The purpose of DBN is to increase telecom connectivity in rural areas. Digital Bharat Nidhi will replace the Universal Service Obligation Fund (USOF).<\/p>\n<h2>About Digital Bharat Nidhi<\/h2>\n<p><strong>1. About:<\/strong> Digital Bharat Nidhi (DBN) is an initiative by <span style=\"color: #ff0000;\">Department of Telecommunications (DoT).<\/span><\/p>\n<p><strong>2. Aim:<\/strong> DBN aims to:<\/p>\n<p>i) improve<span style=\"color: #ff0000;\"> internet connectivity<\/span>, particularly in rural, remote, and economically disadvantaged areas.<\/p>\n<p>ii) foster <span style=\"color: #ff0000;\">technology innovation<\/span>, create <span style=\"color: #ff0000;\">regulatory sandboxes<\/span>, and enhance the <span style=\"color: #ff0000;\">global presence of India&#8217;s telecom sector.<\/span><\/p>\n<p>iii) promote innovation, indigenous technology development, and standardisation.<\/p>\n<p>iv) support startups in the telecom sector and the manufacturing of telecom equipment.<\/p>\n<p>4. It replaces the Universal Service Obligation Fund (USOF) to <span style=\"color: #ff0000;\">ensure better allocation of resources.<\/span><\/p>\n<p><strong>5. Focus:<\/strong> DBN will focus on <span style=\"color: #ff0000;\">research, development, and overall connectivity improvement.<\/span> \u00a0It encourages telecom services for underserved groups, including women and people with disabilities.<\/p>\n<p><strong>6. Funding:<\/strong> Telecom companies&#8217; contributions to the Digital Bharat Nidhi will first be credited to the <span style=\"color: #ff0000;\">Consolidated Fund of India (CFI)<\/span> and then <span style=\"color: #ff0000;\">later deposited into the DBN<\/span>.<\/p>\n<p><strong>7. Utilisation of funds:<\/strong> The funds will be used to promote access to telecommunication services, support research and development, fund pilot projects, and introduce new telecom technologies in underserved areas.<\/p>\n<p>8. <strong>Management and Implementation:\u00a0<\/strong>An administrator will manage the fund, and projects will be executed by implementers selected through bidding or direct applications, ensuring transparency. The administrator will tailor <span style=\"color: #ff0000;\">payment methods (full, partial, co-funding) based on specific connectivity needs.<\/span><\/p>\n<h3>About Universal Service Obligation Fund (USOF):<\/h3>\n<p>i) It was <span style=\"color: #ff0000;\">established in 2003\u00a0<\/span>to enhance <span style=\"color: #ff0000;\">telecom services<\/span> in less financially viable regions.<\/p>\n<p>ii) It was funded by a <span style=\"color: #ff0000;\">5% levy on telecom operators<\/span> adjusted gross revenue (AGR).
