Zachariah proposed it. The day was instituted after the global population crossed the <span style=\"color: #ff0000;\">five billion mark\u00a0<span style=\"color: #333333;\">and <span style=\"color: #ff0000;\">challenges<\/span> such as <span style=\"color: #ff0000;\">poverty<\/span>, <span style=\"color: #ff0000;\">health<\/span> and <span style=\"color: #ff0000;\">gender inequality<\/span> were plaguing the world, and developing countries in particular.<\/span><\/span><\/p>\n<p>The population is now estimated to be <span style=\"color: #ff0000;\">8.1 billion<\/span>. India has become the most populous nation with <span style=\"color: #ff0000;\">~1.44 billion<\/span> population, which is slightly more than China. The exponentially increasing population levels in the 1970s, predicted a doom for India and the World. However, the Indian Population growth story <span style=\"color: #ff0000;\">has belied the prediction of doom<\/span>. The demographic dividend leads to an increased labour supply that increase the production of goods and boost savings and investment. India has one of the <span style=\"color: #ff0000;\">youngest populations<\/span> (<span style=\"color: #ff0000;\">62.5% of its population in the age group 15-59<\/span>) in an aging world.<\/p>\n<p><strong>India&#8217;s Demographic Status<\/strong><\/p>\n<p>According to the State of World Population Report 2023, published by the UNFPA, India has surpassed China as the most populous country, with a population of 142.86 crores compared to China\u2019s 142.57 crores.<\/p>\n<p><strong>Slowing population growth-<\/strong> India\u2019s population growth has slowed down significantly in the past 10 years, with the total fertility rate (TFR) declining to <span style=\"color: #ff0000;\">2 in 2020-2021<\/span> from about <span style=\"color: #ff0000;\">3.4 in the early 1990s<\/span>. A TFR of 2.1 is necessary for a country to attain population stability.<\/p>\n<p><strong>Population projections-<\/strong> India\u2019s population is forecast to grow to <span style=\"color: #ff0000;\">1.67 billion in 2050<\/span> and <span style=\"color: #ff0000;\">peak at 1.7 billion<\/span> in 2064 before settling at <span style=\"color: #ff0000;\">1.53 billion in 2100<\/span>.<\/p>\n<p><strong>Potential demographic dividend-<\/strong> <span style=\"color: #ff0000;\">Two-thirds of India\u2019s total population<\/span> are between the ages of <span style=\"color: #ff0000;\">15 and 64<\/span>. It presents a potential demographic dividend if education, skill development, and opportunities are provided, particularly for youth from disadvantaged sections and women.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc2\"><\/a>What factors have resulted in India&#8217;s demographic dividend phase?<\/strong><\/span><\/h2>\n<p>Three factors which have played a pivotal role in shaping India\u2019s demographic landscape are mentioned below-<\/p>\n<table style=\"width: 100%; border-collapse: collapse; border-style: solid;\">\n<tbody>\n<tr>\n<td style=\"width: 15.3615%;\"><strong>Fertility<\/strong><\/td>\n<td style=\"width: 84.6385%;\">India has made significant strides in reducing its fertility. According to the National Family Health Survey (NFHS)-5, <span style=\"color: #ff0000;\">India\u2019s total fertility rate<\/span> (TFR) decreased from <span style=\"color: #ff0000;\">3.4 to 2<\/span> between 1992 and 2021, <span style=\"color: #ff0000;\">dropping below the replacement level of 2.1<\/span><\/td>\n<\/tr>\n<tr>\n<td style=\"width: 15.3615%;\"><strong>Mortality<\/strong><\/td>\n<td style=\"width: 84.6385%;\">All the critical mortality indicators have seen steady declines. The <span style=\"color: #ff0000;\">Maternal Mortality Rate<\/span> (MMR) decreased from <span style=\"color: #ff0000;\">384.4 in 2000<\/span> to <span style=\"color: #ff0000;\">102.7 in 2020<\/span>. The mortality rate for children under five reduced significantly post 2000s. The <span style=\"color: #ff0000;\">infant mortality rate<\/span> also <span style=\"color: #ff0000;\">reduced<\/span> from <span style=\"color: #ff0000;\">66.7 deaths<\/span> per 1,000 live births in 2000 to <span style=\"color: #ff0000;\">25.5 deaths<\/span> per 1,000 live births in 2021.<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 15.3615%;\"><strong>Migration<\/strong><\/td>\n<td style=\"width: 84.6385%;\">The rural to urban migration of the Working age population has led to increased labour force in the Urban areas.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc3\"><\/a>What are the opportunities with demographic dividend in India?<\/strong><\/span><\/h2>\n<p><strong>1. Increased Supply of Labour- <\/strong>The rapidly rising young population results in the increased labour supply, as more people reach working age.<\/p>\n<p><strong>2. Economic growth- <\/strong>Demographic Dividend results in better economic growth brought about by increased economic activities due to higher working age population and lower dependent population. Demographic dividend has <span style=\"color: #ff0000;\">historically contributed up to 15 % of the overall growth in advanced economies<\/span>.<\/p>\n<p><strong>3. Capital formation- <\/strong>The <span style=\"color: #ff0000;\">propensity of saving increases<\/span> with the <span style=\"color: #ff0000;\">decrease in the number of dependents<\/span>. This <span style=\"color: #ff0000;\">increases national savings rates<\/span>, <span style=\"color: #ff0000;\">increases the stock of capital in developing countries<\/span> and provides an opportunity for <span style=\"color: #ff0000;\">enhanced capital formation<\/span> through investment.<\/p>\n<p><strong>4. Creation of Infrastructure-<\/strong> Increased fiscal space created by the demographic dividend <span style=\"color: #ff0000;\">enables the government to divert resources<\/span> from spending on children to investing in physical and human infrastructure.