India has <span style=\"color: #ff0000;\">extended 20 tons of humanitarian aid<\/span> for Nigerian flood victims. President Tinubu acknowledged India&#8217;s efforts to amplify the concerns of developing countries through the Voice of the Global South Summits. The two nations have been close partners for more than 60 years.<br \/>\nIndia, with a population of 1.3 billion, and Nigeria, over 190 million, are large developing and democratic countries with multi-religious, multi-ethnic, and multilingual societies. India as the largest democracy in the world and Nigeria as the largest in Africa, have become natural partners.<\/p>\n<table style=\"width: 100%; border-collapse: collapse; border-style: solid;\">\n<tbody>\n<tr>\n<td style=\"width: 9.54823%;\"><strong>1958<\/strong><\/td>\n<td style=\"width: 90.4518%;\">India&#8217;s <span style=\"color: #ff0000;\">first diplomatic mission<\/span> in Nigeria opened in 1958. India opened its mission two years before the latter country formally gained independence from the British rule<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 9.54823%;\"><strong>2007<\/strong><\/td>\n<td style=\"width: 90.4518%;\">The ties between India-Nigeria were elevated to the status of a \u201c<span style=\"color: #ff0000;\">strategic partnership<\/span>\u201d when then prime minister Dr. Manmohan Singh, PM Modi&#8217;s predecessor, visited the African state in October 2007.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc2\"><\/a>What are the areas of cooperation between India and Nigeria?<\/strong><\/span><\/h2>\n<p><strong>1. South-South Cooperation-<\/strong> Both India and Nigeria have been cooperating in the multilateral organizations like the <span style=\"color: #ff0000;\">United Nations<\/span>, <span style=\"color: #ff0000;\">G77<\/span> and <span style=\"color: #ff0000;\">NAM<\/span> by articulating the voice of the developing world in a coordinated and effective manner.<\/p>\n<p><strong>2. Defense Cooperation-<\/strong> India has been providing training, capacity building &amp; supplying defense equipment to the Nigerian defense forces. <strong>For ex-<\/strong> The<span style=\"color: #ff0000;\"> National Defense Academy<\/span> at <span style=\"color: #ff0000;\">Kaduna<\/span> exemplifies this cooperation.<\/p>\n<p><strong>3. Development Cooperation-<\/strong> India has supported Nigeria\u2019s capacity-building efforts under the <span style=\"color: #ff0000;\">Indian Technical and Economic Cooperation<\/span> (ITEC) <span style=\"color: #ff0000;\">Programme<\/span> since 1964. India has also<span style=\"color: #ff0000;\"> extended Lines of Credit<\/span> worth <span style=\"color: #ff0000;\">$30 million for a gas-fired turbine<\/span> electricity generation station in <span style=\"color: #ff0000;\">Cross River State of Nigeria<\/span>.<\/p>\n<p><strong>4. Economic Cooperation-<\/strong> Nigeria is <span style=\"color: #ff0000;\">India\u2019s largest trading partner in West Africa<\/span> and India\u2019s investment in Nigeria is around <span style=\"color: #ff0000;\">$20 billion<\/span>.<\/p>\n<p><strong>5. India Nigeria Energy Cooperation-<\/strong> Nigeria is one of the leading suppliers of crude oil to India. Nigerian oil exports contribute to about<span style=\"color: #ff0000;\"> 12% of India\u2019s oil imports<\/span>.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc3\"><\/a>What are the challenges in India-Nigeria Relations?<\/strong><\/span><\/h2>\n<p><strong>1. Declining Bilateral Trade-<\/strong> The Bilateral trade volume between Nigeria and India has fallen from <span style=\"color: #ff0000;\">US$ 14.95 billion<\/span> in 2021-22 to <span style=\"color: #ff0000;\">US$ 11.8 billion<\/span> in 2022-23, due to a <span style=\"color: #ff0000;\">decrease in the volume of oil purchase from Nigeria<\/span>.<\/p>\n<p><strong>2. Lack of significant upstream energy assets-<\/strong> India remains a <span style=\"color: #ff0000;\">mere buyer<\/span> rather than a <span style=\"color: #ff0000;\">strategic investor<\/span> in <span style=\"color: #ff0000;\">Nigeria\u2019s energy sector<\/span>. India lacks significant upstream assets in Nigeria, unlike China, which holds substantial production rights.