{"id":30282,"date":"2018-10-26T15:11:46","date_gmt":"2018-10-26T09:41:46","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=30282"},"modified":"2018-10-26T15:11:46","modified_gmt":"2018-10-26T09:41:46","slug":"a-solar-gear-shift","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/a-solar-gear-shift\/","title":{"rendered":"A solar gear shift"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/todays-paper\/tp-opinion\/a-solar-gear-shift\/article23377269.ece\"><strong>A solar gear shift<\/strong><\/a><\/p>\n<p><strong>Context:<\/strong><\/p>\n<p>The government needs to tilt its green manufacturing mix in favour of nascent industries of the future<\/p>\n<p><strong>Champion sector<\/strong><\/p>\n<p>The 2018 Economic Survey identifies renewable energy as a champion sector under the Make in India 2.0 programme<\/p>\n<p><strong>Present situation<\/strong><\/p>\n<p>India currently meets almost 90% of its annual requirement of solar panels through imports (mainly China)<\/p>\n<p><strong>What are trade remedies?<\/strong><\/p>\n<p>Trade remedies\u00a0are\u00a0trade\u00a0policy tools that allow governments to take remedial action against imports which are causing material injury to a domestic industry. Such remedies\u00a0are divided broadly into: anti-dumping action; countervailing duty measures; and. safeguard action<\/p>\n<p><strong>Issues<\/strong><\/p>\n<ul>\n<li><strong>Trade remedies<\/strong> like increased duty on imported items, might attract retaliatory action from other countries<\/li>\n<li><strong>Compliance with global trade regime<\/strong>: India needs to comply with international trade rules as going against them results in decreased stakeholder confidence. For eg: Domestic Content Requirement (DCR) scheme was challenged at WTO and India lost the case<\/li>\n<li><strong>Inter-ministerial conflict<\/strong>: The severity of this conflict\u00a0is evident in the power given to both the Ministry of Finance (MoF) and the Ministry of Commerce and Industry (MoCI) to implement trade remedies (safeguard duties and anti-dumping duties or ADD, respectively).\u00a0An inter-ministerial committee headed by the MNRE must be constituted to coordinate moves among the MoF, the MoCI, the Ministry of Power, and the Central and State Electricity Regulatory Commissions<\/li>\n<li><strong>Voicing concerns<\/strong>: Developers and manufacturers need to voice their needs clearly and respond to policy implications in an unambiguous manner.