<\/p>\n<p><strong>5. Increase in Female Human capital-<\/strong> Decrease in fertility rates result in healthier women and fewer economic pressures at home. This provides an opportunity to engage more women in the workforce and enhance human capital.<\/p>\n<p><strong>6. Innovation and entrepreneurship-<\/strong> A young population can lead to increased <span style=\"color: #ff0000;\">innovation and entrepreneurship<\/span>, with more <span style=\"color: #ff0000;\">startups <span style=\"color: #333333;\">and<\/span> unicorns emerging in various sectors<\/span> like healthcare, education, agriculture, and financial services.<\/p>\n<p><strong>7. Climate action and sustainability-<\/strong> A <span style=\"color: #ff0000;\">young and educated population<\/span> can drive sustainable development by prioritizing climate action and adopting environmentally friendly practices.<\/p>\n<p><strong>8. Increase in Global influence-<\/strong> India\u2019s rising population, combined with its position as the world\u2019s largest democracy and a major economy, can help it become a global manufacturing hub, startup capital, and <span style=\"color: #ff0000;\">exporter of skilled manpower<\/span>.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc4\"><\/a>What are the Challenges that can turn this Demographic Dividend into a Demographic Disaster?<\/strong><\/span><\/h2>\n<p><strong>1. Poor human capital-<\/strong> Poor human capital formation is reflected in low employability among India\u2019s graduates and postgraduates. <span style=\"color: #ff0000;\">According to ASSOCHAM<\/span>, <span style=\"color: #ff0000;\">only 20-30 % of engineers find a job suited to their skills<\/span>. Thus, low human capital base and <span style=\"color: #ff0000;\">lack of skills<\/span> is a big challenge.<\/p>\n<p><strong>2. Low human development-<\/strong> India ranks <span style=\"color: #ff0000;\">134 out of 189 countries<\/span> in <span style=\"color: #ff0000;\">UNDP\u2019s Human Development Index<\/span>. The Life expectancy at birth, and the mean years of schooling is much lower than other developing countries.<\/p>\n<p><strong>3. Hunger and Malnutrition-<\/strong> In the Global Hunger Index (2023), <span style=\"color: #ff0000;\">India was ranked at 111 out of 125 countries<\/span>. The nutrition, stunting, wasting and underweight among children below five years and anaemia among women pose serious challenges. According to <span style=\"color: #ff0000;\">India\u2019s epidemiological trajectory<span style=\"color: #333333;\">, <\/span><\/span>India faces the double burden of communicable and non-communicable diseases (NCD).<\/p>\n<p><strong>4. Informal economy-<\/strong> Informal nature of economy in India is another challenge in reaping the benefits of demographic transition in India. The workers in the Informal economy are <span style=\"color: #ff0000;\">underpaid<\/span> and <span style=\"color: #ff0000;\">devoid of social security benefits<\/span>.<\/p>\n<p><strong>5. Jobless growth-<\/strong> As per the <span style=\"color: #ff0000;\">NSSO Periodic Labour Force Survey 2017-18<\/span>, India\u2019s labour force participation rate for the <span style=\"color: #ff0000;\">age-group 15-59 years is around 53%<\/span>. This means that around half of the working age population is jobless. There are future concerns of further jobless growth due to <span style=\"color: #ff0000;\">deindustrialization<\/span>, <span style=\"color: #ff0000;\">de-globalization<\/span>, the <span style=\"color: #ff0000;\">fourth industrial revolution<\/span> and <span style=\"color: #ff0000;\">technological progress<\/span>.<\/p>\n<p><strong>6. Low Women workforce Participation rate-<\/strong> According to the latest Periodic Labour Force Survey (2022-23) female LFPR is around 37.0%. This poses a serious challenge in effectively reaping the demographic dividend.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc5\"><\/a>What should be the Way Forward?<\/strong><\/span><\/h2>\n<p><strong>1. Building human capital-<\/strong> We must invest in healthcare, quality education, jobs and skills to build human capital. This is key to <span style=\"color: #ff0000;\">reaping demographic dividend<\/span> which can in turn <span style=\"color: #ff0000;\">support economic growth<\/span>, end extreme poverty, and create a more inclusive society.<\/p>\n<p><strong>2. Investment in Skilling-<\/strong> India\u2019s labour force needs to be empowered with the right skills for the modern economy. Government has established the <span style=\"color: #ff0000;\">National Skill Development Corporation<\/span> (NSDC) with the overall target of skilling\/ up skilling 500 million people in India by 2022..<\/p>\n<p><strong>3. Investment in Education-<\/strong> India, which has almost <span style=\"color: #ff0000;\">41% of population below the age of 20 years<\/span>, can reap the demographic dividend only if with a better education system. Enhancing educational levels by properly investing in primary, secondary and higher education is the need of the hour.<\/p>\n<p><strong>4. Improvement of Health and Nutrition-<\/strong> Improvement in healthcare infrastructure would ensure higher number of productive days for young labour-force. This increases the productivity of the economy. Hence we must focus on the successful of schemes like <span style=\"color: #ff0000;\">Ayushman Bharat<\/span> and <span style=\"color: #ff0000;\">Integrated Child Development<\/span> (ICDS) programme.<\/p>\n<p><strong>5. Job Creation-<\/strong> The nation needs to <span style=\"color: #ff0000;\">create ten million jobs<\/span> per year to absorb the addition of young people into the workforce.
