It started a race of mining and procurement of Lithium reserves in India and all over the world. In this process, the<span style=\"color: #ff0000\"> Geological Survey of India (GSI)<\/span> discovered lithium reserves of 5.9 million tonnes in the <span style=\"color: #ff0000\">Salal-Haimana area of Reasi district in Jammu and Kashmir,<\/span> making India one of the <span style=\"color: #ff0000\">top 10 countrie<\/span>s with lithium reserves.<\/p>\n<p>This attracted interest from <span style=\"color: #ff0000\">several companies<\/span>, including JSW Group, Hindalco Industries, Ola Electric, Vedanta Group, Shree Cement, and even State-run Coal India Ltd. The government quickly amended rules to allow <span style=\"color: #ff0000\">private miners<\/span> to bid for critical minerals like lithium, leading to an auction in November 2023.<\/p>\n<div>\n<div>\n<div>\n<p>However,the <span style=\"color: #ff0000\">auction got only two bids <\/span>and the government had to cancel it. The lithium reserves were listed in the third round of auctions, which ended last month.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<h2>What are the reasons behind this underwhelming response from private players for Lithium auction?<\/h2>\n<p>1) <strong>Mineral Exploration and Classification<\/strong>-There are<span style=\"color: #ff0000\"> four stages<\/span> of mineral exploration &#8211; G4, G3, G2, and G1 &#8211; as classified by the United Nations Framework Classification for Reserves\/Resources (UNFC-1997), with G4 as the initial stage. Each level represents a <span style=\"color: #ff0000\">progressive step<\/span> in exploration, from initial identification to a detailed understanding of resource potential. The lithium reserves in Kashmir are <span style=\"color: #ff0000\">currently classified under G3<\/span>, the second preliminary exploration stage after reconnaissance, indicating a<span style=\"color: #ff0000\"> low level of confidence in the quantity<\/span>, <span style=\"color: #ff0000\">grade,<\/span> and <span style=\"color: #ff0000\">mineral content estimates.<\/span><\/p>\n<p>2) <strong>Unproven and Speculative Reserves<\/strong>-The biggest deterrent for companies in bidding for the lithium reserves in Kashmir is that they are<span style=\"color: #ff0000\"> unproven<\/span> and<span style=\"color: #ff0000\"> highly speculative<\/span> at the G3 stage.<\/p>\n<p>2)<strong>\u00a0 Geological hurdles<\/strong>&#8211;<\/p>\n<p>A) The lithium found in Kashmir is in the form of clay deposits mixed with other minerals, unlike the <span style=\"color: #ff0000\">commercially viable brine<\/span> or<span style=\"color: #ff0000\"> hard rock deposits<\/span>\u00a0 mined globally. Extracting lithium from such deposits is yet to be tested <span style=\"color: #ff0000\">commercially<\/span>, and India&#8217;s mining industry<span style=\"color: #ff0000\"> lacks<\/span> the required technical expertise.<\/p>\n<p>B) Further,J&amp;K is <span style=\"color: #ff0000\">ecologically sensitive<\/span> and falls under <span style=\"color: #ff0000\">seismic zone V\u2014<\/span>a classification for the most seismically active regions. Australia is the <span style=\"color: #ff0000\">biggest produce<\/span>r, making <span style=\"color: #ff0000\">52%<\/span> of the world&#8217;s lithium. In addition to mining within China, Chinese companies have bought about $5.6 billion worth of lithium assets in countries like Chile, Canada, and Australia in the last ten years. However, lithium production is concentrated in Australia, Chile, and China.<\/p>\n<p><strong>Refining<\/strong>-China controls most of the <span style=\"color: #ff0000\">world&#8217;s lithium refining,<\/span> making up two-thirds of the capacity. It&#8217;s also a big supplier of lithium-ion batteries to <span style=\"color: #ff0000\">India,<\/span> providing about 75% of them.<\/p>\n<h2>What is the need and significance of the domestic production of\u00a0 Lithium for India?<\/h2>\n<p>1) <strong>Meeting Growing Lithium-ion Battery Demand:<\/strong>-India&#8217;s lithium demand is projected to increase because more people will be using things like phones, renewable energy batteries, and <span style=\"color: #ff0000\">electric cars<\/span> in future. China has previously exerted its dominance, such as in 2010 when it stopped <span style=\"color: #ff0000\">Rare Earth Elements (REE) exports to Japan<\/span> during a disagreement. This highlights the importance for India to <span style=\"color: #ff0000\">boost its domestic production<\/span> to reduce its dependence on China for lithium and other critical minerals.<\/p>\n<h2>What steps have been taken by the government to explore lithium reserves in India?<\/h2>\n<p>1)<strong> Geological Surveys<\/strong>: The Geological Survey of India (GSI) has been actively involved in conducting <span style=\"color: #ff6600\"><span style=\"color: #ff0000\">geological surveys<\/span><\/span> and <span style=\"color: #ff0000\">explorations<\/span> to identify potential lithium reserves across different regions of the country.