Core inflation (nonfood, non-fuel) currently is <strong>3.1 per cent<\/strong>.<\/p>\n<p><strong>India\u2019s Growth on a robust path<\/strong><br \/>\nIndia\u2019s economic growth continues to be the shining exception and will remain so in the years ahead.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc2\"><\/a>What are the 9 priority areas and Related Policy Annoucements for the achievement of Viksit Bharat in the Budget 2024-25?<\/strong><\/span><\/h2>\n<p><span style=\"color: #000000;\"><strong>Priority 1: Productivity and resilience in Agriculture<\/strong><\/span><\/p>\n<p><strong>a. Transformation of agriculture research-<\/strong> Focus on raising productivity and developing climate resilient varieties. Provision for funding for agricultural research in challenge mode, including the private sector.<\/p>\n<p><strong>b. Release of new varieties-<\/strong> Release of new <span style=\"color: #ff0000;\">109 high-yielding and climate-resilient varieties<\/span> of 32 field and horticulture crops for cultivation by farmers.<\/p>\n<p><strong>c. Natural Farming-<\/strong> Initiation of <span style=\"color: #ff0000;\">1 crore farmers across the country into natural farming<\/span> supported by certification and branding, in the next two years.<\/p>\n<p><strong>d. Missions for pulses and oilseeds-<\/strong> Launch of a mission for achieving \u2018<span style=\"color: #ff0000;\">atmanirbharta<\/span>\u2019 for oil seeds such as mustard, groundnut, sesame, soybean, and sunflower.<\/p>\n<p><strong>e. Digital Public Infrastructure (DPI) for Agriculture-<\/strong> The use of DPI in agriculture for coverage of farmers and their lands in 3 years. <span style=\"color: #ff0000;\">Details of 6 crore farmers and their lands to be brought into the farmer and land registries<\/span>. Enabling the Issuance of Jan Samarth based Kisan Credit Cards in 5 states.<\/p>\n<p><strong>f. Shrimp Production &amp; Export-<\/strong> Financial support for setting up a network of <span style=\"color: #ff0000;\">Nucleus Breeding Centres for Shrimp Broodstocks<\/span>. Facilitation of finance for shrimp farming, processing and export through NABARD.<\/p>\n<p><strong>g. National Cooperation Policy-<\/strong> Formulation of a <span style=\"color: #ff0000;\">National Cooperation Policy<\/span> for systematic, orderly and all-round development of the cooperative sector.<\/p>\n<p><span style=\"color: #000000;\"><strong>Priority 2- Employment &amp; Skilling<\/strong><\/span><\/p>\n<p><strong>a. Employment Linked Incentive-<\/strong> 3 schemes for \u2018<span style=\"color: #ff0000;\">Employment Linked Incentive<\/span>\u2019, to be launched as part of the Prime Minister\u2019s package.<\/p>\n<p><strong>Scheme A: First Timers-<\/strong> This scheme is to be launched to provide<span style=\"color: #ff0000;\"> one-month wage to all persons newly entering the workforce in all formal sectors<\/span>. The direct benefit transfer of one-month salary in 3 instalments to first-time employees, as registered in the EPFO. The support will be upto Rs. 15,000. The eligibility limit will be a salary of Rs. 1 lakh per month. The scheme is expected to benefit 210 lakh youth.<\/p>\n<p><strong>Scheme B: Job Creation in manufacturing-<\/strong> An incentive to be provided at <span style=\"color: #ff0000;\">specified scale directly both to the employee and the employer<\/span>, with respect to their EPFO contribution in the first 4 years of employment. The scheme is expected to benefit 30 lakh youth entering employment, and their employers.