It did not follow after cumulating cross-border attacks and occurred amidst the backdrop of National Security Adviser dialogue. Moreover, the media coverage \u2014 a key indicator of crisis atmosphere \u2014 in the week following Sunjuwan was relatively subdued<\/li>\n<\/ul>\n<p><strong>Conclusion<\/strong><\/p>\n<p>Authors conclude by stating that these probabilistic indicators suggest that even under pressure, the government exercises some agency in \u201cselecting into\u201d a crisis.
