{"id":30031,"date":"2018-10-26T13:30:57","date_gmt":"2018-10-26T08:00:57","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=30031"},"modified":"2018-10-26T13:30:57","modified_gmt":"2018-10-26T08:00:57","slug":"a-register-by-the-people","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/a-register-by-the-people\/","title":{"rendered":"A register by the people"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/todays-paper\/tp-opinion\/a-register-by-the-people\/article23497728.ece\"><strong>A register by the people<\/strong><\/a><\/p>\n<p><strong>Context<\/strong><\/p>\n<p>The draft National Forest Policy identifies threats to forests, but does not provide systems for public involvement.<\/p>\n<p><strong>Question asked<\/strong><\/p>\n<p>How much forest cover does India actually have?<\/p>\n<p><strong>Data: State of Forests report<\/strong><\/p>\n<p>Forest cover had increased in India by 0.21% in 2017 from 2015 but at the same time between 2014 and 2017, India lost, or legally diverted, 36,575 hectares of forest area towards 1,419 development projects<\/p>\n<p><strong>Losing new forests<\/strong><\/p>\n<p>Even if forest cover is being increased, it is also simultaneously being lost, and new forest may also be subsequently lost.<\/p>\n<p><strong>Questionable claim of new forests creation<\/strong><\/p>\n<p>There is a need to create mechanisms to calculate our actual forest cover and natural wealth, and this should form the basis for a forest policy e.g. \u00a0tea estates and commercial plantations, have been counted as forests<\/p>\n<p><strong>Biodiversity Management Committee<\/strong><\/p>\n<ul>\n<li>The Biological Diversity Act, 2002, calls for setting up a Biodiversity Management Committee in each local body<\/li>\n<li>The Committee will prepare People\u2019s Biodiversity Registers (PRBs), with tribals as members or people living in natural areas not classified legally as forest<\/li>\n<li>The Registers entail a complete documentation of biodiversity in the area \u2014 plants, food sources, wildlife, medicinal sources, etc<\/li>\n<li>They are meant to enable the creation of local biodiversity funds for conservation, and aid in decision-making.<\/li>\n<\/ul>\n<p><strong>Benefit of PBR<\/strong><\/p>\n<ul>\n<li>A good PBR will not just be a powerful text, it can also help to trace how habitats are changing, and to understand and estimate parts of our forests<\/li>\n<li>Being a bottom-up exercise, it is also a means of understanding the overlap of cultural and natural biodiversity<\/li>\n<li>Outside protected forest areas which are under immediate threat, PBRs will help identify forests that require conservation<\/li>\n<\/ul>\n<p><strong>Draft Forest Policy should include:<\/strong><\/p>\n<ul>\n<li>The draft identifies threats to forests but does not provide systems for community involvement<\/li>\n<li>A move towards decentralisation of forest wealth which is beyond commerce and embraces cultural values and oft-forgotten knowledge will provide transparency as well as an actual and felt recognition of our heritage.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>A register by the people Context The draft National Forest Policy identifies threats to forests, but does not provide systems for public involvement.