<\/p>\n<p><strong>3. Sparse High-Level Engagements-<\/strong> The <span style=\"color: #ff0000;\">absence of regular Joint Commission meetings<\/span> limits strategic dialogues on areas like defence and economic cooperation. Further <span style=\"color: #ff0000;\">limited diplomatic interactions at the level of heads of states<\/span> (with the last Prime Ministerial visit 17 years ago) has weakened political ties.<\/p>\n<p><strong>4. Increasing Chinese footprint-<\/strong> The increase in Chinese footprint in Nigeria through the Belt and Road Initiative projects, is challenging India\u2019s position as a key partner in Nigeria.<\/p>\n<p><strong>5. Lack of Economic Partnership Frameworks-<\/strong> The <span style=\"color: #ff0000;\">absence of a comprehensive economic partnership agreement<\/span> has limited the potential for trade diversification and industrial collaboration.<\/p>\n<p><strong>6. Nigeria\u2019s Political Instability and Economic Reforms-<\/strong> Recent political and economic reforms like President Tinubu\u2019s <span style=\"color: #ff0000;\">subsidy cuts and currency devaluation<\/span>, has created uncertainity and has impacted the Indian investments.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc4\"><\/a>What can be the future areas of cooperation between India and Nigeria?<\/strong><\/span><\/h2>\n<p><strong>1. Defense and Security-<\/strong> Nigeria faces security challenges like <span style=\"color: #ff0000;\">Boko Haram<\/span>, <span style=\"color: #ff0000;\">piracy<\/span>, and <span style=\"color: #ff0000;\">oil theft<\/span>. India can offer defense supplies, training, and remote sensing technology to tackle terrorism (e.g., Boko Haram) and piracy in the Gulf of Guinea. Seven Nigerian Presidents since 1960 were trained in India as defense officers.<\/p>\n<p><strong>2. Economic Stabilization-<\/strong> Nigeria faces foreign exchange shortages and inflation (32%). Strategic initiatives such as <span style=\"color: #ff0000;\">partnerships in hydrocarbon sectors and infrastructure development<\/span> can help stabilize Nigeria\u2019s economy. India can offer large financial facilitations and consider barter arrangements to ease Nigeria\u2019s foreign exchange shortage.<\/p>\n<p><strong>3. Trade Enhancement-<\/strong> India can increase exports to Nigeria, including <span style=\"color: #ff0000;\">essential commodities<\/span> like <span style=\"color: #ff0000;\">pharmaceuticals<\/span>, <span style=\"color: #ff0000;\">foodstuffs<\/span>, and <span style=\"color: #ff0000;\">textiles.<\/span> India should also <span style=\"color: #ff0000;\">explore<\/span> the <span style=\"color: #ff0000;\">potential for rupee-based trade<\/span> to boost bilateral trade from the current $7.9 billion.<\/p>\n<p><strong>4. Capacity Building-<\/strong>\u00a0 India should offer its expertise in <span style=\"color: #ff0000;\">IT, healthcare, and education<\/span> to support Nigeria\u2019s infrastructure and human resource development.<\/p>\n<h2><span style=\"color: #000000;\"><strong><a id=\"toc5\"><\/a>What should be the Way Forward?<\/strong><\/span><\/h2>\n<p><strong>1. Establishment of Comprehensive Economic Partnership Agreement (CEPA)-<\/strong> A CEPA will <span style=\"color: #ff0000;\">encourage investment<\/span>, and <span style=\"color: #ff0000;\">reduce trade barriers<\/span> in sectors like defence and hydrocarbons.<\/p>\n<p><strong>2. Currency Swap Arrangements-<\/strong> Currency swap agreement can help in <span style=\"color: #ff0000;\">mitigating Nigeria\u2019s forex shortage<\/span>, will help in stabilising trade between the two economies.<\/p>\n<p><strong>3. Increased Investment in Nigeria\u2019s Infrastructure-<\/strong> India should <span style=\"color: #ff0000;\">invest in Nigerian transport networks<\/span> like the Ethiopian power infrastructure.<\/p>\n<p><strong>4.
