It has called it a flawed measurement of \u201chunger\u201d that does not reflect India\u2019s true position. Government of India&#8217;s criticism are as follows-<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>1. Use of Child Centric Indicators to determine overall hunger-<\/strong> The government contends that <span style=\"color: #ff0000;\">three indicators<\/span>(<span style=\"color: #ff0000;\">Child stunting, Child Wasting &amp; Child Mortality<\/span>) of the <span style=\"color: #ff0000;\">four indicators<\/span> used in the GHI calculation <span style=\"color: #ff0000;\">pertain solely to child health<\/span>. Govt has argued that such indicators cannot accurately represent the entire population\u2019s hunger status.\u00a0<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">2. Calculation of Undernourishment- <\/span><\/strong><span style=\"color: #000000;\">The significant indicator-\u2018Proportion of Undernourished population\u2019- relies on a <span style=\"color: #ff0000;\">limited opinion poll of only 3,000 individuals<\/span>. Govt of India has challenged the legitimacy of drawing nationwide conclusions from such a limited sample size.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>3. Use of Child Mortality as an indicator- <\/strong>Use of Child mortality as an indicator of GHI is based on the assumption that Child mortality is directly linked to hunger. However government has challenged this assumption. Govt has asserted that child mortality is influenced by multifaceted factors, making it an <span style=\"color: #ff0000;\">insufficient metric<\/span> for evaluating hunger levels.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>4. GHI data contradicts with Poshan Tracker Data of Indian govt-<\/strong>\u00a0The government has highlighted a <span style=\"color: #ff0000;\">significant disparity<\/span> between the GHI 2023\u2019s data of 18.7% child wasting rate and Poshan Tracker&#8217;s data of ~7.2% child wasting rate.<\/span><\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc4\"><\/a>What are the causes of Hunger in India?<\/strong><\/span><\/h2>\n<p><span style=\"color: #000000;\">Despite Indian Government&#8217;s categorical rejection of the methodology of Global Hunger Index, we can not be oblivious to the presence of hunger and malnutrition in the country. Government of India&#8217;s NHFS data has confirmed the presence of large number of Wasted and stunted Children. Listed below are the reasons for the hunger and malnutrition in India-<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>1. Declining agriculture output from small and marginal holdings-<\/strong> Almost <span style=\"color: #ff0000;\">50 million households in India<\/span> are dependent on small and marginal holdings. However the agricultural productivity of these holdings is declining due to reduced soil fertility, fragmented lands and fluctuating market prices.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>2. Declining income levels-<\/strong> The <span style=\"color: #ff0000;\">Periodic Labour Force Survey (PLFS) 2017-18<\/span> has revealed that rural unemployment stood is at 6.1 per cent, which is the highest since 1972-73. These have adverse effects on the capacity to buy adequate food, especially when food prices have been on the rise.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">3. Ineffective implementation of PDS scheme-<\/span><\/strong> <span style=\"color: #000000;\">PDS scheme is not functioning well in many states due to <span style=\"color: #ff0000;\">corruption and inclusion errors<\/span>.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>4. Protein hunger-<\/strong> Pulses are a major panacea to address protein hunger. However, there is a <span style=\"color: #ff0000;\">lack of budgetary allocation<\/span> for inclusion of pulses in PDS. Also there is no inclusion of eggs in the mid-day meal menus of many states.<\/span><\/p>\n<p><strong>5. Implementation of National Food Security Act 2013-<\/strong> It has legally entitled 75% of the rural population and 50% of the urban population to receive <span style=\"color: #ff0000;\">subsidized food grains<\/span> under the Targeted Public Distribution System.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">2. Launch of POSHAN Abhiyan-<\/span><\/strong> <span style=\"color: #000000;\">It has been launched by the Ministry of Women and Child Development in 2018. It targets to reduce <span style=\"color: #ff0000;\">stunting, under nutrition, anaemia<\/span> (among young children, women and adolescent girls).<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>3. Food Fortification Programs-<\/strong> Food Fortification or Food Enrichment is the <span style=\"color: #ff0000;\">addition of key vitamins and minerals<\/span> such as iron, iodine, zinc, Vitamin A &amp; D to staple foods such as rice, milk and salt to improve their nutritional content. Food fortification has been launched by the government to fight the micro-nutrient deficiency(hidden hunger).<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>4. Eat Right India Movement-<\/strong> An outreach activity organised by the Food Safety and Standards Authority of India (FSSAI) for citizens to nudge them towards <span style=\"color: #ff0000;\">healthy eating<\/span>.<\/span><\/p>\n<h2><strong><span style=\"color: #000000;\"><a id=\"toc6\"><\/a>What should be the way forward to fight hunger in India?<\/span><\/strong><\/h2>\n<p><span style=\"color: #000000;\">Listed below are the recommendations of the Global Hunger Report that should be implemented to fight hunger and malnutrition in India.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>1. Focus on small and marginal holdings-<\/strong> A renewed focus on small and marginal holdings is imperative as it would ensure <span style=\"color: #ff0000;\">food security<\/span> in the country.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>2. Dietary supplements in Mid day meals-<\/strong> Mid-day meals in Anganwadis and Schools must <span style=\"color: #ff0000;\">include dietary supplements<\/span> so as to reduce micro-nutrient deficiency.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>3. Give boost to rural employment schemes-<\/strong> Rural employment schemes such as <span style=\"color: #ff0000;\">MGNREGA<\/span> should be given a boost to increase employment and wages. This will enable the rural population to ensure their food security.<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>4. Streamline PDS System- <\/strong>Access to food grains under the PDS needs to be streamlined by <span style=\"color: #ff0000;\">simplifying technical processes<\/span> and reducing <span style=\"color: #ff0000;\">Aadhaar-related glitches<\/span>.
