Recently, the Andhra Pradesh Chief Minister N Chandrababu Naidu announced that his government is working on a <span style=\"color: #ff0000;\">law to incentivize families to have more children<\/span>. There are concerns amongst the <span style=\"color: #ff0000;\">Southern states<\/span> that <span style=\"color: #ff0000;\">smaller populations might reduce their political representation in Parliament<\/span> after future constituency delimitation.<\/p>\n<h2><span style=\"color: #000000;\"><strong>What are the latest trends on the ageing population in South India?<\/strong><\/span><\/h2>\n<p><strong>Increase in the old age-dependence ratio-<\/strong> The old age-dependence ratio denotes the number of persons aged 60-plus per 100 persons in the age group of 15-59 years.<\/p>\n<p>According to the Ministry of Statistics and Programme Implementation\u2019s (MOSPI) &#8216;<span style=\"color: #ff0000;\">Elderly in India 2021<\/span>&#8216; <span style=\"color: #ff0000;\">report<\/span>, the old-age dependency ratio is increasing in India. The old age-dependence ratio has increased from <span style=\"color: #ff0000;\">10.9% in 1961<\/span> to <span style=\"color: #ff0000;\">14.2% in 2011<\/span> and is projected to increase to <span style=\"color: #ff0000;\">15.7% in 2021<\/span> and <span style=\"color: #ff0000;\">20.1% in 2031<\/span> respectively.<\/p>\n<figure id=\"attachment_314054\" aria-describedby=\"caption-attachment-314054\" style=\"width: 400px\" class=\"wp-caption alignnone\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"wp-image-314054\" src=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2024\/10\/Elderly-in-India.png?resize=400%2C333&#038;ssl=1\" alt=\"Elderly in India\" width=\"400\" height=\"333\" \/><figcaption id=\"caption-attachment-314054\" class=\"wp-caption-text\">Source- MoSPI<\/figcaption><\/figure>\n<p><strong>Latest Projections regarding the regional variation in ageing population<\/strong><\/p>\n<p>With the 2021 Census delayed, the latest population projections from the Ministry of Health and Family Welfare show a <span style=\"color: #ff0000;\">rapidly ageing population across India<\/span>. According to the projections, the percentage of people aged 60 and above is expected to have a significant rise in Southern states like <span style=\"color: #ff0000;\">Andhra Pradesh<\/span> and <span style=\"color: #ff0000;\">Kerala<\/span>, where the fertility rate dropped earlier than in Northern states like <span style=\"color: #ff0000;\">Uttar Pradesh<\/span>.<\/p>\n<table style=\"width: 100%; border-collapse: collapse; border-style: solid; background-color: #faf7f7; height: 360px;\">\n<tbody>\n<tr style=\"height: 360px;\">\n<td style=\"width: 15.4618%; height: 360px;\"><strong>Key Data of the Report of MoH&amp;FW<\/strong><\/td>\n<td style=\"width: 84.5382%; height: 360px;\"><strong>1. India&#8217;s population increase-<\/strong> India\u2019s population will grow by <span style=\"color: #ff0000;\">31.1 crore<\/span> between 2011 and 2036, out of which <span style=\"color: #ff0000;\">17 crore people will be added by just five north Indian states<\/span> of Bihar, UP, Maharashtra, West Bengal, and Madhya Pradesh.<br \/>\n<strong>2. Low contribution to population increase by Southern States-<\/strong> The Southern states of <span style=\"color: #ff0000;\">AP<\/span>, <span style=\"color: #ff0000;\">Karnataka<\/span>, <span style=\"color: #ff0000;\">Kerala<\/span>, <span style=\"color: #ff0000;\">Telangana<\/span>, and <span style=\"color: #ff0000;\">Tamil Nadu<\/span>, will contribute only <span style=\"color: #ff0000;\">2.9 crore<\/span>, or <span style=\"color: #ff0000;\">9%<\/span> to the population increase.<br \/>\n<strong>3. Increase in Share of Elderly population in India-<\/strong> The elderly population (60+) will double from <span style=\"color: #ff0000;\">10 crore in 2011<\/span> to <span style=\"color: #ff0000;\">23 crore by 2036<\/span>. The share of elderly will rise from <span style=\"color: #ff0000;\">8.4%<\/span> to <span style=\"color: #ff0000;\">14.9%<\/span>.<br \/>\n<strong>4. Regional Differences in Ageing Trends-<\/strong> In Southern state of Kerala, the elderly population will be <span style=\"color: #ff0000;\">25% of the states&#8217; population by 2036<\/span>. While the states like UP will remain younger, with elderly making up <span style=\"color: #ff0000;\">12% of the population of the state by 2036<\/span>.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h2><span style=\"color: #000000;\"><strong>Why is the ageing population a cause of concern for Southern States?