\/strong> The 14th Finance Commission had estimated that post-devolution revenue deficit for AP for the five-year period 2015-20 would be<span style=\"color: #ff0000;\"> Rs 22,113 crore<\/span>. However, the actual post-devolution revenue deficit has been <span style=\"color: #ff0000;\">Rs 66,362 crore<\/span>.<\/p>\n<p><strong>4. Unjust and inequitable Distribution-<\/strong> The successor state of Andhra Pradesh h<span style=\"color: #ff0000;\">as inherited nearly 59% of the population, debt, and liabilities of the original state<\/span>, but only 47% of its revenues.<\/p>\n<p><strong>Bihar Special Category Status Demand<\/strong><\/p>\n<p><strong>1. Economic Backwardness-<\/strong> About one-third of Bihar\u2019s population lives in poverty. The state has a <span style=\"color: #ff0000;\">low per-capita GDP<\/span> of around \u20b954,000, marking it as one of India\u2019s poorest states.<\/p>\n<p><strong>2. Impact of Bifurcation-<\/strong> Bihar\u2019s bifurcation led to <span style=\"color: #ff0000;\">industrial decline<\/span>, with many industries moving to Jharkhand, resulting in fewer employment opportunities.<\/p>\n<p><strong>3. Natural Challenges-<\/strong> The state faces <span style=\"color: #ff0000;\">regular floods<\/span> in the north and droughts in the south, impacting agriculture and livelihoods.<\/p>\n<p><strong>4. Need for Welfare Funding-<\/strong> Bihar\u2019s Chief Minister highlighted the need for <span style=\"color: #ff0000;\">SCS<\/span> to secure approximately <span style=\"color: #ff0000;\">\u20b92.5 lakh crore<\/span> for various welfare measures over five years.<\/p>\n<p><strong>5. Lack of Resources-<\/strong> Bihar argues its <span style=\"color: #ff0000;\">lack of natural resources<\/span> and continuous water supply for irrigation contributes to its underdevelopment.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc3\"><\/a>What are the benefits associated with the special category status?<\/strong><\/span><\/h2>\n<p>Special category status provides significant financial and tax benefits to the recipient states from the central government. This aims to aid their development, to overcome their geographical and socio-economic disadvantages.<\/p>\n<p><strong>1. Higher grants-in-aid-<\/strong> Higher grant-in-aid provided to the state government of the special category states from the Centre. <strong>For ex-<\/strong> <span style=\"color: #ff0000;\">Per capita grants<\/span> to Special Category States is <span style=\"color: #ff0000;\">Rs 5,573 crore per year<\/span>, whereas <span style=\"color: #ff0000;\">Andhra Pradesh<\/span> (<span style=\"color: #ff0000;\">AP<\/span>) which is pushing for SCS receives only Rs 3,428 crore.<\/p>\n<p><strong>2. Enhanced Central Funding-<\/strong> In the Special Category States, the Central government funds <span style=\"color: #ff0000;\">90% of the Centrally sponsored scheme<\/span>, compared to 70% in non-SCS states. The <span style=\"color: #ff0000;\">unspent money in a financial year<\/span> does not lapse and is carried forward.<\/p>\n<p><strong>3. Tax Exemptions and incentives-<\/strong> The SCS states enjoy special <span style=\"color: #ff0000;\">industrial incentives<\/span> such as <span style=\"color: #ff0000;\">Income-tax exemptions<\/span>, <span style=\"color: #ff0000;\">custom duty waivers<\/span>, <span style=\"color: #ff0000;\">reduced excise duty<\/span>, <span style=\"color: #ff0000;\">corporate tax exemption<\/span> for a certain period, <span style=\"color: #ff0000;\">concessions and exemptions<\/span> relating to GST, and <span style=\"color: #ff0000;\">lower state and central<\/span> taxes.<\/p>\n<p><strong>4. Improvement of employment opportunities-<\/strong> Special incentives to the special category states provide resources which are<span style=\"color: #ff0000;\"> vital for the rapid industrialization of the primarily agrarian state<\/span>. It also leads to improved employment opportunities for the youth and overall development of the state.<\/p>\n<p><strong>5. Investment in infrastructure-<\/strong> Granting of SCS <span style=\"color: #ff0000;\">encourages investments<\/span> in <span style=\"color: #ff0000;\">specialty hospitals<\/span>, <span style=\"color: #ff0000;\">five-star hotels<\/span>, <span style=\"color: #ff0000;\">manufacturing industries<\/span>, <span style=\"color: #ff0000;\">high-value service industries<\/span> such as IT, and premier institutions of higher education and research.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc4\"><\/a>What are the Concerns with Special State Status?<\/strong><\/span><\/h2>\n<p>The 14th finance commission had opposed the continuation of special state status on the following grounds.<\/p>\n<p><strong>1. Increased Burden on Central Finances-<\/strong> Provision of\u00a0 additional funds, tax concessions and other benefits to SCS states puts a <span style=\"color: #ff0000;\">significant financial burden<\/span> on the central government&#8217;s budget. This also leads to concerns about <span style=\"color: #ff0000;\">fiscal sustainability<\/span>.<\/p>\n<p><strong>2. Inequitable Distribution of Resources-<\/strong> Allocation of Special Category Status to <span style=\"color: #ff0000;\">some states<\/span> while denying it to other states can lead to an inequitable distribution of resources.<\/p>\n<p><strong>3. Increase in Dependency and Reduction of Accountability-<\/strong> There are concerns that the <span style=\"color: #ff0000;\">SCS states may become overly dependent on central assistance<\/span>. This also reduces their incentive to mobilize their own resources and hinder the development of a self-sustaining economy.<\/p>\n<p><strong>4. Permanent continuation of temporary SCS Status-<\/strong> Some states which had received SCS\u00a0 only for a temporary period have <span style=\"color: #ff0000;\">continued to enjoyed it for decades<\/span>. There is lack of periodic impact assessment and re-evaluation.<\/p>\n<p><strong>5. Lack of Constitutional Basis-<\/strong> SCS <span style=\"color: #ff0000;\">lacks a clear constitutional or legal foundation<\/span>. It is granted by the administrative decision of the National Development Council or the central government, making it vulnerable to changes.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc5\"><\/a>What Should be the Way Forward?<\/strong><\/span><\/h2>\n<p><strong>1. Reassessment Criteria for SCS-<\/strong> There is a need to revisit the<span style=\"color: #ff0000;\"> criteria for SCS<\/span>. It can be expanded to consider the revenue deficit.<\/p>\n<p><strong>2. Alternative Funding Models<\/strong>: Following the <span style=\"color: #ff0000;\">Raghuram Rajan Committee\u2019s suggestion<\/span>, w must explore new funding models based on a multi-dimensional index.<\/p>\n<p><strong>3.