<\/p>\n<p><strong>Scheme C: Support to employers-<\/strong> This employer-focused scheme will cover additional employment in all sectors. All additional employment within a salary of <span style=\"color: #ff0000;\">Rs.1 lakh per month<\/span> will be counted. The government will reimburse to employers up to <span style=\"color: #ff0000;\">Rs. 3,000 per month for 2 years towards their EPFO contribution<\/span> for each additional employee. The scheme is expected to incentivize additional employment of 50 lakh persons.<\/p>\n<p><strong>b. Participation of women in the workforce-<\/strong> Facilitation of higher participation of women in the workforce through setting up of<span style=\"color: #ff0000;\"> working women hostels<\/span> in collaboration with industry, and establishment of creches.<\/p>\n<p><strong>c. Skilling programme-<\/strong> A new centrally sponsored scheme to be launched to <span style=\"color: #ff0000;\">skill 20 lakh youth over a 5-year period<\/span>. 1,000 Industrial Training Institutes to be upgraded in hub and spoke arrangements with outcome orientation.<\/p>\n<p><strong>d. Skilling Loans-<\/strong> The <span style=\"color: #ff0000;\">Model Skill Loan Scheme<\/span> to be revised to facilitate loans up to <span style=\"color: #ff0000;\">Rs. 7.5 lakh with a guarantee from a government promoted Fund<\/span>. This measure is expected to help 25,000 students every year.<\/p>\n<p><strong>e. Education Loans-<\/strong> Financial support for loans upto <span style=\"color: #ff0000;\">Rs. 10 lakh for higher education<\/span> in domestic institutions. E-vouchers for this purpose to be given directly to <span style=\"color: #ff0000;\">1 lakh students every year<\/span> for annual interest subvention of 3 per cent of the loan amount.<\/p>\n<p><strong>\u00a0<\/strong><span style=\"color: #000000;\"><strong>Priority 3: Inclusive Human Resource Development and Social Justice<\/strong><\/span><\/p>\n<p><strong>a. Saturation approach- <\/strong>Saturation approach to be employed for covering all eligible people through various programmes.<\/p>\n<p><strong>b. Purvodaya-<\/strong> A plan, Purvodaya, for the <span style=\"color: #ff0000;\">all-round development of the eastern region of the country<\/span> covering Bihar, Jharkhand, West Bengal, Odisha and Andhra Pradesh to be launched. This will cover human resource development, infrastructure, and generation of economic opportunities to make the region an engine to attain Viksit Bharat.<\/p>\n<p><strong>c. The announcements related to Bihar\u2013<\/strong> Industrial node at Gaya, connectivity projects, such as (1) Patna-Purnea Expressway, (2) Buxar-Bhagalpur Expressway, (3) Bodhgaya, Rajgir, Vaishali and Darbhanga spurs, and (4) additional 2-lane bridge over river Ganga at Buxar at a total cost of Rs. 26,000 crore.<\/p>\n<p><strong>d. The announcements Related to Andhra Pradesh-<\/strong> Reiteration of the firm commitment to Andhra Pradesh Reorganization Act provisions. Rs. 15,000 crores to be arranged in the current financial year, with additional amounts in future years. Financing and early completion of the Polavaram Irrigation Project and Grants for backward regions of Rayalaseema, Prakasam and North Coastal Andhra.<\/p>\n<p><strong>e. <\/strong><strong>PM Awas Yojana- <\/strong><span style=\"color: #ff0000;\">Three crore additional houses<\/span> under the PM Awas Yojana in rural and urban areas in the country.<\/p>\n<p><strong>f. Women-led development- <\/strong>An allocation of more than <span style=\"color: #ff0000;\">Rs. 3 lakh crores for schemes<\/span> benefitting women and girls and promoting women-led development<\/p>\n<p><strong>g. Pradhan Mantri Janjatiya Unnat Gram Abhiyan-<\/strong> The abhiyan aims to <span style=\"color: #ff0000;\">improve the socio-economic condition of tribal communities<\/span>, by adopting saturation coverage for tribal families in tribal-majority villages and aspirational districts. This will cover 63,000 villages benefitting 5 crore tribal people.