It is pertinent to look at the historical development of India-Russia relations.<\/p>\n<p>India and Russia (formerly the Soviet Union) have had a longstanding and strategic relationship since the <span style=\"color: #ff0000;\">establishment of formal diplomatic ties in April 1947<\/span>, just months before India&#8217;s independence. Geopolitical Cooperation-<\/strong> India and Russia have close geopolitical cooperation<br \/>\na. Engagement of India and Russia in regional forums like <span style=\"color: #ff0000;\">BRICS<\/span>, <span style=\"color: #ff0000;\">SCO<\/span> and the <span style=\"color: #ff0000;\">G20<\/span>.<br \/>\nb. India <span style=\"color: #ff0000;\">refrained from adverse voting in the UN<\/span>, and <span style=\"color: #ff0000;\">disregarded Western threats of sanctions on its energy imports from Russia<\/span>.<br \/>\nc. India and Russia champion the establishment of a multi-polar world order.<br \/>\nd. Strong condemnation of terrorism in all its forms and all terrorist \u201csafe havens\u201d by both the Countries.<\/p>\n<p><strong>2. Defense Cooperation-<\/strong> Russia is a major defense equipment supplier to India.<br \/>\na. <strong>Military Hardware and Technology Transfers-<\/strong> Licensed production of<span style=\"color: #ff0000;\"> T-90 tanks<\/span> and <span style=\"color: #ff0000;\">Su-30 MKI<\/span> aircraft in India; agreements for the supply of <span style=\"color: #ff0000;\">S-400 Triumf<\/span> mobile surface-to-air missile systems, <span style=\"color: #ff0000;\">MiG-29K aircraft<\/span>, <span style=\"color: #ff0000;\">Kamov-31 helicopters<\/span>, and upgrade of <span style=\"color: #ff0000;\">MiG-29 aircraft<\/span>; Joint development and production of military platforms like the <span style=\"color: #ff0000;\">BrahMos supersonic cruise missile<\/span>; and establishment of <span style=\"color: #ff0000;\">Indo-Russia Rifles Private Limited<\/span> (IRRPL) to produce <span style=\"color: #ff0000;\">AK-203 rifles<\/span> in India under &#8220;Make in India&#8221;.<br \/>\nb. <strong>Joint Military Exercises-<\/strong> Tri-service military exercise &#8216;<span style=\"color: #ff0000;\">INDRA<\/span>&#8216;, <span style=\"color: #ff0000;\">Avia Indra<\/span> joint air force exercise.<br \/>\nc. <strong>Institutionalized Mechanisms for Defense Collaboration-<\/strong> Establishment of India-Russia Inter-Governmental Commission on Military Technical Cooperation (<span style=\"color: #ff0000;\">IRIGC-MTC<\/span>) at the apex level; and <span style=\"color: #ff0000;\">2+2 Dialogue mechanism<\/span> involving the Defense and Foreign Ministers in 2021.<\/p>\n<p><strong>3. Economic Cooperation-<\/strong> India and Russia share close economic relations. These are explained below-<br \/>\na.<strong> Trade and Investment-<\/strong> The bilateral trade between India and Russia stands at around <span style=\"color: #ff0000;\">$65 billion<\/span>. <span style=\"color: #ff0000;\">India\u2019s imports of Russian crude at discount<\/span> has <span style=\"color: #ff0000;\">surged<\/span> in after the <span style=\"color: #ff0000;\">invasion of Ukraine<\/span> led to the oil sanctions by the U.S. and Europe.<br \/>\nb. <strong>Cooperation in the Russian Far East-<\/strong> India provides financial and personnel assistance to develop the resource-rich but sparsely populated Russian Far East region bordering China. A <span style=\"color: #ff0000;\">5-year program of cooperation in the Far East for 2021-2025<\/span> is being finalized between <span style=\"color: #ff0000;\">NITI Aayog<\/span> and <span style=\"color: #ff0000;\">Russia&#8217;s Ministry for Development of the Far East<\/span>.<br \/>\nc. <strong>Close Business Cooperation-<\/strong> India and Russia have both <span style=\"color: #ff0000;\">institutionalised CEO\u2019s Forum<span style=\"color: #333333;\">.<\/span>\u00a0<span style=\"color: #333333;\"><span style=\"color: #ff0000;\">Indian companies<\/span> invest in Russia, <span style=\"color: #ff0000;\">especially in natural resources<\/span> such as coal, fertilizers, hydrocarbons, minerals, rare earth metals.<br \/>\nd. <strong>Banking and Financial Links-<\/strong> India and Russia have explored on deepening banking and financial links such as <span style=\"color: #ff0000;\">ruble-rupee trade<\/span>; and <span style=\"color: #ff0000;\">collaboration between financial institutions<\/span> like <span style=\"color: #ff0000;\">SBI and VTB Bank<\/span>.