{"id":30303,"date":"2018-10-26T15:18:45","date_gmt":"2018-10-26T09:48:45","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=30303"},"modified":"2018-10-26T15:18:45","modified_gmt":"2018-10-26T09:48:45","slug":"give-social-service-duties-to-those-sentenced-to-6-months-or-1-year","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/give-social-service-duties-to-those-sentenced-to-6-months-or-1-year\/","title":{"rendered":"Give social service duties to those sentenced to 6 months or 1 year\u2019"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/todays-paper\/tp-national\/give-social-service-duties-to-those-sentenced-to-6-months-or-1-year\/article23368310.ece\"><strong>Give social service duties to those sentenced to 6 months or 1 year\u2019<\/strong><\/a><\/p>\n<p><strong>Context<\/strong><\/p>\n<p>240 jails across the country are housing inmates 150% above their normal capacity.<\/p>\n<p><strong>What has happened?\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong><\/p>\n<p>Criminals sentenced to imprisonment for six months or a year should be allocated social service duties rather than be put in already overflowing prisons, the Supreme Court advised the government on Tuesday.<\/p>\n<p><strong>Staff-prisoner ratio much worse in prisons<\/strong><\/p>\n<ul>\n<li>Of about 77,000 sanctioned posts, 24500 lie vacant.<\/li>\n<li>Tamil Nadu and U.P. are some of the worst cases in prison staff-inmate ratio.<\/li>\n<li>Only about 5,000 prison staff monitor over 92,000 inmates in Uttar Pradesh.<\/li>\n<li>Tamil Nadu has about 4,000 prison staffers to monitor 13,000 prisoners.<\/li>\n<\/ul>\n<p><strong>No space for women prisoners<\/strong><\/p>\n<ul>\n<li>There are 18 jails exclusively for women<\/li>\n<li>Plus there are separate areas for women in other jails, but there is complete disproportionality as far as space for women inmates are concerned.<\/li>\n<li>These jails were not modelled to house women inmates, especially those with minor children staying with them.<\/li>\n<\/ul>\n<p><strong>Plight of undertrial prisoners<\/strong><\/p>\n<ul>\n<li>Sixty percent of those arrested need not be actually arrested.<\/li>\n<li>The police say there is no need for arrest, but they still do<\/li>\n<li>Again, half of those arrested, need not be remanded, but they are still remanded<\/li>\n<\/ul>\n<p><strong>Reforms suggested by the SC<\/strong><\/p>\n<ul>\n<li><strong>Open prisons:<\/strong> On September 15 last year, a Supreme Court judgment had encouraged the need for open prisons.<\/li>\n<li><strong>Counsellors and support persons for prisoners:<\/strong> It had urged for steps like the appointment of counsellors and support persons for prisoners, particularly first-time offenders.<\/li>\n<li><strong>More family visits:<\/strong> The apex court had suggested steps like more family visits for prisoners and use of phones and video-conferencing not only between a prisoner and family, but also his lawyers.<\/li>\n<li><strong>Audit of prisons:<\/strong> It had directed the State Legal Services Authorities (SLSAs) to conduct a study and performance audit of prisons<\/li>\n<li><strong>Board of visitors<\/strong>: It wanted the government to constitute a Board of Visitors to initiate prison reforms.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Give social service duties to those sentenced to 6 months or 1 year\u2019 Context 240 jails across the country are housing inmates 150% above their normal capacity.
