{"id":30600,"date":"2018-10-26T16:54:51","date_gmt":"2018-10-26T11:24:51","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=30600"},"modified":"2018-10-26T16:54:51","modified_gmt":"2018-10-26T11:24:51","slug":"in-civic-ranking-pune-is-maximum-city","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/in-civic-ranking-pune-is-maximum-city\/","title":{"rendered":"In civic ranking, Pune is Maximum City"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/todays-paper\/in-civic-ranking-pune-is-maximum-city\/article23248545.ece\"><strong>In civic ranking, Pune is Maximum City<\/strong><\/a><\/p>\n<p><strong>Context<\/strong><\/p>\n<p>The Annual Survey of India\u2019s City-Systems (ASICS) 2017<\/p>\n<p><strong>Pune at the top, Bengaluru at the bottom<\/strong><\/p>\n<ul>\n<li>The Annual Survey of India\u2019s City-Systems (ASICS) 2017, which uses 150 parameters to judge 23 cities, has placed Pune at the top and Bengaluru at the bottom of the rankings.<\/li>\n<li>While Pune scored 5.1 out of a maximum score of 10, Bengaluru got just 3.<\/li>\n<\/ul>\n<p><strong>Still behind globally<\/strong><\/p>\n<p>But Indian cities lagged behind global cities like New York and London, which scored 8.8.<\/p>\n<p><strong>About the survey<\/strong><\/p>\n<p><strong>Who conducts it:<\/strong> An NGO, Janaagraha Centre for Citizenship and Democracy<\/p>\n<p><strong>Objective:<\/strong>It broadly looks at urban planning and design, capacity and resources of Urban Local Bodies, the degree of empowerment of the civic body, and processes for transparency and citizen participation.<\/p>\n<p><strong>No progress in devolution of powers<\/strong><\/p>\n<p>While financial management has improved in some cities, there has been little progress in devolution of powers to civic bodies<\/p>\n<p>Just three out of the 23 cities enacted town planning legislations since economic liberalisation in 1991, while the rest rely on laws enacted nearly six decades ago<\/p>\n<p><strong>Fragmented governance<\/strong><\/p>\n<ul>\n<li>Local bodies suffer from fragmented governance. On average, Indian cities score 4.9 on this parameter.<\/li>\n<li>Their municipal commissioners had an average tenure of only 10 months.<\/li>\n<li>On the other hand, London, where the mayor is elected for five years and has far-reaching powers, scores 9.8.<\/li>\n<\/ul>\n<p><strong>No access to citizens<\/strong><\/p>\n<ul>\n<li>Not only are citizens kept out of governance, they do not even get access to important data concerning their civic life.<\/li>\n<li>India\u2019s cities have virtually no platforms where citizens can participate in civic matters in their neighbourhoods.
