Amendment of the Act-<\/strong> It <span style=\"color: #ff0000;\">amends the Disaster Management Act<\/span>, <span style=\"color: #ff0000;\">2005<\/span>, aimed at enhancing the effective management of disasters.<\/p>\n<p><strong>2. Establishment of Urban Disaster Management Authority-<\/strong> It establishes an &#8216;<span style=\"color: #ff0000;\">Urban Disaster Management Authority<\/span>&#8216; for state capitals and large cities with municipal corporations, excluding Delhi and Chandigarh.<\/p>\n<p><strong>3. Shift of responsibilities in the preparation of Disaster Plans-<\/strong> It <span style=\"color: #ff0000;\">empowers<\/span> the <span style=\"color: #ff0000;\">National Disaster Management Authority<\/span> (NDMA) and <span style=\"color: #ff0000;\">State Disaster Management Authorities<\/span> to prepare disaster plans at the national and state levels, respectively. It shifts this responsibility from the National Executive Committee and State Executive Committees.<\/p>\n<p><strong>4. Experts and Consultants appointment-<\/strong> It grants NDMA the power to appoint experts and consultants to fulfill its functions effectively.<\/p>\n<p><strong>5. Disaster Database-<\/strong> It <span style=\"color: #ff0000;\">establishes a disaster database<\/span> at national and state levels. It includes disaster assessment, fund allocation details, expenditure, preparedness and mitigation plans, risk registers, and other relevant matters as determined by Union government policy.<\/p>\n<p><strong>6. Statutory Recognition-<\/strong> It provides <span style=\"color: #ff0000;\">statutory recognition to existing bodies<\/span> like the <span style=\"color: #ff0000;\">National Crisis Management Committee<\/span> and the <span style=\"color: #ff0000;\">High-Level Committee<\/span>.<\/p>\n<p><strong>7. Establishment of State Disaster Response Force-<\/strong> It requires State Governments to establish a &#8216;<span style=\"color: #ff0000;\">State Disaster Response Force<\/span>&#8216;.<\/p>\n<p><strong>8. Penalties-<\/strong> The <span style=\"color: #ff0000;\">new Section 60A<\/span> empowers both Central and State Governments to direct individuals to take necessary actions or refrain from them to mitigate disaster impacts.
