{"id":31448,"date":"2018-10-27T14:07:44","date_gmt":"2018-10-27T08:37:44","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=31448"},"modified":"2018-10-27T14:07:44","modified_gmt":"2018-10-27T08:37:44","slug":"the-formal-informal-divide","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/the-formal-informal-divide\/","title":{"rendered":"The formal-informal divide"},"content":{"rendered":"<p><a href=\"http:\/\/www.thehindu.com\/todays-paper\/tp-opinion\/the-formal-informal-divide\/article22684127.ece'\"><b>The formal-informal divide<\/b><\/a><\/p>\n<p><b>Context:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">There is an<\/span><b> investment slowdown in India, <\/b><span style=\"font-weight: 400;\">which is delaying a fully fledged recovery in the economy.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The fall is so severe that it has more than <\/span><b>offset the government\u2019s macroeconomic stimulus of increased public investments.<\/b><\/li>\n<\/ul>\n<p><b>Reasons for the slowdown:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The <\/span><b>private investments<\/b><span style=\"font-weight: 400;\"> slowdown is statistically visible chiefly in the informal segment of the economy.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The sharpest pullback has been by the <\/span><b>household sector,<\/b><span style=\"font-weight: 400;\"> its investments are down 6.6 percentage points since the start of the slowdown.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">There is negligible change in the <\/span><b>investment behaviour of public and private finance corporations.<\/b><\/li>\n<li style=\"font-weight: 400;\"><b>Public non-financial corporations<\/b><span style=\"font-weight: 400;\"> reduced investments marginally.<\/span><\/li>\n<\/ul>\n<p><b>The household sector:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> Households can be <\/span><b>producing or non-producing,<\/b><span style=\"font-weight: 400;\"> in which case they are consuming households.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The 73rd round of the survey by the National Sample Survey Office had found about <\/span><b>6.34 crore unincorporated non-agricultural enterprises in the country.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">A <\/span><b>chunk of private investments<\/b><span style=\"font-weight: 400;\"> is undertaken by these firms that often operate out of homes, with, typically, <\/span><b>less than 10 workers.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The investments estimates (Gross Fixed Capital Formation) cover physical investments in <\/span><b>plants, machinery and equipment, and dwellings and buildings, but not land.<\/b><\/li>\n<\/ul>\n<p><b>Informal and formal economies:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The two largest investing segments in the economy, <\/span><b>households and private non-financial corporations, correspond roughly to the informal and formal economies.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The formal-informal divide shows up <\/span><b>also in savings.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">When the government (Centre plus the States) mops up larger portions of what net savers can provide, <\/span><b>corporates can still access capital, but the unincorporated are left without recourse.<\/b><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Corporates can, and have, <\/span><b>borrowed overseas and raised funds<\/b><span style=\"font-weight: 400;\"> from the capital markets but the informal sector <\/span><b>has not had the sophistication or resources required.<\/b><\/li>\n<\/ul>\n<p><b>Measures to be taken:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The <\/span><b>Economic Survey 2018 \u00a0recommends<\/b><span style=\"font-weight: 400;\"> urgent prioritisation of investment revival to arrest more lasting growth impacts, with policy focus on both big and small companies, creating a conducive environment for the smaller industries to prosper and invest.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Urgent fiscal deficit reduction, quick clean-up of the bad loans mess, and restoration of banks\u2019 health<\/b><span style=\"font-weight: 400;\"> are more likely to revive private investments.<\/span><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>The formal-informal divide Context: There is an investment slowdown in India, which is delaying a fully fledged recovery in the economy.
