{"id":30063,"date":"2018-10-26T14:02:55","date_gmt":"2018-10-26T08:32:55","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=30063"},"modified":"2018-10-26T14:02:55","modified_gmt":"2018-10-26T08:32:55","slug":"indians-averse-to-adopting-children-with-special-needs","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/indians-averse-to-adopting-children-with-special-needs\/","title":{"rendered":"Indians averse to adopting children with special needs"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/todays-paper\/tp-national\/indians-averse-to-adopting-children-with-special-needs\/article23476393.ece\"><strong>Indians averse to adopting children with special needs<\/strong><\/a><\/p>\n<p><strong>Context<\/strong><\/p>\n<p>Adoptions by foreign applicants rise by 50%<\/p>\n<p><strong>What has happened?<\/strong><\/p>\n<p>For every Indian parent who adopts a differently-abled child there are at least seven foreigners who adopt such children from India after they fail to find a family in the country<\/p>\n<p><strong>Child Adoption Resource Authority (CARA)<\/strong><\/p>\n<p>Apex body for adoption in India, shared latest data=<\/p>\n<ul>\n<li><strong>Domestic adoptions falling:<\/strong> Domestic adoptions of children with special needs has fallen with every passing year<\/li>\n<li><strong>Rise in foreign adoptions:<\/strong> Foreigners adopting children with a physical deformity or an ailment rose by 50% last year alone<\/li>\n<\/ul>\n<p><strong>What the law says<\/strong><\/p>\n<p>Efforts have to be made to place a child within India first, and only when a child is not accepted by Indian applicants is he or she referred to foreigners<\/p>\n<p><strong>Reason for larger adoption by foreigners<\/strong><\/p>\n<ul>\n<li><strong>Most referrals to foreigners are of differently abled children:<\/strong> Overseas applicants are mostly referred differently-abled children as Indians don\u2019t accept them mostly.<\/li>\n<li><strong>Primary reason: <u>Differences in cultural attitudes towards disabilities<\/u><\/strong>\n<ul>\n<li>Even parents of healthy children have huge expectations of them. So, naturally, there is social stigma attached with disabilities in our country<\/li>\n<li>Those with means in India also don\u2019t adopt these children<\/li>\n<\/ul>\n<\/li>\n<li><strong>Better social security abroad: <\/strong>It helps families adopt a child with disabilities<\/li>\n<\/ul>\n<p><strong>CARA<\/strong><\/p>\n<ul>\n<li><strong>Statutory body:<\/strong> It is a statutory body of Ministry of Women &amp; Child Development, Government of India<\/li>\n<li><strong>Nodal body for adoptions:<\/strong> It functions as the nodal body for adoption of Indian children and is mandated to monitor and regulate in-country and inter-country adoptions.<\/li>\n<li><strong>Hague convention:<\/strong> CARA is designated as the Central Authority to deal with inter-country adoptions in accordance with the provisions of the Hague Convention on Inter-country Adoption, 1993, ratified by Government of India in 2003.<br \/>\nCARA primarily deals with adoption of orphan, abandoned and surrendered children through its associated \/recognised adoption agencies<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Indians averse to adopting children with special needs Context Adoptions by foreign applicants rise by 50% What has happened?
