This water can be either fresh or saltwater. Stability-<\/strong> Addition of ballast water lowers the center of gravity of the ships, preventing them from capsizing.<\/p>\n<p><strong>2. Maneuverability-<\/strong> It enhances the ship&#8217;s ability to navigate safely through different sea conditions, in particular rough sea conditions.<\/p>\n<p><strong>3. Weight Adjustment-<\/strong> It compensates for changes in cargo load, fuel consumption, and other weight variations during a voyage.<\/p>\n<p><strong>4. Pass through bridges and other structures-<\/strong> Ballast water is also used to add weight so that a ship sinks low enough in the water to pass under bridges and other structures.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc2\"><\/a>What are the Challenges posed by Ballast Water?<\/strong><\/span><\/h2>\n<p><strong>1. Introduction of Invasive Species-<\/strong> Ballast water have been associated with introduction of invasive species, as they contain a wide range of aquatic organisms, including microorganisms, larvae, and small species. Invasive species outcompete with native species, disrupt ecosystems, and lead to declines in biodiversity. <strong>For ex-<\/strong> Scientists in India have recorded nearly <span style=\"color: #ff0000;\">30 invasive species<\/span> coming from ship ballast water, with <span style=\"color: #ff0000;\">Charru mussel<\/span> being the most harmful.<\/p>\n<p><strong>2. Ecological Disruption-<\/strong> Invasive species introduced through ballast water disrupt ecosystems by altering food webs, and habitats. This disruption leads to decline in economically and ecologically important native species. <strong>For ex-<\/strong> Charru mussel has led to <span style=\"color: #ff0000;\">ecological disruption<\/span> in the <span style=\"color: #ff0000;\">Pulicat lake in Tamil Nadu<\/span>, and <span style=\"color: #ff0000;\">Ashtamudi lake in Kerala<\/span>.<\/p>\n<p><strong>3. Oceanic Pollution and Algal Blooms-<\/strong> Ballast water contain pollutants such as <span style=\"color: #ff0000;\">oil<\/span>, <span style=\"color: #ff0000;\">heavy metals<\/span>, and <span style=\"color: #ff0000;\">chemicals<\/span>. Discharging polluted ballast water often results in the release of these contaminants into aquatic ecosystems. These also cause Harmful algal blooms (HABs) which lead to <span style=\"color: #ff0000;\">fish kills<\/span>, and <span style=\"color: #ff0000;\">shellfish contamination<\/span>.<\/p>\n<p><strong> 4. Spread of Diseases-<\/strong> Pathogenic microorganisms and diseases are transported through ballast water. The release of these pathogens pose risks to <span style=\"color: #ff0000;\">human health<\/span>, <span style=\"color: #ff0000;\">wildlife<\/span>, and <span style=\"color: #ff0000;\">aquatic organisms<\/span>.<\/p>\n<p><strong>5. The ships must manage their ballast water so that aquatic organisms and pathogens are removed or rendered harmless before the ballast water is released in a new location.<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 29.3173%;\"><strong>New Ships with Ballast water management<\/strong><br \/>\n<strong>systems<\/strong><\/td>\n<td style=\"width: 70.6827%;\">Ships constructed after the implementation of Ballast water management Convention, have functional ballast water management systems. These ships <span style=\"color: #ff0000;\">dose the ballast water with chemicals<\/span> so that all the <span style=\"color: #ff0000;\">water is rendered free of any biological organism before the water is pumped out during the loading of cargo<\/span>.<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 29.3173%;\"><strong>Old Ships following Ballast Water Management System\u00a0<\/strong><\/td>\n<td style=\"width: 70.6827%;\">Ships built before the BWM convention that do not possess the Ballast Water Management System are <span style=\"color: #ff0000;\">required to exchange<\/span> the <span style=\"color: #ff0000;\">ballast water<\/span> they took in a port with <span style=\"color: #ff0000;\">\u201cneutral\u201d water<\/span> from the middle of the oceans en route to the loading port.<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 29.3173%;\"><strong>Strict Implementation in Australia and New Zealand<\/strong><\/td>\n<td style=\"width: 70.6827%;\">Ships calling on Australian and New Zealand ports are subjected to rigorous checks, including of ballast water management systems.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><strong>India is not a signatory to BWM Convention-<\/strong> Since India is not a signatory to the Ballistic Water Management convention, the discharge of ballast water brought in from other countries is not subject to checks or regulation.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc4\"><\/a>What are the challenges in complying with ballast water management regulations?<\/strong><\/span><\/h2>\n<p><strong>1. Ballast Water Management System (BWMS) Performance-<\/strong> Many BWMS installations face operational issues, such as <span style=\"color: #ff0000;\">malfunctions<span style=\"color: #333333;\">,<\/span><\/span>\u00a0<span style=\"color: #ff0000;\">inefficiencies in treating ballast water<span style=\"color: #333333;\">,<\/span><\/span>\u00a0<span style=\"color: #ff0000;\">incorrect installation<\/span>, <span style=\"color: #ff0000;\">inadequate maintenance<\/span>, or <span style=\"color: #ff0000;\">failure to operate under optimal conditions<\/span> (for ex- UV intensity or chemical dosage).<\/p>\n<p><strong>2. Maintenance Requirements-<\/strong> BWMS requires regular maintenance and monitoring to function effectively. Comprehensive Training Programs-<\/strong> Shipping companies should invest in robust training modules to ensure that <span style=\"color: #ff0000;\">crew members are proficient in operating<\/span> and <span style=\"color: #ff0000;\">maintaining ballast water management systems<\/span> effectively.<\/p>\n<p><strong>3. Standardization of Regulations-<\/strong> Efforts towards standardizing ballast water management regulations across different jurisdictions should be taken to <span style=\"color: #ff0000;\">reduce confusion among the ship operators<\/span> and <span style=\"color: #ff0000;\">enhance compliance<\/span>.<\/p>\n<p><strong>4.
