The scheme is\u00a0expected to benefit <span style=\"color: #ff0000;\">210 lakh youth<\/span>.<br \/>\n<strong>Scheme B: Job Creation in manufacturing- <\/strong>An incentive will be provided at specified scale directly both to the employee and the employer with respect to their EPFO contribution in the <span style=\"color: #ff0000;\">first 4 years of employment<\/span>. Support to the Annadata (Farmers)-<\/strong> The promotion of <span style=\"color: #ff0000;\">Atmanirbharta in pulses and oilseeds<\/span>, focus on <span style=\"color: #ff0000;\">agriculture research<\/span> (bearing in mind the realities of climate change), <span style=\"color: #ff0000;\">large-scale clusters for vegetable production<\/span>, and <span style=\"color: #ff0000;\">Digital Public Infrastructure<\/span> (DPI) in agriculture for coverage of farmers and their lands, are all likely measures to support the Annadata (i.e., farmer).<br \/>\nA thriving agriculture sector will allow the government to <span style=\"color: #ff0000;\">deliver on its promise of food grains<\/span> under the <span style=\"color: #ff0000;\">Pradhan Mantri Garib Kalyan Anna Yojana<\/span> (PMGKAY), which has now been extended for five years.<\/p>\n<p><strong>6. Push towards Housing for all-<\/strong> The outlay for <span style=\"color: #ff0000;\">Pradhan Mantri Awas Yojana<\/span> (<span style=\"color: #ff0000;\">PMAY<\/span>)- <span style=\"color: #ff0000;\">Urban<\/span> and <span style=\"color: #ff0000;\">Rural<\/span> has seen a massive jump of <span style=\"color: #ff0000;\">37%<\/span> and <span style=\"color: #ff0000;\">70%<\/span> respectively. The Budget reaffirms that <span style=\"color: #ff0000;\">housing for all remains a key hallmark of the government<span style=\"color: #333333;\">.<\/span><\/span><\/p>\n<p><strong>7. Boost to PLI Scheme for Atmanirbhar Bharat-<\/strong> The <span style=\"color: #ff0000;\">outlay on Production Linked Incentive<\/span> (PLI) was increased by 75% in the Budget for FY25. This <span style=\"color: #ff0000;\">increase accompanied by tweaks to sectoral custom duties<\/span> is a bid to support domestic manufacturing and deepen local value addition.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc3\"><\/a>What are the concerns with the Budget?<\/strong><\/span><\/h2>\n<p><strong>1. Cuts in the Social Sector Schemes-<\/strong> The Budget has cut the share of Social sector schemes outlays which includes school and higher education. The <span style=\"color: #ff0000;\">outlay<\/span> for the rural job guarantee scheme- <span style=\"color: #ff0000;\">MGNREGA<\/span> is at a <span style=\"color: #ff0000;\">nine-year low share of 1.78% of overall outlay<\/span>.<\/p>\n<p><strong>2. Reduction in schemes for Minorities-<\/strong> The Budget has seen a reduction in the budget for education schemes for Madrasas and Minorities from \u20b910 crore to \u20b92 crore in 2024-25.<\/p>\n<p><strong>3. Removal of Indexation-<\/strong> The <span style=\"color: #ff0000;\">removal of indexation for calculating the value of the Long term asset<\/span> (Real estate), is being viewed as an <span style=\"color: #ff0000;\">additional tax burden<\/span> for the real estate property dealers.<\/p>\n<p><strong>4. No announcement on Indian Railways-<\/strong> The country\u2019s largest employer, the Indian Railways, was a glaring absence in the Budget speech of the Finance Minister. There were no announcements on the Railway sector which <span style=\"color: #ff0000;\">continues to suffer from low freight and passenger capacity<\/span>,\u00a0<span style=\"color: #333333;\"><span style=\"color: #ff0000;\">low staff<\/span> and <span style=\"color: #ff0000;\">manpower and safety issues<\/span>.<\/span><\/p>\n<p><strong>5. No announcement regarding the indirect tax system of MSMEs-<\/strong> The budget has failed to address the demands of MSMEs for <span style=\"color: #ff0000;\">simplification<\/span> and <span style=\"color: #ff0000;\">rationalization of the GST regime<\/span>.<\/p>\n<p><strong>6. Obsession with fiscal consolidation-<\/strong> Some critics hold that government&#8217;s obsession with fiscal consolidation, which is visible in its bid to reduce the fiscal deficit to <span style=\"color: #ff0000;\">4.9% of GDP in 2024-25<\/span> from <span style=\"color: #ff0000;\">5.1% in the interim budget<\/span>, <span style=\"color: #ff0000;\">may constrain government spending<\/span>.<\/p>\n<p><strong>7. Lack of a clear economic strategy or vision to tackle the economic slowdown-<\/strong>\u00a0 Critics have also pointed that the <span style=\"color: #ff0000;\">budget lacks the clear economic strategy and vision<\/span> to <span style=\"color: #ff0000;\">tackle the slowdown in aggregate demand<\/span>, <span style=\"color: #ff0000;\">private investment<\/span>, <span style=\"color: #ff0000;\">exports<\/span> and the <span style=\"color: #ff0000;\">resulting jobs crisis<\/span>. The measures announced, like employment-linked incentives, seem too small to have a meaningful impact.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc4\"><\/a>What should be the way Forward?<\/strong><\/span><\/h2>\n<p><strong>1. Measuring the performance of the employment schemes announced in the budget-<\/strong> All the employment schemes need to be measured against the backdrop of the fact that <span style=\"color: #ff0000;\">India needs to generate 78.5 lakh non-farm jobs annually until 2030<\/span>, as per the Economic Survey, to largely to absorb the workforce exiting agriculture.<\/p>\n<p><strong>2. Achieving Fiscal Consolidation by raising revenues than compressing Expenditure-<\/strong> Our fiscal deficit reduction approach <span style=\"color: #ff0000;\">must target on raising revenues rather than reducing expenditure<\/span>, as expenditure multipliers tend to be higher in an economy than revenue multipliers.<\/p>\n<p><strong>3. Strategic Asset sales Programme-<\/strong> Asset monetisation will <span style=\"color: #ff0000;\">help in raising govt. revenues as the market condition remains buoyant<\/span>. This will help in bringing down fiscal deficit without the need of reducing government expenditure.<\/p>\n<p><strong>4. Increased expenditure on health and education-<\/strong> The social sector expenditures by the govt. <span style=\"color: #ff0000;\">must be increased<\/span> for achieving the goal of Inclusive Development.<\/p>\n<p><strong>5. Passing the baton to the private sector-<\/strong> With its initial push by increasing the Capex, the government must pass on the baton of infrastructural development to the private sector <span style=\"color: #ff0000;\">by reducing the crowding out effect in the economy<\/span>. Crowding out effect can be reduced when the govt. reduces its fiscal deficit and achieves its FRBM 2003 target of fiscal deficit being 3% of the GDP.<\/p>\n<p><strong>Conclusion<\/strong><\/p>\n<p>Most of these measures announced in the Budget dovetail handsomely with the macro focus of pushing a job-led growth in the medium term.
