{"id":30970,"date":"2018-10-27T11:37:58","date_gmt":"2018-10-27T06:07:58","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=30970"},"modified":"2018-10-27T11:37:58","modified_gmt":"2018-10-27T06:07:58","slug":"sc-seeks-details-on-over-crowded-prisons","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/sc-seeks-details-on-over-crowded-prisons\/","title":{"rendered":"SC seeks details on over-crowded prisons"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/news\/national\/sc-seeks-details-onover-crowded-prisons\/article22860515.ece\"><b>SC seeks details on over-crowded prisons<\/b><\/a><\/p>\n<p><b>Context:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> \u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Court to hear issues on abject conditions in jail<\/span><\/li>\n<\/ul>\n<p><b>Why in news?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Supreme Court has asked the <\/span><b>National Legal Services Authority (NALSA)<\/b><span style=\"font-weight: 400;\"> to provide details and figures of prisons where the occupancy rate is over 150% as on December 31, 2017.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The three-judge Bench has also asked NALSA to provide the number of posts lying vacant in major prisons across the country.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">\u00a0<\/span><span style=\"font-weight: 400;\">The top court is hearing a matter relating to inhuman conditions prevailing in 1,382 prisons across the country.<\/span><\/li>\n<\/ul>\n<p><b>Under Trial Review Committees (UTRCs):<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The apex court further agreed to hear issues related to standard operating procedure for <\/span><b>Under Trial Review Committees (UTRCs<\/b><span style=\"font-weight: 400;\">) and responses received from States and Union Territories on open jails on March 27.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The UTRCs, set up in every district, deliberates and recommends the release of undertrial prisoners and convicts who have completed their sentences or are entitled to be released from jail due to bail or remission granted to them.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Semi-open prisons or open prisons allow convicts to work outside the jail premises and earn a livelihood and return in the evening.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The concept was brought in to assimilate the convicts with society and reduce the psychological pressure and lack of confidence they faced lack of confidence in returning to lives outside prison.<\/span><\/li>\n<\/ul>\n<p><b>Open prisons<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Last year, a Supreme Court judgment had encouraged the need for open prisons.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It had urged for steps like the appointment of counsellors and support persons for prisoners, particularly first-time offenders.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The apex court had suggested steps like more family visits for prisoners and use of phones and video-conferencing not only between a prisoner and family, but also his lawyers.<\/span><\/li>\n<\/ul>\n<p><b>Board of Visitors:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The court had directed the <\/span><b>State Legal Services Authorities (SLSAs<\/b><span style=\"font-weight: 400;\">) to conduct a study and performance audit of prisons.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It wanted the government to constitute a Board of Visitors which includes eminent members of society to initiate prison reforms.<\/span><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>SC seeks details on over-crowded prisons Context: \u00a0\u00a0Court to hear issues on abject conditions in jail Why in news?