<\/p>\n<p><strong>h. Bank branches in North-Eastern Region-<\/strong> More than <span style=\"color: #ff0000;\">100 branches of India Post Payment Bank<\/span> to be set up in the North East region to expand the banking services.<\/p>\n<p><span style=\"color: #000000;\"><strong>Priority 4: Manufacturing &amp; Services<\/strong><\/span><\/p>\n<p><strong>a. Support for promotion of MSMEs<\/strong>&#8211; The following initiatives have been announced as part of the Budget-<br \/>\nCredit Guarantee Scheme for MSMEs in the Manufacturing Sector without collateral or third-party guarantee<br \/>\nb. Public sector banks to build their <span style=\"color: #ff0000;\">in-house loan assessment model MSMEs for credit<\/span><br \/>\nc. Credit Support to MSMEs during <span style=\"color: #ff0000;\">Stress Period<\/span> through a guarantee from a government promoted fund.<br \/>\nd. <span style=\"color: #ff0000;\">Enhanced Mudra Loan limits<\/span>, from 10 lakhs to 20 lakhs, for MSME entrepreneurs who have repaid loans under Tarun category<br \/>\ne. Turnover threshold of buyers for mandatory onboarding on the <span style=\"color: #ff0000;\">TReDS platform reduced to Rs. 250 crores from Rs. 500 crores<\/span><br \/>\nf. Establishment of <span style=\"color: #ff0000;\">SIDBI branches in MSME clusters<\/span><br \/>\ng. Establishment of <span style=\"color: #ff0000;\">50 MSME Units for Food Irradiation, Quality &amp; Safety Testing<\/span>.<\/p>\n<p><strong>b. Internship in Top Companies-<\/strong> A comprehensive scheme for providing<span style=\"color: #ff0000;\"> internship opportunities in 500 top companies to 1 crore youth in 5 years<\/span>. An internship allowance of <span style=\"color: #ff0000;\">Rs. 5,000 per month<\/span> along with one-time assistance of <span style=\"color: #ff0000;\">Rs. 6,000 to be provided<\/span>. Companies to bear the training cost and 10 per cent of the internship cost from their CSR funds.<\/p>\n<p><strong>c. Industrial Parks-<\/strong> Development of <span style=\"color: #ff0000;\">investment-ready<\/span> \u201c<span style=\"color: #ff0000;\">plug and play<\/span>\u201d industrial parks with complete infrastructure in or near 100 cities. <span style=\"color: #ff0000;\">Sanctioning of twelve industrial parks<\/span> under the National Industrial Corridor Development Programme.<\/p>\n<p><strong>d. Rental Housing- <\/strong>Rental housing with <span style=\"color: #ff0000;\">dormitory type accommodation for industrial workers<\/span> to be facilitated in PPP mode with VGF support and commitment from anchor industries.<\/p>\n<p><strong>e. Critical Mineral Mission-<\/strong> <span style=\"color: #ff0000;\">Launch of Critical Mineral Mission<\/span> for domestic production, recycling of critical minerals, and overseas acquisition of critical mineral assets.<\/p>\n<p><strong>f. Digital Public Infrastructure Applications-<\/strong> Use of <span style=\"color: #ff0000;\">DPI applications at population scale for productivity gains<\/span>, business opportunities, and innovation by the private sector. These are planned in credit, e-commerce, education, health, law and justice, logistics, MSME, services delivery, and urban governance.<\/p>\n<p><strong>g. Debt recovery and IBC-<\/strong> Steps for <span style=\"color: #ff0000;\">reforming and strengthening debt recovery tribunals to be taken<\/span>. Additional tribunals to be established. Out of those, some will be notified to decide cases exclusively under the Companies Act.<\/p>\n<p><strong>h. Voluntary closure of LLPs-<\/strong> The services of the <span style=\"color: #ff0000;\">Centre for Processing Accelerated Corporate Exit<\/span> (C-PACE) to be extended for voluntary closure of LLPs to reduce the closure time.