At the <span style=\"color: #ff0000;\">19th ASEAN-India Summit <span style=\"color: #333333;\">to commemorate 30th anniversary of ASEAN-India Dialogue Relations<\/span><\/span><span style=\"color: #333333;\">, the<\/span> <span style=\"color: #ff0000;\">Strategic Partnership<\/span> was elevated to the <span style=\"color: #ff0000;\">Comprehensive Strategic Partnership<\/span>. India regularly participates in the meetings of the <span style=\"color: #ff0000;\">East Asia Summit<\/span> (EAS), <span style=\"color: #ff0000;\">ASEAN Regional Forum<\/span> (ARF), <span style=\"color: #ff0000;\">ASEAN Defence Ministers Meeting+<\/span> (ADMM+) and the <span style=\"color: #ff0000;\">Expanded ASEAN Maritime Forum<\/span> (EAMF) meetings and its supporting processes.<\/p>\n<p><span style=\"color: #000000;\"><strong>Geostrategic cooperation<\/strong><\/span><\/p>\n<p><strong>1. Comprehensive Strategic Partnership-<\/strong> The relationship has evolved into a Comprehensive Strategic Partnership, with special focus on <span style=\"color: #ff0000;\">maritime cooperation<\/span>.<\/p>\n<p><strong>2. Joint Initiatives-<\/strong> India and ASEAN have established mechanisms like the <span style=\"color: #ff0000;\">ASEAN-India Cooperation Fund<\/span> and <span style=\"color: #ff0000;\">the ASEAN-India Science and Technology Development Fund<\/span> to support various collaborative projects.<\/p>\n<p><span style=\"color: #000000;\"><strong>Geo-Economic Cooperation<\/strong><\/span><\/p>\n<p><strong>1. Trade Relations-<\/strong> ASEAN is India&#8217;s <span style=\"color: #ff0000;\">fourth-largest trading partner<\/span>, with bilateral trade reaching around <span style=\"color: #ff0000;\">USD 70<\/span> <span style=\"color: #ff0000;\">billion<\/span>. India recently signed a <span style=\"color: #ff0000;\">Free Trade Agreement<\/span> (FTA) in goods in 2009 and expanded this agreement to include <span style=\"color: #ff0000;\">services and investments<\/span> in 2014.<\/p>\n<p><strong>2. Commodities Trade-<\/strong> Commodity trade between India and ASEAN region has reached <span style=\"color: #ff0000;\">USD 110.39 billion<\/span> in April 2021-March 2022, with exports to ASEAN worth USD 42.327 billion and imports from ASEAN worth USD 68.07 billion. This is for the <span style=\"color: #ff0000;\">first time bilateral trade<\/span> with ASEAN has <span style=\"color: #ff0000;\">crossed 100 billion<\/span>.<\/p>\n<p><strong>3. Consultation Mechanisms-<\/strong> The <span style=\"color: #ff0000;\">ASEAN Economic Ministers-India Consultations<\/span> (AEM + India) and the <span style=\"color: #ff0000;\">ASEAN-India Business Council<\/span> (AIBC) promote Comprehensive Economic Cooperation between India and the ASEAN region.<\/p>\n<p><strong>4. Investment Initiatives-<\/strong> Between 2000-2019, cumulative FDIs from ASEAN to India were <span style=\"color: #ff0000;\">$117.88 billion<\/span>. However, these are mainly accounted for by Singaporean investments in India ($115 billion).<\/p>\n<p><strong>Connectivity Cooperation<\/strong><\/p>\n<p><strong>1. Infrastructure Projects-<\/strong> India-ASEAN relations are characterised by key initiatives, which include the <span style=\"color: #ff0000;\">India-Myanmar-Thailand Trilateral Highway<\/span> and the <span style=\"color: #ff0000;\">Kaladan Multimodal Project<\/span>. These aim to improve transport links between India and ASEAN countries, particularly enhancing access to Northeast India.<\/p>\n<p><strong>Cultural and Social Cooperation<\/strong><\/p>\n<p><strong>1. Educational Exchanges-<\/strong> Programs such as <span style=\"color: #ff0000;\">scholarships for ASEAN students in Indian institutions<\/span> and various cultural exchange strengthen people-to-people ties.