<\/span><\/span><\/p>\n<p><strong>4. Scientific and Research Cooperation-<\/strong> Since the cold war era, Russia has been a major scientific and research partner of India.<br \/>\na. <strong>Civil nuclear energy Cooperation-<\/strong> India and Russia jointly developed <span style=\"color: #ff0000;\">Kudankulam Nuclear Power Plant<\/span> (KKNPP). India and Russia have jointly signed agreements on the <span style=\"color: #ff0000;\">construction of 12 nuclear power plants in India<\/span> during the coming decades.<br \/>\nb. <strong>Space relations-<\/strong> Russia and India have signed an agreement to <span style=\"color: #ff0000;\">train Indian astronauts<\/span> for India\u2019s first manned space mission (Gaganyaan). <span style=\"color: #ff0000;\">C-DAC<\/span> and <span style=\"color: #ff0000;\">GLONASS<\/span> have signed the agreement for cooperation in technologies based on <span style=\"color: #ff0000;\">satellite navigation<\/span>.<br \/>\nc. <strong>Health-<\/strong> India approved Russian Vaccine <span style=\"color: #ff0000;\">Sputnik V<\/span> under emergency use authorization.<\/p>\n<p><strong>5. Diaspora and Cultural Relations-\u00a0<\/strong>India and Russia have a deep diaspora and cultural relation. The following are the areas of engagement between India and Russia.<br \/>\na. <strong>Respect for languages and Culture-<\/strong> <span style=\"color: #ff0000;\">Hindi<\/span>, and <span style=\"color: #ff0000;\">other languages<\/span> such as Tamil, Marathi, Gujarati, Bengali, Urdu, Sanskrit and Pali are taught in Russian Institutions. Organizations like the <span style=\"color: #ff0000;\">Indian Cultural Centre in Moscow<\/span> and the <span style=\"color: #ff0000;\">Indian Students&#8217; Association<\/span> promote Indian culture and heritage in Russia.<br \/>\nb. <strong>Indian Diaspora-<\/strong> The Indian diaspora in Russia is estimated to be <span style=\"color: #ff0000;\">around 30,000-40,000<\/span>, which consists of mostly professionals, students and businesspeople.<br \/>\nc. <strong>Extension of line of Credit for Russian Far East-<\/strong> India has extended <span style=\"color: #ff0000;\">$1 billion as a line of credit<\/span> for the development of the Russian Far East.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc3\"><\/a>What is the significance of India Russia Relations?<\/strong><\/span><\/h2>\n<p><strong>1. Geopolitical-\u00a0<\/strong>Deepened strategic partnership with India holds a lot of geopolitical importance for India.<br \/>\na. <strong>Russian support on critical Issues-<\/strong> Russia supports <span style=\"color: #ff0000;\">India\u2019s demand for permanent seat in the UNSC<\/span>. It has also supported <span style=\"color: #ff0000;\">India&#8217;s stand on the Kashmir Issue<\/span>.<br \/>\nb. <strong>Counterbalancing Chinese Aggression-<\/strong> Russia can help in defusing rising tensions with China.<\/p>\n<p><strong>2. Defense-<\/strong> Russia still remains a critical defense supplier for India with <span style=\"color: #ff0000;\">60-70% of India\u2019s defense equipment<\/span> estimated to be of Russian and Soviet origin. Though <span style=\"color: #ff0000;\">India has diversified its defense imports<\/span> from countries like US, France, it <span style=\"color: #ff0000;\">still cannot alienate Russia<\/span> especially in the face of Chinese aggression at the border.<\/p>\n<p><strong>3. Economic-<\/strong> The purchase of <span style=\"color: #ff0000;\">large amounts of Russian oil at a discount<\/span>, cushions India from the inflationary impact of rising crude prices. India is contemplating a <span style=\"color: #ff0000;\">Free Trade Agreement<\/span> (FTA) with the <span style=\"color: #ff0000;\">Eurasian Economic Union<\/span> led by Russia.<\/p>\n<p><strong>4. Strategic Balancing-<\/strong><br \/>\na. Smooth India-Russia relations <span style=\"color: #ff0000;\">offers India a better bargaining chip<\/span> in negotiations with the western powers. It also offers India to <span style=\"color: #ff0000;\">strategically balance<\/span> and <span style=\"color: #ff0000;\">align with the powers according to its national interest<\/span>. <strong>For ex-<\/strong> PM Modi&#8217;s visit is taking place when leaders of the 32 nations in the North Atlantic Treaty Organisation (Nato) gather in Washington DC to celebrate 75 years of the anti-Russia military alliance.<br \/>\nb. Close India-Russia relations provides New Delhi the opportunity to <span style=\"color: #ff0000;\">offset the Chinese advantage in Eurasia<\/span>.