<\/p>\n<p><span style=\"color: #000000;\"><strong>Priority 5- Urban Development<\/strong><\/span><\/p>\n<p><strong>a. Cities as Growth Hubs and Creative redevelopment of cities-<\/strong> Policies to be formulated for the achievement of both these initiatives.<\/p>\n<p><strong>b. Transit Oriented Development-<\/strong> <span style=\"color: #ff0000;\">Transit Oriented Development plans<\/span> for 14 large cities with a population above 30 lakhs to be formulated.<\/p>\n<p><strong>c. Urban Housing-<\/strong> Housing needs of <span style=\"color: #ff0000;\">1 crore urban poor and middle-class families to be addressed<\/span> with an investment of \u20b9 10 lakh crore, under the PM Awas Yojana Urban 2.0. Central assistance of \u20b9 2.2 lakh crore to be provided in the next 5 years.<\/p>\n<p><strong>d. Water Supply and Sanitation-<\/strong> Pomotion of water supply, sewage treatment and solid waste management projects and services for <span style=\"color: #ff0000;\">100 large cities through bankable projects in partnership<\/span> with the State Governments and Multilateral Development Banks.<\/p>\n<p><strong>e. Street Markets-<\/strong> The development of <span style=\"color: #ff0000;\">100 weekly \u2018haats\u2019 or street food hubs<\/span> in select cities.<\/p>\n<p><strong>f. Stamp Duty-<\/strong> The states to be encouraged to consider further lowering duties for properties purchased by women.<\/p>\n<p><span style=\"color: #000000;\"><strong>Priority 6- Energy Security<\/strong><\/span><\/p>\n<p><strong>a. Launch of Initiatives with private sector Collaboration in Nuclear Energy- <\/strong>Setting up<span style=\"color: #ff0000;\"> Bharat Small Reactors<\/span> and <span style=\"color: #ff0000;\">R&amp;D of Bharat Small Modular Reactor<\/span> and newer technologies for nuclear energy.<\/p>\n<p><strong>b. PM Surya Ghar Muft Bijli Yojana-<\/strong> Steps to be taken for encouragement of <span style=\"color: #ff0000;\">PM Surya Ghar Muft Bijli Yojana<\/span> to install rooftop solar plants to enable 1 crore households obtain free electricity up to 300 units every month.<\/p>\n<p><strong>c. Pumped Storage Policy-<\/strong> A policy for <span style=\"color: #ff0000;\">promotion of pumped storage projects<\/span> to be brought out for electricity storage.<\/p>\n<p><strong>d. Advanced Ultra Super Critical Thermal Power Plants-<\/strong> A joint venture between<span style=\"color: #ff0000;\"> NTPC and BHEL to set up a full scale 800 MW commercial plant<\/span> using <span style=\"color: #ff0000;\">Advanced Ultra Super Critical Thermal Power Plants<\/span> (AUSC) technology.<\/p>\n<p><strong>e. Roadmap for \u2018hard to abate\u2019 industries-<\/strong> Appropriate regulations for transition of these industries from the current \u2018<span style=\"color: #ff0000;\">Perform, Achieve and Trade<\/span>\u2019 mode to \u2018<span style=\"color: #ff0000;\">Indian Carbon Market<\/span>\u2019 mode to be put in place.<\/p>\n<p><strong>f. Support to traditional micro and small industries-<\/strong> An <span style=\"color: #ff0000;\">investment-grade energy audit<\/span> of traditional micro and small industries in 60 clusters, including brass and ceramic, to be facilitated. The scheme to be replicated in another 100 clusters in the next phase.<\/p>\n<p><span style=\"color: #000000;\"><strong>Priority 7- Infrastructure<\/strong><\/span><\/p>\n<p><strong>a. Infrastructure provisions-<\/strong> Provision of<span style=\"color: #ff0000;\"> \u20b911,11,111 crore for infrastructure<\/span> (3.4% of GDP) for capital expenditure. Provision of \u20b91.5 lakh crore to states as llong-terminterest free loans to support resource allocation.