Why in News?<\/h2>\n

Recently, the Secretary of the Ministry of Labour & Employment chaired the 15th meeting of the BoCW Monitoring Committee with participation from all States and UTs.<\/p>\n

About<\/td>\n1. It is a centralized data management portal<\/span> which aimed at improving the welfare<\/span> of Building and Other Construction (BoC) workers across India.
\n2. It compiles and analyzes data from the BoCW Welfare Boards<\/span> of different States and Union Territories (UTs) to enhance the efficiency and effectiveness of welfare<\/span> initiatives<\/span> for these workers nationwide.<\/td>\n<\/tr>\n

Objective<\/td>\nTo enable States and UTs to make informed decisions<\/span> and frame more effective welfare policies for BoC workers.<\/td>\n<\/tr>\n

\n2. The portal helps to track fund usage, register workers under various schemes<\/span>, and ensure that they receive benefits like social security, insurance, health care, and housing.

About<\/td>\nThe Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act was enacted in 1996.
\n<\/span>It aimed at regulating the employment and conditions of service<\/span> for building and construction workers.<\/td>\n<\/tr>\n
Purpose<\/td>\nIt was enacted to address the unique challenges faced by workers in the construction sector<\/span>, who often work under hazardous conditions with limited job security and social protection.<\/td>\n<\/tr>\n
Objectives<\/td>\nThe primary objectives of the BOCW Act includes regulation of Employment, implementation of health and safety measures, establishment of welfare boards<\/span> in each state.<\/td>\n<\/tr>\n
Key Provisions of the BOCW Act<\/td>\n\n

1. The Act requires all construction workers to register with welfare boards<\/span> to access the benefits offered under the Act.
\n2. State-level welfare boards must be established to manage and implement the schemes and benefits<\/span> provided by the Act. These boards are funded by a cess on construction projects.
\n3. To fund welfare schemes for construction workers<\/span>, the Act allows a cess of 1% to 2% on the cost of construction projects.
\n4. Employers must ensure safety at construction sites<\/span> by providing safety equipment, proper scaffolding, and accident prevention measures. They are also required to provide clean drinking water, latrines, and creches for workers’ children.
\n5. The Act provides ways for construction workers<\/span> to address grievances related to employment conditions, wages, and safety.
\n6. Employers who do not comply with the Act’s requirements may face penalties<\/span>, including fines and imprisonment for serious violations.<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n
