{"id":31369,"date":"2018-10-27T13:19:21","date_gmt":"2018-10-27T07:49:21","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=31369"},"modified":"2018-10-27T13:19:21","modified_gmt":"2018-10-27T07:49:21","slug":"states-of-health","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/states-of-health\/","title":{"rendered":"States of health"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/todays-paper\/tp-opinion\/states-of-health\/article22725411.ece%5d\"><b>States of health<\/b><\/a><\/p>\n<p><b>Context:<\/b><\/p>\n<p><span style=\"font-weight: 400;\">NITI Aayog\u2019s first Health Index has provided a platform for wider public debate.<\/span><\/p>\n<p><b>About the Report:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The report titled <\/span><span style=\"font-weight: 400;\">\u201cHealthy States, Progressive India\u201d<\/span><span style=\"font-weight: 400;\">, measured the health index through various indicators<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The reference year for most indicators is 2015 or 2016 and the base years to gauge improvement are between one and three years before the reference year.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The health index has been evolved through comprehensive study and inputs from World Bank and Ministry of Health and Family Welfare<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Health Index report, for the first time, has attempted to establish an annual systematic tool to measure and understand the heterogeneity and complexity of India\u2019s performance in the health sector<\/span><\/li>\n<\/ul>\n<p><b>Highlights of the Report:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Kerala, Punjab and Tamil Nadu were the top rankers in the Health Index<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Uttar Pradesh was the worst performing state.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Manipur registered maximum incremental progress in indicators such as PLHIV on ART, first trimester antenatal care registration, grading quality parameters of Community Health Centres, average occupancy of key state-level officers and good reporting on the Integrated Disease Surveillance Programme (IDSP).<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Lakshadweep showed the highest improvement in indicators such as institutional deliveries, TB treatment success rate, and transfer of National Health Mission funds from the state treasury to implementation agency.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Kerala has ranked first in overall performance. However, there has been least incremental change as it had already achieved low levels of Neonatal Mortality Rate, Under-five Mortality Rate and replacement level fertility, leaving limited space for any further improvement<\/span><\/li>\n<\/ul>\n<p><b>What are the common challenges for most states and UTs which need to be addressed?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The need to focus on addressing vacancies in key staff,<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Establishment of functional district cardiac care units,<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Quality accreditation of public health facilities and institutionalisation of human resources management information system <\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Almost all larger states need to focus on improving the Sex Ratio at Birth<\/span><\/li>\n<\/ul>\n<p><b>Significance of the Index<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Index is expected to nudge states towards further achieving a rapid transformation of their health systems and population health outcomes<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> \u00a0<\/span><span style=\"font-weight: 400;\">Health care is not a mainstream political issue in India.
