{"id":31364,"date":"2018-10-27T13:18:01","date_gmt":"2018-10-27T07:48:01","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=31364"},"modified":"2018-10-27T13:18:01","modified_gmt":"2018-10-27T07:48:01","slug":"hardly-a-gamechanger","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/hardly-a-gamechanger\/","title":{"rendered":"Hardly a gamechanger"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/todays-paper\/tp-opinion\/hardly-a-gamechanger\/article22725419.ece\"><b>Hardly a gamechanger<\/b><\/a><\/p>\n<p><b>Context:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><b>National Health Protection Scheme<\/b><span style=\"font-weight: 400;\"> announced in this year\u2019s Budget has generated a lot of debate.<\/span><\/p>\n<p><b>Why in news?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The government has committed to \u201cproviding coverage up to Rs. 5 lakh per family per year for secondary and tertiary care hospitalisation\u201d for 10 crore poor families, with approximately 50 crore people as beneficiaries.<\/span><\/li>\n<\/ul>\n<p><b>Targets :<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><b>The National Sample Survey (NSS) 71st round (2014)<\/b><span style=\"font-weight: 400;\"> unit record data for \u201cSocial Consumption in India.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Health\u201d shows that <\/span><b>only 11.3% of the<\/b><span style=\"font-weight: 400;\"> bottom 40% (10.5% covered by government insurance) population has any insurance coverage as against 17.9% for the top 60% (14.3% covered by government insurance).<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The latest official data for 15 States show, starting from 2008, only 66% of the target below poverty line population has come under coverage of the <\/span><b>Rashtriya Swasthya Bima Yojana (RSBY).<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The government-run health insurance programme for the poor in 2017-18, the government allocated only Rs. 1,000 crore for RSBY, covering roughly 10% of the bottom 40% of the population.<\/span><\/li>\n<\/ul>\n<p><b>The problem in terms of the rate of hospitalisation and reimbursement of expenses <\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The rate of hospitalisation for those covered under some kind of health expenditure support is higher than those without any cover, for the bottom 40% as well as the entire population.<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Reimbursement as a percentage of medical cost of hospitalisation in government schemes is abysmally low, especially for the bottom 40% of the population. <\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">This raises questions about the efficacy of government schemes.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The proportion of hospitalisation cost reimbursed is much higher for insurance schemes directly bought by households than government ones.<\/span><\/li>\n<\/ul>\n<p><b>For private players:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> \u00a0\u00a0\u00a0<\/span><span style=\"font-weight: 400;\">Health insurance creates a larger market for private players.<\/span><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Hardly a gamechanger Context: The National Health Protection Scheme announced in this year\u2019s Budget has generated a lot of debate.