<\/p>\n<p><strong>b. Pradhan Mantri Gram Sadak Yojana (PMGSY)-<\/strong> Phase IV of PMGSY to be launched to provide all-weather connectivity to <span style=\"color: #ff0000;\">25,000 rural habitations<\/span>, which have become eligible in view of their population increase.<\/p>\n<p><strong>c. Irrigation and Flood Mitigation-<\/strong> <span style=\"color: #ff0000;\">Financial support of \u20b911,500 crore<\/span> for projects such as the <span style=\"color: #ff0000;\">Kosi-Mechi intra-state link<\/span> and 20 other ongoing and new schemes.<\/p>\n<p><strong>d. Tourism-<\/strong> Support for the comprehensive development of<span style=\"color: #ff0000;\"> Vishnupad Temple Corridor<\/span> and <span style=\"color: #ff0000;\">Mahabodhi Temple Corridor<\/span> modelled on the successful Kashi Vishwanath Temple Corridor.<\/p>\n<p><span style=\"color: #000000;\"><strong>Priority 8- Innovation, Research &amp; Development<\/strong><\/span><\/p>\n<p><strong>a. Anusandhan National Research Fund-<\/strong> Operationalization of the <span style=\"color: #ff0000;\">Anusandhan National Research Fund<\/span> for basic research and prototype development.<\/p>\n<p><strong>b. Private Sector Driven Research-<\/strong> Private sector-driven research and innovation at commercial scale with a financing pool of<span style=\"color: #ff0000;\"> \u20b91 lakh crore<\/span>.<\/p>\n<p><strong>c. Space Economy- <\/strong><span style=\"color: #ff0000;\">A venture capital fund of \u20b91,000 crore<\/span> to be set up for the development of space economy.<\/p>\n<p><strong>Priority 9- Next Generation Reforms<\/strong><\/p>\n<p><strong>a. Economic Policy Framework- <\/strong>Formulation of an Economic Policy Framework for Improving productivity of factors of production. Facilitating markets and sectors to become more efficient.<\/p>\n<p><strong>b. Further there has been incentivization of internships with an outlay of \u20b92,000 crore and emphasis on Skill development with state government\u2019s cooperation (<span style=\"color: #ff0000;\">Model Skill Loan Scheme<\/span>).<\/p>\n<p>These steps taken in the Budget 2024-25, deliver on the the rising aspirations of the Youth as recommended by the Economic Survey 2024-25.<\/p>\n<p><strong>2. Concerted Bid to address the Challenges Faced By MSMEs-<\/strong> The steps taken in the Budget 2024-25 like <span style=\"color: #ff0000;\">Credit Guarantee Scheme<\/span>, <span style=\"color: #ff0000;\">New assessment model<\/span>, <span style=\"color: #ff0000;\">Credit Support during Stress Period<\/span>, are attempts to address the financial and working capital challenges faced by the MSMEs.<\/p>\n<p><strong>3. Tax relief for the salaried class-<\/strong> The standard deduction has been raised and the tax slabs with their relevant tax rates have been <span style=\"color: #ff0000;\">revised in the Budget 2024-25<\/span>. This will leave a little more money in the hands of the salaried class, post taxes. Pensioners are also set to benefit by a marginal increase of \u20b910,000 in the deduction allowed on family pensions.<\/p>\n<p><strong>4. Sticking to the Fiscal Consolidation Plan-<\/strong> Budget for 2024-25 sticks to the government\u2019s fiscal consolidation path, with the <span style=\"color: #ff0000;\">Fiscal Deficit proposed to be pared to 4.9% of GDP<\/span>.