<\/strong><\/span><\/h2>\n<p><strong>1. Economic Burden on the state exchequer-<\/strong> A larger elderly population <span style=\"color: #ff0000;\">increases the dependency ratio<\/span> (fewer working-age individuals needing to support a growing number of retirees). A rapidly ageing population will <span style=\"color: #ff0000;\">put pressure on state resources for the support of the elderly population<\/span>.<\/p>\n<p><strong>2. Reduction in Labour productivity-<\/strong> The rapid ageing of population, leads to a <span style=\"color: #ff0000;\">smaller proportion of working age population<\/span>. This can potentially lead to <span style=\"color: #ff0000;\">labour shortages<\/span> and <span style=\"color: #ff0000;\">reduce the economic productivity<\/span> of the South Indian states.<\/p>\n<p><strong>3. Concerns regarding the lower political representation-<\/strong> Southern states of India have transitioned to lower fertility rates earlier. There are fears that they <span style=\"color: #ff0000;\">may lose parliamentary seats after constituency delimitation<\/span>, while Northern states with <span style=\"color: #ff0000;\">larger populations could gain more seats<\/span>.<\/p>\n<p><strong>4. Increased Healthcare Costs-<\/strong> There are concerns of increase in the pressure on the healthcare systems in Southern states, as it would require investment in <span style=\"color: #ff0000;\">geriatric care<\/span>, <span style=\"color: #ff0000;\">hospitals<\/span>, and <span style=\"color: #ff0000;\">nursing facilities<\/span>.<\/p>\n<p><strong>5. Inadequate Infrastructure for Elderly Care-<\/strong> Many Southern states lack the sufficient institutional support to cater to the growing elderly population, such as <span style=\"color: #ff0000;\">assisted living facilities<\/span> or <span style=\"color: #ff0000;\">elderly homes<\/span>.<\/p>\n<h2><span style=\"color: #000000;\"><strong>What is the need for taking care of the Elderly Population in India?<\/strong><\/span><\/h2>\n<p><strong>1. Channelization of experience-<\/strong> Elderly peoples carry an <span style=\"color: #ff0000;\">immense personal and professional experience<\/span>. We need to channelize these experiences by taking care of the elderly population.<\/p>\n<p><strong>2. Generational Link-<\/strong> The elderly citizens provide a <span style=\"color: #ff0000;\">vital generational link<\/span> for the upcoming generation, such as <span style=\"color: #ff0000;\">providing support<\/span> and<span style=\"color: #ff0000;\"> stability to families and society at large<\/span>. <strong>For ex-<\/strong> <span style=\"color: #ff0000;\">Grandparents in joint families<\/span> provide a <span style=\"color: #ff0000;\">crucial link for transferring values and morals<\/span> to the younger generation.<\/p>\n<p><strong>3. Social Harmony-<\/strong> The deep cultural impressions and social experiences of the elderly population in India <span style=\"color: #ff0000;\">provide the necessary buffer<\/span> against <span style=\"color: #ff0000;\">intolerance<\/span>, <span style=\"color: #ff0000;\">violence<\/span> and <span style=\"color: #ff0000;\">hate crimes<\/span>.<\/p>\n<p><strong>4. Moral and ethical responsibility-<\/strong> It is the moral and ethical responsibility of the society to care for its people beyond their prime. This helps in <span style=\"color: #ff0000;\">reciprocating their lifetime of physical, social, emotional, and economic investment<\/span> in the society.<\/p>\n<h2><span style=\"color: #000000;\"><strong>What are the Challenges Faced by Elderly Population in India?<\/strong><\/span><\/h2>\n<p><span style=\"color: #000000;\"><strong>Social Challenges<\/strong><\/span><\/p>\n<p><strong>1. Social Neglect-<\/strong> Elderlies are increasingly being neglected by the younger generation due to various social reasons such as <span style=\"color: #ff0000;\">western education<\/span>, globalisation, <span style=\"color: #ff0000;\">nuclear family structure<\/span>.<\/p>\n<p><strong>2. Abuse of the elderly population-<\/strong> Elderlies in India face <span style=\"color: #ff0000;\">various forms of abuse<\/span> such as <span style=\"color: #ff0000;\">physical<\/span>, <span style=\"color: #ff0000;\">sexual<\/span>, <span style=\"color: #ff0000;\">psychological<\/span> or <span style=\"color: #ff0000;\">financial<\/span>. They suffer from emotional harm that emerges from verbal or emotional abuse.<\/p>\n<p><strong>3. Intersection of Caste and Elderly-<\/strong> The lower caste elderly have to keep on working for livelihood even at old age due to financial issues. While for the upper caste elderlies, good jobs become less available, and they hesitate to take menial jobs, which <span style=\"color: #ff0000;\">creates a feeling of \u2018worthlessness\u2019<\/span> amongst them.