{"id":30103,"date":"2018-10-26T14:12:25","date_gmt":"2018-10-26T08:42:25","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=30103"},"modified":"2018-10-26T14:12:25","modified_gmt":"2018-10-26T08:42:25","slug":"skill-india-urgently-needs-reforms","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/skill-india-urgently-needs-reforms\/","title":{"rendered":"\u2018Skill India\u2019 urgently needs reforms"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/todays-paper\/tp-opinion\/skill-india-urgently-needs-reforms\/article23448686.ece\"><strong>\u2018Skill India\u2019 urgently needs reforms<\/strong><\/a><\/p>\n<p><strong>Context<\/strong><\/p>\n<p>Salvaging the Indian demographic dividend<strong>\u00a0<\/strong><\/p>\n<p><strong>Background<\/strong><\/p>\n<p><strong>Sharada Prasad Committee:<\/strong> In 2016, the Government of India formed the Sharada Prasad Committee to rationalise the Sector Skill Councils (SSCs) and improve \u2018Skill India\u2019.<\/p>\n<p><strong>Main point stressed in the suggestions by the Committee<\/strong><\/p>\n<p>Focus on youth and need for vocational education not just for underprivileged communities but for all<strong>\u00a0<\/strong><\/p>\n<p><strong>Suggestions of the committee in detail<\/strong><\/p>\n<ul>\n<li><strong>Streaming for students<\/strong><\/li>\n<li>It suggests concrete steps to ensure a mindset change, such as having a separate stream for vocational education (in secondary education), creating vocational schools and vocational colleges for upward mobility, and having a Central university to award degrees and diplomas<\/li>\n<li><strong>A global alignment<\/strong>\n<ul>\n<li>The second recurring theme is the realisation of human potential<\/li>\n<li>This means aligning the courses to international requirements, ensuring a basic foundation in the 3Rs, and life-long learning<\/li>\n<li>It implies national standards for an in-demand skill set with national\/global mobility that translates into better jobs<\/li>\n<\/ul>\n<\/li>\n<li><strong>Accountability<\/strong> The third theme is to do what is right when no one is watching you, because, as in other industries, the regulator has displayed a limited capacity to regulate. Cases of a conflict of interests, of rigged assessments and of training happening only on paper are not new.<\/li>\n<\/ul>\n<p><strong>Policy measures needed<\/strong><\/p>\n<p><strong>Unification of the entire VET system:<\/strong><\/p>\n<ul>\n<li>An NSDC-centric focus has left the skill development efforts of 17 ministries out of the same scrutiny.<\/li>\n<li>\u2018Skill India\u2019 can have an impact only when all of them work together and learn from each other<\/li>\n<li>SSCs, which are supposedly industry representatives, should be engaging themselves with each pillar of the system, and not just NSDC-funded VTPs<strong style=\"font-size: 1rem;\">\u00a0<\/strong><\/li>\n<\/ul>\n<p><strong>To enhance employer ownership, responsibility\u00a0<\/strong><\/p>\n<p>Only 36% of India\u2019s organised sector firms conduct in-firm training (mostly large ones, which are also the only ones that take on apprentices under a Government of India Act)<\/p>\n<p><strong>Committee\u2019s recommendation: reimbursable industry contribution model<\/strong><\/p>\n<ul>\n<li>It could ensure reimbursements for those companies undertaking training while rewarding industry for sharing and undertaking skilling until everyone in the company is skilled<\/li>\n<li>This will lay the foundation for making at least our organised workforce 100% skilled.<\/li>\n<\/ul>\n<p><strong>Question raised<\/strong><\/p>\n<p>Does the government, which is not generating much employment in the public sector, really know what industry\u2019s skill requirements are in the private sector?<\/p>\n<p><strong>Government should try to gather data<\/strong><\/p>\n<p>Private employers do know industry\u2019s skill requirements but there has been no serious effort by them to gather data<\/p>\n<p><strong>Regular surveys for policy making\u00a0\u00a0 <\/strong><\/p>\n<ul>\n<li>One such role is to have surveys, once every five years, through the National Sample Survey Office, to collect data on skill providers and skill gaps by sector<\/li>\n<li>Such data can guide evidence-based policy-making, as against the current approach of shooting in the dark.<\/li>\n<\/ul>\n<p><strong>Value addition should be measured<\/strong><\/p>\n<p><strong>NSDC:<\/strong> The NSDC, which was envisioned as a public-private partnership, receives 99% of its funding from government, but its flagship scheme has a less than 12% record of placement for trainees<\/p>\n<p><strong>NSQF:<\/strong> The NSQF framework has seen little adoption in private sector. And, more than two-thirds of courses developed have not trained even one student so far.<\/p>\n<p><strong>Conclusion<\/strong><\/p>\n<p>India can surely become the world\u2019s skill capital but not with what it is doing right now.