<\/p>\n<p>This increases the <span style=\"color: #ff0000;\">possibility of a sovereign rating upgrade of domestic bonds<\/span> have embarked on a maiden journey of getting included in global bond indices. Support to the Annadata (Farmers)-<\/strong> The <span style=\"color: #ff0000;\">promotion of Atmanirbharta in pulses and oilseeds<\/span>, focus on <span style=\"color: #ff0000;\">agriculture research<\/span> (bearing in mind the realities of climate change), <span style=\"color: #ff0000;\">large-scale clusters for vegetable production<\/span>, and <span style=\"color: #ff0000;\">Digital Public Infrastructure<\/span> (DPI) in agriculture for coverage of farmers and their lands, are all likely measures to support the Annadata (i.e., farmer).<\/p>\n<p>A thriving agriculture sector will allow the government to deliver on its promise of food grains under the <span style=\"color: #ff0000;\">Pradhan Mantri Garib Kalyan Anna Yojana<\/span> (PMGKAY), which has now been extended for five years.<\/p>\n<p><strong>6. Push towards Housing for all-<\/strong> The outlay for <span style=\"color: #ff0000;\">Pradhan Mantri Awas Yojana<\/span> (PMAY)- <span style=\"color: #ff0000;\">Urban<\/span> and<span style=\"color: #ff0000;\"> Rural<\/span> has seen a <span style=\"color: #ff0000;\">massive jump<\/span> of <span style=\"color: #ff0000;\">37%<\/span> and <span style=\"color: #ff0000;\">70%<\/span> respectively. The Budget reaffirms that housing for all remains a key hallmark of the government.<\/p>\n<p><strong>7. Boost to PLI Scheme for Atmanirbhar Bharat-<\/strong> The <span style=\"color: #ff0000;\">outlay on Production Linked Incentive<\/span> (PLI) was increased by <span style=\"color: #ff0000;\">75% in the Budget for FY25<\/span>. This increase accompanied by tweaks to sectoral custom duties is a bid to support domestic manufacturing and deepen local value addition.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc5\"><\/a>What are the concerns with the Budget 2024-25?<\/strong><\/span><\/h2>\n<p><strong>1. Cuts in the Social Sector Schemes- <\/strong>The Budget has cut the share of Social sector schemes outlays which includes school and higher education. The outlay for the rural job guarantee scheme- <span style=\"color: #ff0000;\">MGNREGA is at a nine-year low share of 1.78% of overall outlay<\/span>.<\/p>\n<p><strong>2. Reduction in schemes for Minorities-<\/strong> The Budget has seen a reduction in the budget for education schemes for Madrasas and Minorities from<span style=\"color: #ff0000;\"> \u20b910 crore to \u20b92 crore in 2024-25<\/span>.<\/p>\n<p><strong>3. Removal of Indexation-<\/strong> The <span style=\"color: #ff0000;\">removal of indexation for calculating the value of the Long term asset<\/span> (Real estate), is being viewed as an additional tax burden for the real estate property dealers.<\/p>\n<p><strong>4. No announcement on Indian Railways-<\/strong> The country\u2019s largest employer, the Indian Railways, <span style=\"color: #ff0000;\">was a glaring absence in the Budget speech of the Finance Minister<\/span>. There were no announcements on the Railway sector which continues to suffer from low freight and passenger capacity, low staff and manpower and safety issues.<\/p>\n<p><strong>5. No announcement regarding the indirect tax system of MSMEs-<\/strong> The budget has failed to address the demands of MSMEs for simplification and rationalization of the GST regime.<\/p>\n<p><strong>6. Obsession with fiscal consolidation-<\/strong> Some critics hold that government\u2019s obsession with fiscal consolidation, which is visible in its bid to reduce the <span style=\"color: #ff0000;\">fiscal deficit to 4.9% of GDP in 2024-25 from 5.1% in the interim budget<\/span>, may constrain government spending.<\/p>\n<p><strong>7. Lack of a clear economic strategy or vision to tackle the economic slowdown-<\/strong> Critics have also pointed that the budget lacks the clear economic strategy and vision to tackle the slowdown in aggregate demand, private investment, exports and the resulting jobs crisis.