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc4\"><\/a>What are the Challenges in the relation?<\/strong><\/span><\/h2>\n<p><strong>1. Deepening of India-US relations-\u00a0<\/strong>The India-US relations is rapidly deepening especially in the defense sector, which is exemplified in the <span style=\"color: #ff0000;\">India-US nuclear deal in 2008<\/span>, <span style=\"color: #ff0000;\">US emerging as the top arms supplier<\/span> to India by overtaking Russia and <span style=\"color: #ff0000;\">India-US Foundational agreements<\/span> such LEMOA, COMCASA, BECA.<\/p>\n<p>Due to these developments, Russia changed their decades-old policy and start supplying China with weapon systems like Sukhoi 35 and the S-400 missile defence system.<\/p>\n<p><strong>2. Russia\u2019s growing dependence on China- <\/strong>Moscow and Beijing have forged the closest possible ties in their history. This has generated fears that <span style=\"color: #ff0000;\">Russia will become a subordinate partner<\/span> given the growing economic, demographic and technological asymmetry between them. This could <span style=\"color: #ff0000;\">jeopardize Moscow&#8217;s neutrality on Sino-Indian tensions<\/span>.<\/p>\n<p><strong>3. Russia\u2019s increased engagement with Pakistan-<\/strong> Russia has been increasing its economic and defence cooperation with Pakistan, like <span style=\"color: #ff0000;\">conduction of bilateral exercise Friendship<\/span>. The RCP axis (Russia, China, Pakistan) will be detrimental to India&#8217;s national interest.<\/p>\n<p><strong>4. Trade Imbalances-<\/strong> Even though the bilateral trade between the two nations has increased in the face of crude oil imports, there is considerable trade imbalances between India and Russia. <span style=\"color: #ff0000;\">Of the total trade of $65 billion<\/span>, India\u2019s exports <span style=\"color: #ff0000;\">constitute less than $5 billion<\/span>.<\/p>\n<p><strong>5. Defense Delays-<\/strong> There have been considerable delays in the delivery of <span style=\"color: #ff0000;\">military spares<\/span> and big-ticket weapon systems like the <span style=\"color: #ff0000;\">S-400 Triumf surface-to-air missile systems<\/span>, to India due to the Ukraine War.<\/p>\n<p><strong><span style=\"color: #333333;\">6. Ukraine Crisis-<\/span><\/strong> The continuing Russia-Ukraine war has put India into a diplomatic tightspot. India has been facing <span style=\"color: #ff0000;\">significant criticism<\/span> for <span style=\"color: #ff0000;\">not condemning the invasion<\/span> and <span style=\"color: #ff0000;\">continuing energy and economic cooperation<\/span> with Moscow.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc5\"><\/a>What Should be the Way Forward?<\/strong><\/span><\/h2>\n<p><strong>1. Neutral Player in the resolution of Ukraine Crisis-<\/strong> India must continue to maintain its positioning as a neutral player that could be a mediator between the two sides in the resolution of the Ukraine Crisis. India must continue to appeal to both sides to &#8216;<span style=\"color: #ff0000;\">abide by the international rules and conventions<\/span>&#8216;.<\/p>\n<p><strong>2. Addressing defense supply chain shocks-<\/strong> India and Russia must explore setting up <span style=\"color: #ff0000;\">joint venture partnerships<\/span> to address the shortage of critical defense spare parts.<\/p>\n<p><strong>3. More diplomatic and financial investments-<\/strong> India and Russia must invest more diplomatic and financial resources to finish the pending works for the <span style=\"color: #ff0000;\">International North-South Transport Corridor<\/span>. Both sides should expedite discussions on the <span style=\"color: #ff0000;\">Free Trade Agreement with the Eurasian Union<\/span> for better trade and commerce.<\/p>\n<p><strong>4. Enhanced focus on Eurasia-<\/strong> India and Russia have to explore their opportunities in the Eurasian region. India can study the possibility of expanding Russia\u2019s idea of &#8216;<span style=\"color: #ff0000;\">extensive Eurasian partnership<\/span>&#8216; involving the EAEU(Eurasian Economic Union) and China, India, Pakistan, and Iran.<\/p>\n<p><strong>5. Unequivocal message to the Western countries-<\/strong> India must send unequivocal message to the West that <span style=\"color: #ff0000;\">Russia occupies a pivotal place in India\u2019s strategic calculations<\/span>.
