{"id":31033,"date":"2018-10-27T11:54:28","date_gmt":"2018-10-27T06:24:28","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=31033"},"modified":"2018-10-27T11:54:28","modified_gmt":"2018-10-27T06:24:28","slug":"canary-in-coal-mine","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/canary-in-coal-mine\/","title":{"rendered":"Canary in coal mine"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/todays-paper\/tp-opinion\/canary-in-coal-mine\/article22840473.ece\"><b>Canary in coal mine<\/b><\/a><\/p>\n<p><b>Context:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Central government has allowed the re-entry of commercial mining firms into the sector.<\/span><\/li>\n<\/ul>\n<p><b>Key reasons for taking coal out of the private sectors hand:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">India\u2019s coal industry was predominantly driven by the private sector after Independence until the Indira Gandhi government decided to transfer all coal holdings to Coal India through the Coal Mines (Nationalisation) Act, 1973.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The key reason cited for taking coal out of the private sector\u2019s hands was that it was essential to meet power needs.<\/span><\/li>\n<\/ul>\n<p><b>India\u2019s coal market:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Today, India\u2019s coal market is a virtual monopoly for the public sector behemoth.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Coal India accounts for over 80% of the country\u2019s coal supply.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> Another public sector firm, Singareni Collieries Company, and some captive coal mines allotted to private players for specific end-uses such as in the steel and power industries, account for the rest.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Opening up commercial mining and sale of coal for private players is an overdue reform.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">India has a high dependence on coal for power generation. Despite an aggressive push for renewable and nuclear sources, 70% of electricity generation is through coal-fired thermal plants.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In recent years there has been a significant surge in imports as Coal India, despite its rich coal-bearing belts and increased output, is unable to keep pace with demand from new power plants.<\/span><\/li>\n<\/ul>\n<p><b>Irregularities in allocation:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">In September 2014, the Supreme Court cancelled the allocation of 204 coal mines to public and private players, after the Comptroller and Auditor General of India found fault with the allocation mechanism.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">An ordinance was brought and transparent auction process was evolved for the affected mines.<\/span><\/li>\n<\/ul>\n<p><b>Coal Mines (Special Provisions) Act of 2015:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> Enabling provisions for commercial mining and sale of coal were already included in the Coal Mines (Special Provisions) Act of 2015.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Cabinet Committee on Economic Affairs has now allowed their operationalisation by clearing the methodology to be followed for auctioning rights.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The move will boost energy security, making coal affordable and creating jobs.<\/span><\/li>\n<\/ul>\n<p><b>Way ahead:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Norms to ensure miners\u2019 safety must be upgraded.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The integrity of the process is key, so that auctions don\u2019t translate into a winner&#8217;s\u2019 curse as has happened in sectors like telecom.<\/span><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Canary in coal mine Context: The Central government has allowed the re-entry of commercial mining firms into the sector.
