norm<\/b><\/a><\/p>\n<p><b>Context:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">With three-cornered Cold War around the corner, India must seek nonaligned partnerships<\/span><\/li>\n<\/ul>\n<p><b>Three-cornered Cold War:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The United States has identified both China and Russia as adversaries, whose leaders, Xi Jinping and Vladimir Putin are determined to stand up to a Donald Trump, who is clinging on to doctrines of <\/span><b>ultranationalism and nuclear hegemony<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Vladimir Vladimirovich Putin, President of the Russian Federation has announced that Russia has <\/span><b>machines like an underwater drone armed with a nuclear warhead<\/b><span style=\"font-weight: 400;\"> powerful enough to sweep away coastal facilities, aircraft carriers and a hypersonic vehicle impossible to intercept as it flies in a cloud of plasma <\/span><b>\u201clike a meteorite\u201d.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Cuba\u2019s <\/span><b>\u00a0\u201caxis of evil\u201d<\/b><span style=\"font-weight: 400;\"> has emerged once again under Iran\u2019s leadership.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">This time it is a <\/span><b>three-cornered Cold War<\/b><span style=\"font-weight: 400;\">, without any corner having committed countries to act together as military allies.<\/span><\/li>\n<\/ul>\n<p><b>Non-Aligned Movement (NAM):<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Non-Aligned Movement (NAM) is curse today even to those who helped shape it and revelled in it for years.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">India had a<\/span><b> stake in its integrity India toiled tirelessly<\/b><span style=\"font-weight: 400;\"> to keep it on the middle road.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Had it not been for India, NAM would have been wound up at a ministerial meeting in Ghana in 1991 soon after the collapse of the Berlin Wall.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">India argued vehemently against those who felt that NAM had outlived its utility.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Since the essence of nonalignment was <\/span><b>freedom of thought and action,<\/b><span style=\"font-weight: 400;\"> India insisted that it was valid whether there was one bloc or no bloc.<\/span><\/li>\n<\/ul>\n<p><b>\u2018Nonalignment 2.0\u2019:<\/b><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">An effort was made in 2012 to craft a <\/span><b>\u2018Nonalignment 2.0\u2019<\/b><span style=\"font-weight: 400;\"> in the context of the new global situation, <\/span><b>India\u2019s growing importance and the rivalry between the U.S. and China<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<p><b>The report:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The report said that in a situation where the world is no longer bifurcated between two dominant powers, nonalignment today will require <\/span><b>managing complicated coalitions and opportunities in an environment that is not structurally settled.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">India\u2019s big challenge would be to <\/span><b>aim at not just being powerful but to set new standards for what the powerful must do.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">India\u2019s legitimacy in the world will come from its ability <\/span><b>to stand for the highest human and universal values and at the global level.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The policy of <\/span><b>\u201cstrategic autonomy\u201d<\/b><span style=\"font-weight: 400;\"> recommended that India should not take sides in the rivalry between China and the U.S.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Strategic and foreign policy to be successful, <\/span><b>India must sustain domestic economic growth, social inclusion and democracy.<\/b><\/li>\n<\/ul>\n<p><b>Reincarnation of the Non-Aligned Movement (NAM) in the wake of Cold War (in a new form):<\/b><\/p>\n<p><b>Reviving NAM:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">An obvious way is to revive NAM by bringing in <\/span><b>new provisions and making it fit to deal with the new norm.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">A partnership of near equals <\/span><b>like IBSA (India, Brazil and South Africa)<\/b><span style=\"font-weight: 400;\"> with similar interests without any ideological conflict is probably the best model to follow.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Something on the lines of the <\/span><b>G-15 organised by India<\/b><span style=\"font-weight: 400;\"> and like-minded countries some years ago could be put together with the objective of dealing with the kind of issues identified by Prime Minister Narendra Modi at Davos \u2014 climate change, terrorism and protectionism.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Prime Minister Narendra Modi is not someone who will hesitate to<\/span><b> think out of the box to achieve his objectives.<\/b><\/li>\n<\/ul>\n<p><b>India\u2019s reluctance:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In the wake of a strategic partnership with the U.S., a revival of NAM, did not seem to appeal either to the Manmohan Singh government or the opposition Bharatiya Janata Party.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">For Prime Minister Narendra Modi too, NAM was nothing but a <\/span><b>relic of the Nehruvian past and it did not form part of his vocabulary.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Therefore, the prime Minster did not find it necessary to attend the NAM Summit in
