{"id":31423,"date":"2018-10-27T13:31:24","date_gmt":"2018-10-27T08:01:24","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=31423"},"modified":"2018-10-27T13:31:24","modified_gmt":"2018-10-27T08:01:24","slug":"no-curtailment-in-demand-for-funds-under-mgnrega","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/no-curtailment-in-demand-for-funds-under-mgnrega\/","title":{"rendered":"\u2018No curtailment in demand for funds under MGNREGA\u2019"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/todays-paper\/tp-national\/no-curtailment-in-demand-for-funds-under-mgnrega\/article22697443.ece\"><b>\u2018No curtailment in demand for funds under MGNREGA\u2019<\/b><\/a><\/p>\n<p><b>Context:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">No curtailment in demand for funds under MGNREGA, says Government to Supreme Court.<\/span><\/li>\n<\/ul>\n<p><b>Why in news?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Centre told the Supreme Court on Thursday that the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) was a \u201cdemand-driven scheme\u201d and it has not curtailed the demand for funds made by the States.<\/span><\/li>\n<\/ul>\n<p><b>Arguments:<\/b><\/p>\n<p><b>In favour:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Attorney General (AG) K K Venugopal told a bench that there were no instances where the Centre has either capped number of days of employment under the Act or not released funds to the states. <\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> The MGNREGA is a demand-driven scheme and at no stage, the demand (of the states for funds) has been curtailed by the Union of India.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Venugopal put forwards the arguments while countering the submissions of advocate Prashant Bhushan, appearing for the NGO-turned-political party Swaraj Abhiyan.<\/span><\/li>\n<\/ul>\n<p><b>Against:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> Bhushan claimed in the court that the Centre has no authority in law to reduce the \u201cperson days\u201d from the projection made by the states under the Act.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> Due of lack of funds, the states were unable to give employment to the people.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> State is denying statutory rights to the people by not providing 100 days of employment.<\/span><\/li>\n<\/ul>\n<p><b>Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA):<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> It is a social security scheme that attempts to provide employment and livelihood to rural labourers in the country.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The scheme was designed to provide any adult who registers for rural employment a minimum job guarantee of 100 days each financial year.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">This includes non-skilled work, making it one-of-its-kind across the world.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> The MGNREGA is an entitlement to work that every adult citizen holds.
