This has translated into angst and disappointment among the young voters. Some of the recent paper leaks are mentioned below-<\/p>\n<p><strong>1. UP Constable Recruitment and Promotion Exam Paper Leak (2023)-<\/strong> The <span style=\"color: #ff0000;\">UP Constable recruitment and promotion examination paper<\/span> was leaked, leading to the cancellation of the exam and the arrest of three individuals suspected of being involved in the scam.<\/p>\n<p><strong>2. REET 2023 Paper Leak-<\/strong> The Rajasthan Eligibility for Elementary Teachers (REET) exam paper leak which was conducted by the <span style=\"color: #ff0000;\">Rajasthan Subordinate and Ministerial Services Selection Board<\/span> (<span style=\"color: #ff0000;\">RSMSSB<\/span>).<\/p>\n<p><strong>3. TSPSC Assistant Engineer Exam Paper Leak (2023)-<\/strong> The <span style=\"color: #ff0000;\">Telangana State Public Service Commission<\/span> (<span style=\"color: #ff0000;\">TSPSC<\/span>) Assistant Engineer recruitment exam was cancelled due to paper leak.<\/p>\n<p><strong>4. NEET UG 2024-<\/strong> The National Eligibility cum Entrance Test (NEET) for undergraduate medical courses witnessed<span style=\"color: #ff0000;\"> multiple paper leak incidents<\/span>.<\/p>\n<p><strong>5. Assam Class 10 Board Exam 2024-<\/strong> In Assam,<span style=\"color: #ff0000;\"> a paper leak in the Class 10 state board exams<\/span> prompted significant political controversy and public outcry.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc2\"><\/a>What are the negative impacts of frequent Paper leaks in India?\u00a0<\/strong><\/span><\/h2>\n<p><strong>1. Disproportionate impact on rural and marginalized community students-<\/strong> The students from remote rural backgrounds and marginalised castes, are <span style=\"color: #ff0000;\">disproportionately impacted<\/span> as they come with the <span style=\"color: #ff0000;\">pressure of debts<\/span> undertaken to <span style=\"color: #ff0000;\">pay fees of applications<\/span>, <span style=\"color: #ff0000;\">coaching centres<\/span> and <span style=\"color: #ff0000;\">computer training centres and rent<\/span>.<\/p>\n<p><strong>2. Emotional, Mental and Physical Fatigue-<\/strong> With the cancellation of exams, there is an increase in the fatigue of students and the <span style=\"color: #ff0000;\">fear of a new generation of aspirants<span style=\"color: #333333;\"> j<\/span><\/span><span style=\"color: #333333;\">oini<\/span>ng the queue.<\/p>\n<p><strong>3. Exacerbation of Job Crisis-<\/strong> The cancellation of recruitment procedures has added to spiralling of crises in the already scarce job market.<\/p>\n<p><strong>4. Disruption of academic calendars- <\/strong>The postponement and cancellation of Exams due to paper leaks, <span style=\"color: #ff0000;\">throw the academic schedules into disarray<\/span> and cause uncertainty for students.<\/p>\n<p><strong>5. Loopholes in the Examination Process-<\/strong> Question paper <span style=\"color: #ff0000;\">setting<\/span>, <span style=\"color: #ff0000;\">printing<\/span>, and <span style=\"color: #ff0000;\">distribution<\/span> are often vulnerable to leaks due to inadequate security measures.<\/p>\n<p><strong>2. Discretion of the state governments in adopting the Public Examinations Bill-<\/strong> <span style=\"color: #ff0000;\">The Public Examination Bill<\/span> leaves it to the discretion of the state governments to <span style=\"color: #ff0000;\">draft their own acts by serving as a model bill<\/span>. However, state governments have displayed partisan interests in drafting model bills in the past, like the Model APLM Act.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc5\"><\/a>What should be the Way Forward?<\/strong><\/span><\/h2>\n<p><strong>1. Compensation in case of exam cancellation-<\/strong> There must be <span style=\"color: #ff0000;\">adequate compensation for years of labour<\/span>, <span style=\"color: #ff0000;\">exorbitant financial cost<\/span>, and <span style=\"color: #ff0000;\">the emotional toll incurred by lakhs<\/span> of candidates who pin all their hopes on the public exam.<\/p>\n<p><strong>2. Establishment of fast-track courts-<\/strong> Fast track courts must be established for the trial and convictions for people involved in <span style=\"color: #ff0000;\">paper leaks<\/span>.<\/p>\n<p><strong>3. Strengthening of Examination Processes-<\/strong> We must enhance security measures in question paper setting, printing, and distribution to plug loopholes. We must <span style=\"color: #ff0000;\">leverage blockchain technology<\/span> to <span style=\"color: #ff0000;\">securely store and manage exam-related data<span style=\"color: #333333;\">.<\/span><\/span><\/p>\n<p><strong>4.