<\/p>\n<p><strong>4. Feminisation of ageing-<\/strong> The life of elderly widows is riddled with stringent moral codes of the society. Social bias against elderly women results in <span style=\"color: #ff0000;\">unjust allocation of resources<\/span>, <span style=\"color: #ff0000;\">neglect<\/span>, <span style=\"color: #ff0000;\">abuse<\/span>, <span style=\"color: #ff0000;\">exploitation<\/span>, <span style=\"color: #ff0000;\">gender-based violence<\/span>, <span style=\"color: #ff0000;\">lack of access to basic services<\/span> and <span style=\"color: #ff0000;\">prevention of ownership of assets<\/span>.<\/p>\n<p><span style=\"color: #000000;\"><strong>Economic and Financial Challenges<\/strong><\/span><\/p>\n<p><strong>1. Lack of Income &amp; Poor financial status-<\/strong> According to <span style=\"color: #ff0000;\">PFRDA report on Financial Security of India\u2019s elderly<\/span>, a large elderly population which remains outside the pension safety net. Furthermore, the pension provided to them remains very low for their proper sustenance.<\/p>\n<p><strong>2. Low funding by the government-<\/strong> India <span style=\"color: #ff0000;\">spends only about 1% of its gross domestic product on pensions<\/span>. India\u2019s income support systems in their current form remain incapable of catering to the old age population.<\/p>\n<p><strong>3. Lack of housing and other basic amenities-<\/strong> The housing available to a majority of the senior citizens are <span style=\"color: #ff0000;\">sometimes inappropriate and unsuitable to their requirement<\/span>.<\/p>\n<p><span style=\"color: #000000;\"><strong>Health Issues and Challenges<\/strong><\/span><\/p>\n<p><strong>1. Rise in age-related chronic illness-\u00a0<\/strong>According to the Longitudinal Ageing Study of India (LASI) in 2021, <span style=\"color: #ff0000;\">One in five elderly persons in India has mental health issues<\/span> and around 75 per cent of them suffer from a chronic disease.<\/p>\n<p><strong>2. Increasing need for geriatric care-<\/strong> Increased health-related expenses for the treatment of diseases like <span style=\"color: #ff0000;\">Non-Communicable diseases<\/span>, <span style=\"color: #ff0000;\">cataract<\/span>, <span style=\"color: #ff0000;\">hearing loss<\/span> etc. creates financial problem for the elderly population.<\/p>\n<h2><span style=\"color: #000000;\"><strong>What Should be the Way Forward in addressing the concerns of ageing problem of South Indian States?<\/strong><\/span><\/h2>\n<p><strong>1. Reduce the obsession with pro-natalist policies-<\/strong> Countries that have tried financial incentives or policies to increase birth rates have seen limited success. The <span style=\"color: #ff0000;\">model of Scandinavian countries<\/span> of <span style=\"color: #ff0000;\">providing strong family and childcare support<\/span> and <span style=\"color: #ff0000;\">gender equality measures<\/span>, can be followed by the Southern states.<\/p>\n<p><strong>2. Addressing the Internal Migration- <\/strong>Internal migration from Northern to Southern states, can help balance the working-age population in Southern states. States like US have benefitted from the pro-immigration policies, which has helped sustain economic growth and labour productivity.<\/p>\n<p><strong>3. Formalization of caregiving economy-<\/strong> According to a NITI Aayog report, <span style=\"color: #ff0000;\">healthcare offered at home can replace up to 65 per cent of unnecessary hospital visits<\/span> and reduce hospital costs by 20 per cent. Well-trained caregivers possessing empathetic outlook towards elderly need to be provided formal and better work place conditions.<span style=\"color: #ff0000;\"> Recognition of\u00a0 \u201chome\u201d as a place for providing care<\/span> and as a <span style=\"color: #ff0000;\">\u201cplace of work\u201d for caregivers<\/span> will be the first step towards elderly care.<\/p>\n<p><strong>4. Comprehensive policy on home based care-<\/strong> The Southern states must draft a comprehensive policy for <span style=\"color: #ff0000;\">streamlining of vocational training<\/span>, <span style=\"color: #ff0000;\">nomenclature, roles, and career progression of the caregivers<\/span>. It must also streamline the registry of caregivers, ensure transparency and accountability and establish grievance redressal mechanisms.<\/p>\n<p><strong>5. Replication of Switzerland\u2019s time bank initiative-<\/strong> Under this initiative, <span style=\"color: #ff0000;\">the younger generation start to save \u2018time\u2019 by taking care of senior citizens<\/span>. Later, they can use the saved \u2018time\u2019 when they get old, sick, or in need of someone to take care of them.
