India established <span style=\"color: #ff0000;\">diplomatic relations with Ukraine in January 1992<\/span>, with the <span style=\"color: #ff0000;\">opening of The Embassy of India in Kyiv in<\/span><br \/>\n<span style=\"color: #ff0000;\">May 1992<\/span>. For ex- The volume of India-Ukraine trade <span style=\"color: #ff0000;\">dropped from $3.39 billion in 2021-22<\/span> to <span style=\"color: #ff0000;\">$0.71 billion in 2023-24<\/span>.<\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>The visit aims to turn around the declining bilateral cooperation and deepen India-Ukraine relations.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc2\"><\/a>What have been the areas of cooperation between India and Ukraine?<\/strong><\/span><\/h2>\n<p><strong>1. Geopolitical cooperation<\/strong><br \/>\na. Soviet Union under the Ukrainian-born Leonid Brezhnev, support of India in the 1971 war against Pakistan. The slogan of Hindi-Rusi bhai-bhai was coined by USSR\u2019s Ukrainian leader, Nikita Khrushchev.<br \/>\nb. <span style=\"color: #ff0000;\">Regular exchange of high-level visits<\/span> and <span style=\"color: #ff0000;\">interactions<\/span> between India and Ukraine. <strong>For ex-<\/strong><span style=\"color: #ff0000;\">Regular telephonic communication<\/span> between <span style=\"color: #ff0000;\">Indian Prime Minister<\/span> Mr. Narendra Modi and <span style=\"color: #ff0000;\">President of Ukraine<\/span> Mr. Volodymyr Zelensky, during Russia-Ukraine War.<br \/>\nc. Regular interactions between India and Russia through Joint-Working Groups, Foreign Office Consultations.<\/p>\n<p><strong>2. Defence Cooperation<br \/>\n<\/strong>a. Ukraine has been a <span style=\"color: #ff0000;\">source of military technology<\/span> and <span style=\"color: #ff0000;\">equipment<\/span> for India since its independence. For ex- <span style=\"color: #ff0000;\">Ukraine manufactured R-27 air-to-air missiles<\/span> are <span style=\"color: #ff0000;\">used on the SU-30MKI fighters<\/span> operated by Indian Air force (IAF).<br \/>\nb. India has also started exporting defence equipments to Ukraine, during its war with Russia.<\/p>\n<p><strong>3. Economic Cooperation<br \/>\n<\/strong>a. In 2020, <span style=\"color: #ff0000;\">India was Ukraine&#8217;s largest export destination in the Asia-Pacific region<\/span>. India was Ukraine&#8217;s fifth-largest export destination.<br \/>\nb. There has been <span style=\"color: #ff0000;\">significant growth of bilateral trade<\/span> between India and Ukraine, in the last 25 years. Bilateral trade between India and Ukraine <span style=\"color: #ff0000;\">reached US $3.386 billion in 2021-22<\/span>.<br \/>\nc. <span style=\"color: #ff0000;\">Main items of export from Ukraine to India<\/span>&#8211; Agricultural products, Metallurgical products, Plastics &amp; Polymers.<br \/>\n<span style=\"color: #ff0000;\">Main items of export from India to Ukraine<\/span>&#8211; Pharmaceuticals, Machinery, Chemicals, Food products.<br \/>\nd. A number of Indian companies have their representative offices in Ukraine. <strong>For ex-<\/strong> Office of \u2018<span style=\"color: #ff0000;\">Indian Pharmaceutical Manufacturers<\/span>\u2019 Association in Ukraine.<\/p>\n<p><strong>4. Humanitarian Assistance<\/strong><br \/>\na. India has provided <span style=\"color: #ff0000;\">12 consignments measuring 99.3 tons of humanitarian assistance<\/span> to Ukraine in the wake of the Ukraine-Russia war. The aid and assistance comprises <span style=\"color: #ff0000;\">medicines<\/span>, <span style=\"color: #ff0000;\">blankets<\/span>, <span style=\"color: #ff0000;\">tents<\/span>, <span style=\"color: #ff0000;\">tarpaulin<\/span>, <span style=\"color: #ff0000;\">medical equipment<\/span>.