What are their Examples?<\/h2>\n<p><strong>Commons-<\/strong> The term &#8220;<span style=\"color: #ff0000;\">Commons<\/span>&#8221; refers to <span style=\"color: #ff0000;\">resources<\/span> that are <span style=\"color: #ff0000;\">not owned<\/span> by <span style=\"color: #ff0000;\">individuals<\/span>, <span style=\"color: #ff0000;\">groups<\/span>, or <span style=\"color: #ff0000;\">governments<\/span> but are <span style=\"color: #ff0000;\">shared collectively by the community<\/span>.<\/p>\n<p><strong>Types of Commons<\/strong><\/p>\n<p><strong>Natural Commons-<\/strong> These include <span style=\"color: #ff0000;\">forests<\/span>, <span style=\"color: #ff0000;\">rivers<\/span>, and <span style=\"color: #ff0000;\">sacred lands<\/span> that serve the community.<\/p>\n<p><strong>Intangible Commons-<\/strong> These include shared resources like <span style=\"color: #ff0000;\">language<\/span>,<span style=\"color: #ff0000;\"> folk art<\/span>, <span style=\"color: #ff0000;\">dance<\/span>, <span style=\"color: #ff0000;\">local customs<\/span>, and <span style=\"color: #ff0000;\">traditional knowledge<\/span>.<\/p>\n<p><strong>Global Commons-<\/strong> These include polar regions, such as the <span style=\"color: #ff0000;\">Arctic<\/span> and <span style=\"color: #ff0000;\">Antarctica<\/span>, <span style=\"color: #ff0000;\">outer space<\/span>, and planetary bodies, are not owned by any one nation and are available for specific uses by all.<\/p>\n<p><strong>Digital Commons-<\/strong> These include resources such as the<span style=\"color: #ff0000;\"> Internet<\/span>, <span style=\"color: #ff0000;\">open-source software<\/span>, <span style=\"color: #ff0000;\">digital resources licensed under creative commons<\/span> which can be freely used by everyone.<\/p>\n<h2>What should be the Governance Mechanism of Global Commons?<\/h2>\n<p>Governance mechanisms for Commons vary from international agreements to local structures.<\/p>\n<p><strong>1. Government or market intervention-<\/strong> <span style=\"color: #ff0000;\">Garrett Hardin&#8217;s<\/span> &#8220;Tragedy of the Commons&#8221; theory suggested <span style=\"color: #ff0000;\">government or market intervention<\/span> was necessary to <span style=\"color: #ff0000;\">prevent overexploitation<\/span>.<\/p>\n<p><strong>2. Community-led Governance-<\/strong> <span style=\"color: #ff0000;\">Elinor Ostrom&#8217;s<\/span> Nobel-winning research demonstrated that <span style=\"color: #ff0000;\">community-led governance<\/span> often led to more <span style=\"color: #ff0000;\">sustainable management of commons<\/span>.<\/p>\n<h2>What should be the approach for managing commons in India?<\/h2>\n<p>India\u2019s Commons, are estimated to cover about <span style=\"color: #ff0000;\">205 million acres<\/span>, support nearly <span style=\"color: #ff0000;\">350 million rural people<\/span> and generate approximately <span style=\"color: #ff0000;\">\u20b96.6 lakh crore annually in goods and ecological services<\/span>.<\/p>\n<p><strong>Forest Rights Act-<\/strong> India&#8217;s 2006 Forest Rights Act (FRA) is considered a good model for managing forest Commons, granting ownership rights to forest-dwellers.<\/p>\n<p><strong>Demand for a Bill for Commons-<\/strong> NGOs advocate for a <span style=\"color: #ff0000;\">model commons Bill<\/span> to improve governance of these shared resources. At the rural level, Commons governance is often undefined or lacks resources and legal backing.
