{"id":31278,"date":"2018-10-27T12:56:30","date_gmt":"2018-10-27T07:26:30","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=31278"},"modified":"2018-10-27T12:56:30","modified_gmt":"2018-10-27T07:26:30","slug":"prasar-bharati-centre-on-collision-course","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/prasar-bharati-centre-on-collision-course\/","title":{"rendered":"Prasar Bharati, Centre on collision course"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/todays-paper\/tp-national\/prasar-bharati-centre-on-collision-course\/article22756321.ece\"><b>Prasar Bharati, Centre on collision course<\/b><\/a><\/p>\n<p><b>Context:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Prasar Bharati Board on Thursday will discuss a proposal of the Information and Broadcasting Ministry to appoint an IAS officer as a board member, giving it a larger say in the working of the autonomous public service broadcaster.<\/span><\/li>\n<\/ul>\n<p><b>Introduction:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Surya Prakash, who was recently reappointed Prasar Bharati Chairperson, is likely to red-flag the appointment as it is in contravention of two clauses of the Prasar Bharati Act.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The member (personnel) is responsible for all the personnel and administrative matters concerning the public service broadcaster.<\/span><\/li>\n<\/ul>\n<p><b>Purpose of this decision:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">To have a better control over the autonomous body.<\/span><\/li>\n<\/ul>\n<p><b>Against the Act:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Clause 4(1) of the Act says the Chairman and all the members of the board are to be appointed by the President on the recommendation of a committee consisting of the Vice-President, the Chairman of the Press Council of India and a nominee of the President.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> \u00a0<\/span><span style=\"font-weight: 400;\">Clause 6(2) says the member (personnel) <\/span><span style=\"font-weight: 400;\">\u201cshall be whole-time member\u201d<\/span><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Clause 6(7) says whole-time members shall be the employees of the corporation.<\/span><\/li>\n<\/ul>\n<p><b>What is the controversy?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It is not under the board\u2019s jurisdiction to make such a suggestion to the government when there is an Act that clearly lays down the method to make such an appointment.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The proposal seeks to bypass the office of Vice-President M.