<\/p>\n<p><strong>2. Capacity Building-<\/strong> Collaborative efforts between India and ASEAN includes capacity building in various sectors. Geostrategic Challenges-<\/strong> The embroilment of ASEAN member states in territorial disputes like <span style=\"color: #ff0000;\">South China Sea Dispute<\/span>, <span style=\"color: #ff0000;\">complicates India&#8217;s engagement with ASEAN<\/span>, as India seeks to navigate these disputes while promoting stability in the region.<\/p>\n<p><span style=\"color: #333333;\"><strong>3. Economic Concerns-\u00a0<\/strong><\/span><\/p>\n<p><strong>a. Walking out of RCEP-<\/strong> Delhi\u2019s decision to walk out of the <span style=\"color: #ff0000;\">regional negotiations on trade liberalisation<\/span> (RCEP) at the eleventh hour has created a sense of economic disappointment for ASEAN members.<\/p>\n<p><strong>b. Growing Trade Imbalances-<\/strong> India faces a <span style=\"color: #ff0000;\">growing trade deficit with ASEAN<\/span>, with China being the largest trading partner for ASEAN countries. There has been sluggish progress in India-ASEAN trade due to issues related to <span style=\"color: #ff0000;\">implementation<\/span>, <span style=\"color: #ff0000;\">customs procedures<\/span>, and <span style=\"color: #ff0000;\">non-tariff barriers<\/span>.<\/p>\n<p><strong>c. Slow Implementation of Connectivity Projects-\u00a0<\/strong>There has been slow progress on the India-Myanmar-Thailand Trilateral Highway projects, when contrasted with the China&#8217;s Belt and Road Initiative, which has gained traction among some ASEAN nations.<\/p>\n<p><strong>d. Trade and Investment Barriers-<\/strong> Non-tariff barriers, such as <span style=\"color: #ff0000;\">complex customs procedures<\/span> and <span style=\"color: #ff0000;\">inconsistent regulations<\/span>, hinder smoother trade and investment flows between India and ASEAN countries.<\/p>\n<p><strong>Internal Divisions within ASEAN<\/strong><\/p>\n<p><strong>Differing Responses to Myanmar-<\/strong> The military coup in Myanmar has led to varied reactions among ASEAN members, and has complicated collective action. This division makes it difficult for India to align its policies with ASEAN regarding the <span style=\"color: #ff0000;\">regional stability<\/span> and <span style=\"color: #ff0000;\">democratic restoration in Myanmar<\/span>.<\/p>\n<h2><strong><span style=\"color: #000000;\"><a id=\"toc4\"><\/a>What should be the Way Forward?<\/span><\/strong><\/h2>\n<p><strong>1. Redressal of Geopolitical concerns-<\/strong> India should reassert its <span style=\"color: #ff0000;\">stand squarely behind ASEAN in the regional security architecture<\/span>. Delhi\u2019s efforts at reassuring ASEAN have shown a measure of success, with the region opening up to more defence and security cooperation with India.<\/p>\n<p><strong>2. Focus on emerging areas-<\/strong> India should also focus on enhancing cooperation in new areas such as <span style=\"color: #ff0000;\">digitalisation<\/span>, <span style=\"color: #ff0000;\">health<\/span>, <span style=\"color: #ff0000;\">space technology<\/span> and <span style=\"color: #ff0000;\">advanced manufacturing<\/span> to strengthen regional ties.<\/p>\n<p><strong>3. Semiconductor Diplomacy-<\/strong> India\u2019s &#8216;<span style=\"color: #ff0000;\">semiconductor diplomacy<\/span>&#8216; with Malaysia and Singapore, both of which have significant capabilities in semiconductor production, should be extended with other ASEAN member countries.<\/p>\n<p><strong>4. Accelerated Infrastructure Development-<\/strong> Accelerating key connectivity projects, such as the<span style=\"color: #ff0000;\"> India-Myanmar-Thailand Trilateral Highway<\/span> and <span style=\"color: #ff0000;\">the Kaladan Multimodal Project<\/span>, will further enhance trade and people-to-people connections.<\/p>\n<p><strong>5.