<\/p>\n<p>2)<strong> Policy Reforms<\/strong>: The government has introduced policy reforms to encourage exploration and development of lithium and other critical minerals. This puts lithium at the top of the priority list.<\/p>\n<p>3) <strong>Protecting Mining Sector from Foreign Exploitation<\/strong>-Indian government is committed to\u00a0 protect its mining sector from foreign exploitation by law. <span style=\"color: #ff0000\">According to the Mines and Minerals Act<\/span>, only Indian individuals or firms with Indian members can get licenses for mining. This prevents a situation seen in countries like<span style=\"color: #ff0000\"> Argentina or Chile,<\/span> where foreign companies extract lithium, but the benefits mostly is nor reaped by the producing country.<\/p>\n<p>4) <strong>Auctions and Licensing<\/strong>: The government has conducted auctions and issued licences for the exploration and extraction of lithium reserves. MSP consists of 13 countries, including Australia, Canada etc, The goal of MSP is to encourage both public and private investment in<span style=\"color: #ff0000\"> global supply chains<\/span> for critical minerals.<\/p>\n<h2>What are the challenges in extraction of Lithium in India?<\/h2>\n<p>1) <strong>Environmental Concerns-<\/strong>Lithium mining is <span style=\"color: #ff0000\">resource-intensive<\/span>, and the mineral waste produced can further <span style=\"color: #ff0000\">pollute<\/span> water and soil, affecting <span style=\"color: #ff0000\">local inhabitants<\/span>, <span style=\"color: #ff0000\">agriculture<\/span>, and <span style=\"color: #ff0000\">biodiversity<\/span>.<br \/>\n<strong>For ex<\/strong>-Lithium mining requires a lot of water around 2.2 million liters to extract just one ton of the metal.<\/p>\n<p>2)<strong> Technical Challenges-<\/strong><\/p>\n<p>A) India doesn&#8217;t have the capability to<span style=\"color: #ff0000\"> refine lithium<\/span> to make high-quality batteries. To do this, India needs to start from scratch by building the necessary facilities and expertise.Lithium found in<span style=\"color: #ff0000\"> Reasi<\/span> is different from the one found in<span style=\"color: #ff0000\"> South America<\/span>, making the refining process more difficult and expensive. India still<span style=\"color: #ff0000\"> lacks experience<\/span> in this area, adding to the challenges.<\/p>\n<p>B) Turning lithium ores into battery-grade lithium involves multiple steps. This multi-stage process requires sourcing chemical precursors <span style=\"color: #ff0000\">like cobalt sulphate, nickel sulphate, and manganese sulphate.<\/span> These chemicals must be obtained from specialized battery-grade companies, which<span style=\"color: #ff0000\"> India currently lacks<\/span>.<\/p>\n<p>3) <strong>Security Challenges<\/strong>&#8211;<\/p>\n<p>A) India-Pakistan disputes over the Chenab River, proximity to the Line of Control, and the evolving situation since the<span style=\"color: #ff0000\"> abrogation of Article 370<\/span> may complicate capitalisation on the reserves.<\/p>\n<p>B) J<span style=\"color: #ff0000\">aish-e-Mohammed&#8217;s offshoot<\/span>, the People\u2019s Anti-Fascist Front, declared that it won&#8217;t allow India to access the resources.<\/p>\n<p>4) <strong>Lack of exploration and mining activities-<\/strong>\u00a0Lithium exploration and mining activities in India are still in their <span style=\"color: #ff0000\">nascent stages<\/span>. It should encourage<span style=\"color: #ff0000\"> academic<\/span> and industrial research to develop cost-effective and environmentally sustainable methods for lithium extraction from various sources, <span style=\"color: #ff0000\">such as pegmatites, brines, and clay deposits<\/span>.<\/p>\n<p>3)<strong> Establish a Supportive Regulatory Framework<\/strong>:-The government should develop a <span style=\"color: #ff0000\">comprehensive policy<\/span> and <span style=\"color: #ff0000\">regulatory framework<\/span> to encourages\u00a0 lithium exploration, mining, and processing activities.This means simplifying the<span style=\"color: #ff0000\"> licensing process<\/span>, <span style=\"color: #ff0000\">offering financial<\/span> <span style=\"color: #ff0000\">benefits<\/span>, and ensuring <span style=\"color: #ff0000\">environmental sustainability<\/span>.<\/p>\n<p>4)<strong> Foster International Cooperation<\/strong>-India can engage in<span style=\"color: #ff0000\"> international cooperation<\/span> and knowledge-sharing initiatives with countries that have established lithium industries.<br \/>\n<span style=\"color: #ff0000\">For ex<\/span>-Australia and India has a<span style=\"color: #ff0000\"> comprehensive strategic partnership<\/span>. It has lithium reserves in hard rock form, similar to India&#8217;s deposits.