<br \/>\nb. Indian Pharmaceutical Companies have <span style=\"color: #ff0000;\">donated more than USD 8 million worth of medical aid<\/span> and financial assistance to Ukraine.<\/p>\n<p><strong>5. Diaspora Cooperation<\/strong><br \/>\na. The local Indian community, comprises mostly <span style=\"color: #ff0000;\">business professionals<\/span> and <span style=\"color: #ff0000;\">students studying medicine<\/span>. Indian business professionals are predominantly engaged in manufacturing, packaging, trading, and service industry.<br \/>\nb. The local Indian community has formed an association called \u201c<span style=\"color: #ff0000;\">India Club<\/span>\u201d which organizes cultural and sports events.<\/p>\n<p><strong>6. Cultural Cooperation<br \/>\n<\/strong>a. Room for enhanced defence cooperation-<\/strong> Ukraine\u2019s urgent need for weapons <span style=\"color: #ff0000;\">creates an opportunity for India to shed the virtually obsolete Soviet arms<\/span>. India can swap its Soviet hardware and ammunition for Western ammunition, as India pivots away from Soviet and Russian weapons to NATO systems.<\/p>\n<p><strong>2. Geo- strategic cooperation in Indian Ocean-<\/strong> Military cooperation with Ukraine could be a strategic game-changer for India, especially in the Indian Ocean. <span style=\"color: #ff0000;\">Ukraine&#8217;s modern, low cost and innovative waterborne technology, outsmarted the Russia\u2019s vastly superior Black Sea Fleet<\/span>. India can use Ukraine&#8217;s expertise to counter China in the Indian Ocean region.<\/p>\n<p><strong>3. Enhanced cooperation in Digital sector-<\/strong> India&#8217;s deepened relations with Ukraine, can enhance the digital cooperation between the two nations and can be <span style=\"color: #ff0000;\">game changer for governance of both countries<\/span>. <span style=\"color: #333333;\"><strong>For ex-<\/strong><\/span> <span style=\"color: #ff0000;\">Indian electronic voting machines could prove invaluable to wartime Ukraine<\/span>, while <span style=\"color: #ff0000;\">Ukraine\u2019s ground-breaking DIIA app,<\/span> which places government documents and services securely in one\u2019s smart phone, <span style=\"color: #ff0000;\">could revolutionise Indian governance<\/span>.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc5\"><\/a>What Should be the Way Forward?<\/strong><\/span><\/h2>\n<p><strong>1. Tightrope Diplomatic Balancing Act-<\/strong> India must continue to diplomatically balance it&#8217;s relations with Russia and Ukraine, and with China and the US. India should not let it&#8217;s engagement with Ukraine change its equations with Russia, as Russia\u2019s engagement with China does not impact its relationship with India.<\/p>\n<p><strong>2. Take centre stage for delivering peace-<\/strong> India should take centre stage as a peaceable yet principled global player, and take the <span style=\"color: #ff0000;\">lead in negotiations of the Ukrainian peace formula<\/span>. This will help in restoring the global food supply chains and prevent millions of starvation related deaths in the World.<\/p>\n<p><strong>3. Demonstrate new definition of non-alignment-<\/strong> India must <span style=\"color: #ff0000;\">demonstrate the changed definition of non-alignment in India&#8217;s foreign policy<\/span> by <span style=\"color: #ff0000;\">deepening its relationship with Ukraine<\/span> while <span style=\"color: #ff0000;\">maintaining its close cooperation with Russia<\/span>. Non-Alignment&#8217;s definition in Indian foreign policy has changed from maintaining equal distance from all countries to maintain close ties with all countries.<\/p>\n<p>The ongoing Russia-Ukraine conflict has put India in a delicate position, requiring it to balance its historical ties with Russia against its growing partnerships with the West.
